The Marcos government has requested approval from Congress to spend over P17 billion on the ASEAN Summit Meetings in the Philippines next year.
In the 2026 National Expenditure Program submitted to lawmakers, a total of P17,495,734,000 was appropriated for the ASEAN Summit and its related meetings. The chunk of this amount shall be released directly to the Office of the President, with P10,783,656,000.

Marcos had directed the creation of a national organizing council (NOC) for the Philippines' hosting of the ASEAN meetings.

(Photo from the MCB) An independent multi-stakeholder organization has called for a higher budget for the rehabilitation of Marawi and faster compensation of the victims of the siege. In a statement, the Marawi Reconstruction Conflict Watch (MRCW) appealed to President Ferdinand Marcos Jr. and legislators to allocate a bigger funding for the process under the 2026 national budget to expedite the compensation of the internally displaced persons (IDPs) in Marawi. Data from the Marawi Compensation Board (MCB) showed only 2,178 out of 14,495 claims have been processed as of August 2025, leaving more than 12,000 compensation claims yet to be paid. This totals to P20 billion. "We call for decisive actions such as increasing the programmed budget for Marawi compensation; providing a real-time updating system for claimants; and prioritizing the rebuilding of merit goods such as health and educational facilities damaged by the war," the MRCW said. "This funding is more important than the tens of billions used for restoring infrastructure that is rarely utilized because IDPs have not been able to rebuild their homes inside the city in the first place,' it added. The Marawi Siege Victims Compensation Program has a P1 billion proposed allocation under the 2026 National Expenditure Program. The MCB opened the applications for claims, including structural property, death, and personal property claims, among others, in July 2023. In May 2024, the MCB said it was eyeing to finish the disbursement of claims before the end of its term by 2028. 'At least 352 claims per month – that is the accomplishment rate needed to finish 12,000 compensation claims in the remaining 34 months until June 2028 when MCB becomes functus officio," Mcmillan Lucman, MRCW member and former Provincial Director of MILG-Lanao del Sur, said. 'The MCB has only resolved 2,000 claims so far. We hope to hear that the President will prioritize a speedy Marawi Compensation process. Marawi rehabilitation and rebuilding should focus on giving justice to war victims through the promised compensation,' Lucman said. He added: 'If we are expecting a faster compensation process, the allocated programmed budget for Marawi IDPs should also be increased.' Meanwhile, the MRCW also said the ground zero in Marawi remains in ruins eight years after the war. 'Marawi IDPs hoped that the compensation law would help heal the wound caused by the siege in 2017. More than eight years have gone by and Marawi's Ground Zero is still in ruins," said Mohammad Abas, MRCW member and executive director of Tabang Ako Siyap ko Bangsa Iranon saya ko Kalilintad ago Kapamamagayon (TASBIKKA) Inc. President Ferdinand "Bongbong" Marcos Jr. tasked Friday the Philippine Merchant Marine Academy (PMMA) to take proactive steps in supporting the country's maritime efforts amid tensions in the West Philippine Sea. Marcos made the directive as he visited the Training Center and equipment facilities of the PMMA in San Narciso, Zambales. The President said this as he aims to strengthen national security and further elevate education and technology in the maritime sector. During his visit, Marcos inspected the P40-million Full Mission Ship Handling Simulator. He also witnessed a live reenactment of the BRP Suluan (MRRV-4406) incident last Monday, which resulted in the collision of two Chinese vessels near Bajo de Masinloc. The President also inspected the PMMA's latest equipment and technology, together with PMMA Superintendent Commodore Joel Abutal. The PMMA recently partnered with various agencies and companies like Kpler Singapore, providing AIS and RADAR marine traffic solutions, which enable real-time vessel tracking in strategic waters. Further, Quanby Solutions also supplied military-grade aerial drones and delivered specialized training to enhance surveillance capabilities. The PMMA is also collaborating with the Department of Science and Technology (DOST) on a feasibility study for the innovative "bangka drone" project to secure future funding and deployment. Marcos has made a commitment that Philippine assets would never back out, after a Chinese vessel fired a water cannon at a Philippine ship in the West Philippine Sea (WPS). The Department of Foreign Affairs earlier expressed serious concern over "dangerous" maneuvers by China against Philippine ships in the region last Monday. To recall, the flagpole of the Philippine Coast Guard (PCG) ship BRP Suluan was bent after getting hit by a warship of the PLAN during the incident. The House of Representatives got a P17.2 billion proposed budget for 2026 under the National Expenditure Program (NEP) which is a P16.8 billion cut from the current P34 billion budget. Based on the NEP submitted by the Department of Budget (DBM) and Management to Congress, the House was allocated P6.46 billion for personnel services and P10.74 billion for Maintenance and Other Operating Expenses (MOOE). Noticeably, there was also zero allocation for Capital Outlay for the House of Representatives. All these figures were down compared with the 2025 budget, wherein the House had P7.73 billion for Personnel Services, P22.4 billion for MOOE, and P4 billion for Capital Outlay. The House's P17.2 billion proposed budget for 2026 is broken down to the following: P6.22 billion for general management and supervision P649 million for administration of personnel benefits and P10.34 billion for House of Representatives Legislative Program The House of Representatives has been led by Speaker and Leyte Rep. Martin Romualdez, cousin of President Ferdinand Marcos, Jr., since 2022. For the 20th Congress, the President's son and Ilocos Norte Rep. Sandro Marcos has also been elected to serve as the House Majority Leader, the chief of the House Committee on Rules that schedules deliberations on proposed bills. Reforms In an earlier statement, Romualdez said the House will ensure that the national budget for 2026 will alleviate the lives of Filipinos. 'Bawat gastusin [ng gobyerno], dapat may pakinabang sa tao. Because a budget the people can trust is a government the people can believe in,' Romualdez said. (Government expenditures should benefit the people.) Romualdez also said that at least five significant reforms will be enforced by the House of Representatives in the scrutiny and enactment of the budget for fiscal year 2026. The House will remove the 'small committee' that collated institutional amendments, according to Romualdez. It will also open the Bicameral Conference Committee on the budget to the public and the media and civil society, people's organizations, and the private sector will also be invited to join budget hearings. Romualdez pointed out that the reforms seek to ensure full transparency and to involve the public through people's organizations, noting that the budget is the people's money. 'A budget is not just a spending plan—it is a mirror of our priorities and a measure of our accountability to the people. And because this is the people's money, the process of crafting it must be transparent, inclusive, and worthy of public trust,' Romualdez said. President Ferdinand ''Bongbong'' Marcos Jr. has urged members of Congress who will deliberate the proposed 2026 national budget to "swiftly enact" it. —VAL, GMA Integrated News
