Do we really have a productivity problem? How wage restraint and a mining boom helped kill our productivity
There was a sudden look of panic.
A little over 18 months ago, on a live panel before a large audience, a well-known economist was running through a shopping list of failures from the federal government at a post budget gabfest.
Foremost among those shortcomings was productivity. There was absolutely nothing in the budget designed to address our flagging productivity, an issue shaping up as a national disaster.
And then the clanger, in the form of an obvious follow-up question from one of the panellists.
"So, what would you do to improve our productivity? What are two initiatives the government could employ to fix the problem?
Silence.
For an agonising couple of seconds, the wheels were spinning, until this: "Ah, cut red tape and lower company taxes."
In other words: "I have no idea."
For all the pontificating, very few people understand the concept of productivity and whether or not it is even a problem, let alone how to fix it.
Most, especially in the business world, confuse productivity with profitability and usually offer up solutions that will make the "problem" even worse.
Consider this. Sluggish wages growth can be terrible for productivity. In fact, it might well be the case that our highly regulated industrial relations system — which has slashed days lost to strikes and minimised wages growth — has put a brake on productivity growth.
Here's another couple of unexpected pearls.
Taxes that are too low can also weigh on productivity growth. And, given we rely on mining for most of our national income, it might come as a shock to learn that a boom in mineral prices can kill productivity. More on that later.
There's another pothole on the road to productivity perfection, one that few economists are willing to acknowledge.
If the recipe for improving productivity, or even ensuring it doesn't decline is elusive, measuring it is even more difficult. That's particularly the case in an advanced economy such as Australia, where most of the population works in service industries.
Difficult to fix, even harder to measure. Are we even sure we have a productivity problem let alone the crisis that many believe is engulfing our economy?
It's a simple enough phenomenon. If you produce more during a certain amount of time, then you are becoming more productive.
That's it.
The tricky bit is, how do you achieve that? In most cases, it is through investment in better equipment or technology for workers. Often, it is through better management practices.
And so, while the business lobby groups bang on about how governments need to reduce red tape, lower taxes and keep wages under control, the solution largely is in their hands.
Those government measures may help, but if companies don't invest in their equipment and improve their techniques, you can't expect productivity to magically grow.
And oddly, the wages logic doesn't apply in mahogany row where bonuses, short and long term, are required to enhance performance.
As a nation, we've embraced productivity growth with open arms.
In 1901, at federation, we were one of the world's most important food producers and more than 23 per cent of our workforce was employed in agriculture.
Fast forward 120 years, and just 2 per cent of the nation's workers are engaged in the sector.
But our status as a global food supplier has only grown. We are the world's biggest wool exporter, the second largest wheat exporter and usually vie for second place when it comes to meat exports.
That's because our farmers have invested in better machinery and equipment and employed the latest agricultural management techniques.
They've replaced labour with machinery because the machines are cheaper and more efficient. The workers moved to the cities where manufacturing jobs were being created, jobs that paid better than farm labouring.
If labour costs had remained stagnant from 1901 to 2020, that productivity growth wouldn't have occurred, at least not at that pace, because the incentive would not have been there.
Higher wages helped drive, not hinder, productivity growth.
Much of the confected outrage around our poor productivity performance focuses on the terrible decline in the past five years.
A quick look at the graph below confirms this. But that period included the pandemic as can clearly be seen on the graph.
It also shows multi-factor productivity, which is the combination of labour and capital productivity. Clearly, capital productivity has been dragging the chain.
Two distinct parts of the graph are interesting. One is the decade between the Global Financial Crisis and the pandemic. Labour productivity growth steadily declined from just under 4 per cent to almost zero before suddenly rebounding.
This was a period when resource prices boomed as China boosted the price of minerals and energy to feed its insatiable appetite for growth.
And the second period, between the turn of the century and GFC is equally fascinating.
That's when there was a dive in capital productivity as enormous amounts of capital was invested in the upgrade and construction of new mines. A lot of equipment was being installed. But no minerals were being produced.
The economy was transformed through both these periods as mining profits boomed and a soaring Australian dollar hurt domestic manufacturers.
As Griffith University Professor David Peetz notes, lower productivity isn't always a bad thing.
"Sometimes higher selling prices can lower productivity," he explains.
That takes more time and makes the productivity stats look bad because it is output per hour. "For this reason, with high commodity prices, mining labour productivity fell by 13 per cent between 2019-20 and 2022-23. "Mining productivity had the largest negative impact on national productivity growth in 2022-23," he explains.
Productivity is pretty easy to measure in manufacturing industries. You can quickly count how many cars you produced in a given time and whether you're improving output.
It is the same with agriculture. Tonnes of wheat or meat are easy to measure over a given period of time. Then just divide by the number of workers.
But that's not the case with service industries. Is a teacher more productive with 60 students than with 30? Is an emergency unit specialist more productive because she treated 50 patients instead of 10 in three hours?
In both instances, arguably no.
As economies mature, as ours has, industries shift. Manufacturing now accounts for just 6.1 per cent of the workforce, while around 80 per cent of Australian workers are employed in some kind of service industry such as tourism, education or aged care.
You can see the margin of error that might occur when compiling the stats and the increasing degree of irrelevance the data holds.
The corporate world has long argued for lower taxes to fix our "problem". The resulting higher profits will allow for more investment and, hence, greater productivity.
But that doesn't always happen. When interest rates were declining after the GFC, most big corporations handed back their improved earnings to shareholders as bigger dividends.
They chose not to invest the windfall gains in new equipment because wages growth was at a bare minimum.
Encouraging investment would be better served by offering incentives such as tax breaks on productivity enhancing.
Many of best economic minds and business leaders tend to look at issues in isolation as though improving one factor can be achieved without impacting everything else.
The mining boom may well have been a big contributor to our lower productivity growth. Wage restraint may well have played a role too. Maybe it's just too hard to measure for an economy like ours.
But would anyone seriously suggest we order the miners out, abandon wage controls and revert to an economy based on farming and manufacturing?
It'd be a lot easier to measure. And, who knows, the productivity numbers might look terrific.

While at times divisive, Mr Morrison's prime ministership was marred in controversy after it was revealed he secretly awarded himself the portfolios for health, finance, home affairs, treasury, and industry, science, energy and resources. His unpopularity as prime minister also resulted in what was then the 'most serious' election loss for the Liberal Party, with the party losing six of its inner metropolitan seats to teal independents. Speaking about her latest accolade, which sits alongside four Academy Awards, a host of Baftas and a Tony, Martin said she was humbled by her AC in eminent service to the arts, to costume, production and set design, and to fostering emerging artistic talent. Roger Byard – Companion of the Order of Australia (AC) While South Australian forensic pathologist Roger Byard has shared his expertise on headline-grabbing events like the Bali bombings, the Boxing Day tsunami and the Snowtown murders, he says the biggest impact of his profession can happen outside the mortuary. Currently a senior specialist forensic pathologist with Forensic Science SA, a role he's held since 2006, and the Emeritus Professor of Pathology at the School of Biomedicine, Prof Byard said he wants to use the knowledge found in the mortuary into public education and health and social policy. 'To do good forensic pathology, you have to have curiosity, but I think it has to be the foundation has to be compassion, so that you can actually do something with this information,' he said. 'A lot of people in forensics will just document something. They won't actually act on it and look at prevention. 'In forensic pathology we see cases that bypass the hospital, so we've got information that's extremely useful.' His area of expertise however is in pediatrics and SIDS – sudden infant death syndrome – and determining the risk factors, and causes for the rare but tragic event which affects about 0.3 deaths per 1000 live births. Showing the link between forensic pathology and social issues, he points to his work in amending legislation to create an Australian standard for cots to prevent instances of babies suffocating. 'There was a British pathologist who called said that SIDS is in danger of becoming a diagnostic dustbin if people don't investigate the cases properly, and a lot of unsafe cots where babies were suffocating, those deaths were being called SIDS,' he said. 'People weren't realising how dangerous the cots were.' Nicole Livingstone – Officer of the Order of Australia (AO) From Olympic medallist to presenter and now senior sports administrator, Nicole Livingstone has been honoured for her 'distinguished service to sports development and administration, to the promotion of women in sport, and to community health'. The mum-of-three participated in three Olympic Games including Seoul in 1988, Barcelona 1992, and finally Atlanta 1996, competing in a total of 11 events. She holds a bronze Olympic medal for the 200m backstroke, a bronze medal for the 4 x 200m freestyle relay, and a silver medal by the 4 x 100m silver medal. After retiring from professional swimming in 1996, Livingstone segued into presenting before becoming the general manager for the Women's Football at the AFL in 2017, where she was credited with expanding the game and growing the presence of the AFLW. Speaking to Domain in 2021, Livingstone reflected on the growth of women in sport. 'There's a lot more choice for women in this country now than in the 1990s,' she said. 'But you have to remember that during the 2000 Olympic Games, Friends was knocked off air to put swimming on TV and they had 1 million people watching. It was the time before pay-TV and the nation was glued.' Under her tenure, the AFLW became the largest employers of female athletes in Australia, and expanded the teams from eight to 18. Since 2024, Livingstone has served as the chief executive of the Victorian Institute of Sport. Naguib 'Nick' Kaldas – Officer of the Order of Australia (AO) The former NSW Police Force commissioner was one of the three commissioners behind the Royal Commission in Defence and Veteran Suicide, a role he undertook with James Douglas KC and Peggy Brown. Mr Kaldas has also held roles with the United Nations, including chief of investigations with the UN's probe into the use of chemical weapons in Syria in 2016, and the same role in the organisation's Special Tribunal for Lebanon. He was awarded the AO for his 'distinguished service to international and transnational law enforcement, to counter-terrorism leadership, to multiculturalism, and to veterans.' Sobering findings from the royal commission revealed 1677 serving and former Defence Force members died of suicide between 1997 and 2021, with that figure 20 times more than the number of members who were killed in action or during military exercises. The government has agreed in principle to implementing 104 of the 122 recommendations from the report, and noted an additional 17 for further consideration. Speaking at the ceremonial closing of the royal commission, Mr Kaldas urged the government and the Defence Force to 'recognise and admit' to the 'unacceptable behaviour' unearthed by the probe, which include rampant sexual abuse and inadequate support given to veterans and unfair delays taken to process claims lodged with the Department of Veterans' Affairs. He said systems had 'failed' many veterans over many years, stating 'our nation remains indebted to them and that debt must be now be repaid'. 'Vigilance must be maintained, and no one should take their foot off the pedal in the reform process once the Royal Commission ceases to exist,' he said. 'And so, we call on this government and succeeding governments to finally take the courageous step of overruling bureaucratic inertia and do what is needed, what is necessary and what is right'. Julie-Ann Finney – Medal of the Order of Australia (OAM) An instrumental and relentless voice in calling for the Royal Commission in Defence and Veteran Suicide, which was released last year, Julie-Ann Finney's advocacy came from tragedy. The South Australian woman began campaigning for change in the military system after she lost her 38-year-old David to suicide in 2019. Ms Finney paid tribute to her late son and defence families nationwide who have lost a loved one. 'I did wish that he was here to get it. I really don't feel like this is my award,' she said. 'I feel like this award belongs to everybody who served or serves, and all of the voiceless and their families who are fighting for them. 'This has been such a huge fight, and usually if I something happens with me I don't talk about it but I have decided that this one, I'm going to stand on, because we still need so much change.' While she wasn't sure of the logistics, Ms Finney said she had plans of sharing the award with the defence community. 'I don't know how this works, but I'm going to hope that when we get the change that we need, that this award can go to the war memorial to say thank you to all who have served this nation, be they here or not, and their families who have supported them.' Deborah Hutton – Medal of the Order of Australi a (OAM) A familiar face on television screens, Deborah Hutton followed a decade-plus career at the Australian Women's Weekly to becoming a fixture on programs like Amazing Homes and Location Location. She's since parlayed her platform to raising awareness for skin cancer prevention s following two significant skin cancer removal surgeries, taking on ambassadorships for Chick Check Champions, The Skin Hospital, The Skin Health Institute and Lions Australia's Skin Cancer Screening and Awareness Program. Photos of Hutton's 'pretty brutal' recovery following the removal of two Basal Cell Carcinomas (BCC) from her face went viral in 2020, however she says the prevenance of the recent tan lines trend was proof of the need for continued advocacy. 'I was like: 'Are you kidding me'? Hutton said, exasperated. 'This is the message that I want these young people to listen to: You are literally investing in having a potentially really dangerous future with your skin. Three out of four Aussies are 100 per cent going to get some form of skin cancer in their lifetime. That's the stat'. Hutton said her message was about having a 'better relationship with the sun'. She also wanted to use her profile to raise more awareness for programs which operate mobile skin check buses and trucks to ensure Aussies in rural and regional areas can access free appointments. 'This is critical because these are areas where they have so little access to get their skin checked,' she said. 'We need more we need more light on these amazing organisations that are doing this, that are putting money behind these mobile units because it's very challenging in some of these areas.'

Scott Morrison receives country's highest honour for leading Australia through crisis
Scott Morrison has credited Australians for their "courage and resilience" in the face of crises, including the Black Summer bushfires and a once-in-a-lifetime pandemic, as he received the country's highest honour for his leadership. The 30th prime minister has been appointed a Companion of the Order of Australia (AC) for his "eminent service" to the country and direction of the national COVID response, as part of the King's Birthday honours. Mr Morrison was prime minister for just over three and a half years — between 2018 and 2022 — a period in which he said, "we were hit with pretty much every crisis you can imagine". "From natural disasters to a global pandemic, once in a hundred years, and of course the threats we faced in our region, and a recession caused by that global pandemic," he said in a sit-down interview before his appointment was publicly announced. "Through all of this Australians were just incredible and the one assumption I made is that that's how they would be — their character would pull them through and that's the basis on which we built the policies that helped us to achieve that." The AC is the highest award in the King's Birthday Honour List, designed to recognise achievements "in service to Australia or humanity at large". Former prime ministers are typically appointed, but the time between their service and the recognition varies. Mr Morrison's appointment — three years after he lost the prime ministership — also notes his contributions to international engagement, economic initiatives and national security, particularly through his role in securing the AUKUS agreement. The latter was named by the former prime minister as one of his proudest achievements in office, among other work he said his government undertook to strengthen Australia's sovereignty. "The resilience and sovereignty of the country, whether it was building our resilience against disasters of the future, having dealt with them at the time, our economic resilience, incredibly important, the way we bounced back after COVID was incredible, and we had invested heavily in our small business sector in particular," he said. "It really was about protecting our sovereignty and building that up so we could deal with the significant challenges into the future." Mr Morrison's term coincided with the height of the COVID pandemic, when international and state borders were slammed shut, Australians were locked down in their homes, and thousands of businesses were forced to close. Just months after the emergence of the virus in China, the former Liberal leader made the at-the-time unprecedented call to ban international travellers from entering Australia — a decision that likely staved off the crisis locally but also left many Australians stranded overseas and others separated from friends and family abroad. International borders remained closed for almost two years, only reopening to vaccinated travellers in early 2022 after the Omicron variant had swept the country. During the pandemic, Mr Morrison, along with then-treasurer Josh Frydenberg, also oversaw the creation of the almost $90 billion JobKeeper scheme wage subsidy scheme, one of the largest economic support programs ever introduced. Asked if he had any regrets from that era this week, Mr Morrison said you "don't get everything right, particularly when you face that many challenges". "But I tend not to dwell too much on that, because frankly there was just the next challenge coming the next day," he said. "You do the best job you can on the day and then you shake yourself off the next day and you do it all again." Mr Morrison left parliament at the start of 2024, more than a year after losing the 2022 election to Labor prime minister Anthony Albanese. The end of his prime ministership was mired in scandal, after it emerged he had secretly sworn himself into five additional ministries during the pandemic. This week he described those secret positions as a "latent redundancy that was never active". "These were unusual times and there were many things we did that were unusual," he said. Since retiring from politics, Mr Morrison has continued to advocate internationally for the AUKUS partnership, which he said remains "as strong today as the day it was announced" despite the arrival of the second Trump administration in the United States. He declined to comment on the current direction of the Liberal Party, which suffered one of the worst election defeats on record last month. But on its future, he said the party's principles remain "as important as they ever have been". "And they are ensuring a strong economy, a strong defence force, guaranteeing those services, responsible financial management — all of those things over the last 70 years and more have meant that Australia is in the strong position it is today," he said. "And for most of that time it has been Coalition governments that have been in government." Some 830 Australians — including Hollywood heavyweights, journalists, and community advocates — will be recognised in this year's King's Birthday Honours List.

‘Living off scraps': 21-year-old wants pay norm banned
A fired-up Gen Zer has declared being paid fortnightly in Australia should be straight-up 'banned' because she finds it difficult to manage her salary. Ren Adelina, 21, has amassed over 700,000 views on TikTok by declaring she's unhappy with a fortnightly pay cycle. 'Getting paid fortnightly needs to be genuinely banned,' she said. 'One week I am so rich, I am so rich! The next week … I am living off genuine scraps.' According to the Australian Bureau of Statistics, fortnightly is the most common pay cycle for Aussie workers, followed by weekly and then monthly. Speaking to Ms Adelina reiterated her position and said she'd much prefer to be paid more frequently. 'I think it should be banned because for us Gen Zers we were never taught how to manage money properly,' she said. 'Getting a huge influx of money at once, of course, we are going to get excited and are going to blow it all on food, shopping, outings, etc.' Ms Adelina said the problem with that is that once it is gone, it is gone, and then she's got to hang out for another gruelling seven days. 'Then, after we spend it all, there is none left for the next week. Maybe I just have a shopping addiction,' she said. The 21-year-old doesn't just want to ban fortnightly pay with no other solution. She's got plans. 'I believe we should get paid weekly instead as it provides more frequent income, making it easier to manage all expenses. I think it also simplifies budgeting,' she said. Ms Adelina's suggestion of banning fortnightly pay quickly took a turn when people on the internet broke the news to her that some people get paid … monthly. One warned, 'Wait until you get paid monthly.' The 21-year-old replied, 'Stop, that is so scary!' Someone else chimed in and said getting paid monthly is 'criminal' and another demanded to know what professions get paid monthly so they can avoid them. The commentator quickly discovered that monthly pay isn't specific to one industry. Everyone, from childcare workers to tradies, get paid monthly. It is just up to the employer's discretion. The comment section quickly became populated by workers getting paid monthly who argued that fortnightly wasn't so bad in comparison. 'Babe, I'm counting my coins on monthly pay,' one said. 'Monthly is horrendous,' another shared. 'I get paid monthly. You got lucky,' someone claimed. 'Every adult I know gets paid monthly. Budgeting is hard,' another worker shared. 'Fortnightly isn't bad. Wait until you see monthly,' one warned. 'I applaud those who can wait a whole month. I can't even do two weeks,' someone else shared. Quite a few people also suggested to the 21-year-old that it wasn't how frequently she was getting paid but rather how she managed her money. 'Just budget. It really is not that difficult. I love getting paid fortnightly,' one shared. 'Not knowing how to budget should be banned,' another joked. 'I get paid fortnightly, and when you get paid, literally just split it in half and put it aside in another account until the following week,' someone else said.
