MHI begins work on long-term automobile policy plan for India's 2047 goal

New Delhi: The Union ministry of heavy industries (MHI) on Thursday said it had begun working on a long-term automobile sector policy roadmap aligned with the goal of making India a developed nation by 2047. This plan, called the Automotive Mission Plan (AMP) 2047, involves seven sub-committees made up of all stakeholders including other line ministries, industry associations, as well as academia, a statement by the heavy industries said. The purpose of this long-term plan is to tackle challenges such as technological advancements and charging infrastructure, according to MHI.
The inaugural meeting of the AMP 2047 Sub-Committees was held to outline the objectives and framework, the statement said.

MHI additional secretary Hanif Qureshi said, 'The vision for 2047 is not an aspiration but a strategic roadmap backed by concrete targets for sector growth, exports, and industry advancement. We must think beyond specific technologies or companies and focus on India's global standing in 2047, aiming to increase our share in global automotive trade through innovation and quality.'
The AMP 2047, which will set interim goals for 2030, 2037, and 2047, follows previous AMPs which applied to a decade each – 2006-16 and 2016-26.
A clear policy pathway for the auto sector in the form of AMP 2047 assumes importance as it contributes about 7.1% of India's total economic output and nearly half of the country's manufacturing output, according to an April 2025 NITI Aayog statement.
Representatives of the ministries of commerce, environment, forest and climate change, power, road transport and highways, petroleum and natural gas, along with industry bodies such as Society of Indian Automobile Manufacturers (Siam), Automotive Component Manufacturers Association of India (Acma), Confederation of Indian Industry (CII), and Federation of Indian Chambers of Commerce & Industry (Ficci) were a part of the inaugural meeting for AMP 2047, the MHI statement said. Academic institutions, research think tanks and testing agencies would also provide inputs to AMP 2047.
The Centre's focus on a clear long-term automobile sector policy comes at a time when the industry is divided over state policies regarding clean mobility.
India, the world's third largest automobile market by sales, has policies such as the PM E-drive scheme and the production-linked incentive scheme for automobiles and auto parts (PLI-Auto) to promote the manufacturing and adoption of zero-emission vehicles.
India's electric vehicle market has been gaining momentum, with sales rising about 17% in FY25 over the previous fiscal, according to the Vahan portal. Over 1.9 million EVs were sold in India in FY25, compared with about 1.6 million in FY24.
The push for clean mobility, however, has recently faced hurdles, with automakers divided on whether the government should incentivize strong hybrid vehicles. But the government has remained steadfast, and has committed to supporting all forms of clean mobility, Mint reported earlier, citing union heavy industries minister H.D. Kumaraswamy in an email interview.
Decarbonization, however, is only one of the headwinds that India's auto sector is facing. A strict export control on rare earth magnets – a critical component in the auto sector – by China has pushed Indian automakers a step closer towards potential production cuts.
Mint reported in July 2024 that work was underway to formulate a structure on AMP 2047 with a focus on vehicles running on various powertrains including fossil fuels, flex fuels, batteries, and green hydrogen, citing officials aware of the development.
The currently ongoing AMP 2016-26 focuses on upskilling of the workforce in the auto sector, and promoting exports. According to data provided by Siam and quoted by the heavy industries ministry in a parliamentary disclosure, the country's auto sector provided direct and indirect employment to about 30.7 million people in FY20.
"For a country as diverse and demand-sensitive as India, an all-inclusive approach is non-negotiable. AMP 2047 must unify fragmented policy signals into a coherent national strategy - one that accelerates localization, de-risks investments, and positions India as a global mobility hub,' said Randheer Singh, former director of electric mobility, NITI Aayog.
Singh added that India's auto sector is transforming from fragmented to integrated policy regimes. 'The biggest challenge isn't just technological. It is synchronizing market evolution with regulatory certainty and long-term capital planning.'

The highway connecting Haryana's Nuh with Alwar in Rajasthan is set to become a four-lane stretch within two years to reduce traffic congestion and provide better connectivity in this region. The Ministry of Road Transport and Highways (MoRTH) Thursday issued a notice inviting tender (NIT) for the four-laning of the 49.02-km stretch on the Nuh-Alwar highway (NH-248A). The current single-lane road has created traffic issues, reportedly resulting in approximately 3,000 deaths due to road accidents over the past 12 years. The project of four-laning is estimated to cost Rs 310.44 crore. To be executed under the engineering, procurement, and construction (EPC) mode, it includes strengthening and improving a 6.84-km section of the existing road in Malab and Bhadas villages in Nuh district, Haryana. The tender, issued by the superintending engineer and regional officer of the MoRTH in Jaipur, invites bids from qualified contractors. The completion period is 24 months, followed by a five-year maintenance period after the construction is complete. Bids can be submitted online via the Central Public Procurement Portal (CPPP) and Bill Information and Management System (BIMS) from July 24 to September 8, with the bid opening scheduled for September 9. The development comes after the Union government in April approved the project to convert the single-lane stretch into a four-lane road. On November 3, 2008, then Union minister S Jaipal Reddy laid the foundation for the four-lane road project. However, the project has remained in limbo. In a post on X, Transport Minister Nitin Gadkari in April said, 'This national highway section connects Gurugram, Sohna, and Nuh industrial areas. Due to the movement of heavy vehicles from Rajasthan to northern states, there is heavy traffic on this route. Making this section four-lane will reduce heavy traffic and provide better connectivity, which will promote economic development in this area.' Nuh Congress MLA Aftab Ahmed had earlier claimed it was the Manmohan Singh government that initiated works to convert the route into a national highway in 2014. 'But the BJP governments at the Centre and the state dropped this four-laning project in 2018, saying that the upcoming Delhi-Mumbai Expressway will take care of the needs of the people,' he had said. The Congress raised the issue repeatedly in the Haryana Assembly, Ahmed said, adding that he wrote to the ministry in December 2024 about the stretch between Nuh and the Rajasthan border via Ferozepur Jhirka.

Among the key proposals in CMP Phase 1 are two High Capacity MRTS Corridors - the 11.5 km Sitabuldi-Koradi corridor and the 25km Mankapur Chowk-Rachana Junction stretch on the Inner Ring Road. Together, they are estimated to cost 8,625 the two, the Sitabuldi-Koradi line was prioritised for development of the metro route. "We have finalised the Sitabuldi-Koradi corridor based on Peak Hour Peak Direction Traffic (PHPDT) assessments. The ridership projections and traffic volumes make it feasible for metro operations," said a senior MahaMetro proposed corridor is expected to cater to a daily ridership of 1.47 lakh commuters by 2054.

Following months of slumber, Sopore fruit mandi is once again abuzz with the sound of vehicles bringing in the season's first apple crop for sale. The July month is considered a very important time for fruit development, the rainfall has not only given magnificent colour to different early varieties of apples but has also ripened the harvest. (File) In the early hours everyday, pickup trucks, tractors, small vans and horse carts loaded with fruit boxes head towards Mazbough village in Sopore where Asia's second largest mandi is located. The back to back rainfall in July has given growers a good hope for not only bumper fruit crops but also best quality apples. As per data of meteorological department, Kashmir has received normal to excess rainfall especially in the belts producing quality apples. The July month is considered a very important time for fruit development, the rainfall has not only given magnificent colour to different early varieties of apples but has also ripened the harvest. 'When there was a heatwave in June we were staring at a very messy situation. But we were hopeful after the first rainfall and were expecting a bumper crop. Across Kashmir apple orchards have good fruit even the high density apples have good yield this season,' said Sahib Ahmad Khan who owns several orchards in north Kashmir. He said right now, besides two to three early varieties like Hazratbali and red delicious apples, three to four varieties of high density apples, are also being harvested across Kashmir. 'Right from the start the market locally as well outside mandies is very good,' he said. Sopore fruit mandi president Fayaz Ahmad Malik said that 40 to 50 apple trucks are being loaded from the mandi every day. 'Even dozens of trucks are also being dispatched from other mandies of the Valley. So far the market is good and it's because the fruit quality is good due to timely rainfall,' he said adding that now with every passing day more and more trucks will arrive in the mandies and by next month 300 to 400 fruit trucks will be dispatched across the country. 'We hope this year growers will make good profit.' Kashmir is India's largest apple-producing region, fetching revenue of over ₹8,000 to ₹10,000 crore to the Union territory, and contributing around 8-10% of its gross domestic product. The UT produces around 20 lakh metric tonnes of apples per year. Around seven lakh farming families (approximately 35 lakh people) are directly or indirectly associated with the horticulture sector. 'The season has already started. First it was stone fruits and cherries, now different apple varieties are arriving in the mandis. The markets are promising and prospects also look good. Hopefully things will remain the same incoming months,' said Javeed Ahmad Dar, a grower from south Kashmir. This year stone fruit and cherries also fetched good prices despite early spring weather vagaries.
