SST expansion and carbon tax coming as govt aims for a fairer, greener future, says Amir Hamzah
He said the government acknowledges that both consumption tax systems have their advantages and disadvantages, but the expanded SST has been designed to be targeted and progressive to ensure that the tax burden is distributed more fairly and borne by those with the capacity to pay.
'Among the key basic considerations were system readiness and swift impact, targeted approach and manageable effects compared to the broad-based nature of GST, and SST allowing the Madani Government to take a more progressive approach by setting a more focused taxation scope,' he said while wrapping up the debate on the 13th Malaysia Plan for the Finance Ministry (MoF) in the Dewan Rakyat yesterday.
Amir Hamzah also noted that although GST provided a list of exemptions and zero-rated items, the number of items is smaller compared to that of goods and services exempted from SST.
He also explained that the government expects to generate an additional collection revenue of RM5 billion in 2025, and RM10 billion for the full year 2026.
'The increase in revenue from the SST expansion will be used for continued investment in improving the social safety net system for the people's well-being.
'As an example, the allocation for the Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (SARA) programmes has been increased from RM10 billion in 2024 to RM15 billion in 2025 to assist citizens in coping with the cost of living challenges,' he added.
Touching on the carbon tax, Amir Hamzah said the government plans to introduce a carbon tax in 2026 as part of its commitment to achieving net-zero carbon emissions by 2050.
'In the initial phase, it will focus on the iron, steel, and energy sectors, which are the main contributors to greenhouse gas emissions,' he explained.
Amir Hamzah said the MoF is currently studying international best practices, including those from Norway, the United Kingdom, Canada, South Korea, Japan, as well as countries in this region such as Singapore and Indonesia which have implemented or are in the process of implementing carbon tax and emissions trading schemes.
'The carbon tax implementation framework will be aligned with the country's climate change policy and carbon market while also taking into account measures that have started to be implemented such as the retargeting of fossil fuel subsidies,' he said. — Bernama

Education ministry to heed Agong, implement anti-bullying campaign
The education ministry said it is currently developing a 2027 school curriculum that will prioritise character education and focus on nurturing values. PETALING JAYA : The education ministry says it will heed the royal decree by Yang di-Pertuan Agong Sultan Ibrahim to implement a comprehensive anti-bullying campaign in all educational institutions under its purview. The ministry said the campaign, starting at the primary school level, will focus on fostering awareness and cultivating mutual respect among students. 'Core values such as respect, discipline and compassion will be instilled in every student. The campaign will be implemented in collaboration with other ministries to ensure greater impact and effectiveness,' Bernama reported it as saying. The ministry emphasised that addressing bullying requires collective effort. 'Everyone must work together to combat bullying. It is our shared responsibility to shape a future generation that embodies strong values and noble character,' it said. It also said it is currently developing a 2027 school curriculum that will prioritise character education and focus on nurturing values to produce people who are well-mannered, ethical and possess integrity. 'The ministry humbly expresses its gratitude for the royal decree from His Majesty Sultan Ibrahim regarding the urgent need to address bullying in all educational institutions under the ministry's care. 'His Majesty's words serve as a reminder to the ministry's fraternity of the wide-reaching negative impact of bullying on society and the nation,' it said. Earlier today, Sultan Ibrahim said failing to curb bullying from a young age risked creating a generation that lacks respect and compassion for others. 'Children must be educated about this issue from an early age… and will learn the importance of mutual respect and discipline through such campaigns,' he said in a Facebook post. He said bullying not only damages the mental and emotional well-being of victims but can also lead to serious tragedies. Sultan Ibrahim also said recent amendments to the Penal Code and the Criminal Procedure Code to address bullying had demonstrated the government's commitment to tackling the issue and that a cross-ministerial approach was needed to ensure bullying is addressed comprehensively. Prime Minister Anwar Ibrahim also called today for an immediate end to bullying in schools and the workplace, including at hospitals. He was commenting on several cases, including the recent death of Form 1 student Zara Qairina Mahathir and that of tahfiz student Wan Ahmad Faris Wan Abdul Rahman, who died 12 years ago.

New homes for 23 Penang families after 10-year wait

(Bernama pic) NIBONG TEBAL : Twenty-three families at Ladang Sungai Kechil who had been facing eviction have received good news: the state government will provide them with homes under the Rumah MutiaraKu (RMKu) development project. Chief minister Chow Kon Yeow said each family would be given a free replacement house, while three temples would be rebuilt on the original sites. He said the land acquisition process for 2.49ha was completed last year under Sections 4 and 8 of the Land Acquisition Act 1960, following an agreement with the landowner as a long-term solution for the residents. Each family will receive a single-storey terraced house measuring 750 sq ft with three bedrooms and two bathrooms, and parking space in front. 'A company has been selected to develop this project. It must first submit a planning permission plan. If approved soon, we expect construction to begin early next year,' he said. Earlier, Chow witnessed the signing ceremony of the joint development agreement for the RMKu housing development project between Penang State Housing Board chief business officer Fakhurrazi Ibnu Omar and Sierra Residences (M) Sdn Bhd director Khoek Su Kiang. At the ceremony, there was also a handover of offer letters to the buyers of RMKu's Residensi Rambai Indah and Harbour View Residence projects. Chow said the project involved the construction of 85 houses to be implemented in phases. However, the priority will be to first complete 23 units to be handed over to the residents, while the remaining 62 houses will be offered for sale to interested parties. He said the residents need not relocate during construction because there is sufficient land available as a 'buffer', and they can move into their new homes once they are completed. One of the residents, V Thangaraja, expressed joy that the land dispute had finally been resolved after 10 years. 'Before this, we didn't know where to go as our predecessors had lived in the settlement for over 100 years since the time of our grandparents,' said Thangaraja, adding that they were estate workers.
