
City of Indianapolis and Marion County Roll Out Euna Payments' PayLink to Bridge the Digital Divide Between In-Person and Online Payments

The City of Indianapolis-Marion County began working with Euna Solutions in 2016, initially implementing Euna Payments: Online Payments and later expanding to Euna Payments: Cashiering, Euna Payments: Kiosks, and now adding the PayLink feature to Cashiering. Today, 12 City-County agencies use the Euna platform, processing over $19 million in monthly transactions through a centralized, cloud-based system.
PayLink is part of Euna Payments: Cashiering. It allows city and county staff to send secure payment links to customers via SMS or email, enabling transactions to be completed from any device, at any time. According to Meg Richmond, Application Services Manager for the City of Indianapolis-Marion County's Information Services Agency, the technology has been particularly valuable to constituents who have difficulty reaching agency offices or were forced to wait in long lines at the City-County Building just to pay a bill.
'This solution solves two major issues for us—compliance with the Payment Card Industry (PCI) security standard and physical accessibility,' said Richmond. 'It lets people pay when and where it works for them, and it streamlines the process for employees.'
With PayLink, staff benefit from lower compliance risk and easier reconciliation, all while guiding residents to more cost-effective digital channels without removing essential in-person payment options. For example, Euna's digital channel, Online Payments, allows residents to save payment data for future transactions. This feature benefits both the resident, as they save time by avoiding re-entering financial information, and the agency, as there is an increased chance residents will make their payments.
