Fractional ownership gains ground in Egypt amid drive for innovation, market regulation

Rising property prices in Egypt have paved the way for a new investment trend: fractional ownership in real estate. This emerging model is increasingly seen as an attractive avenue for both individual and institutional investors. By allowing multiple parties to co-own shares of a property—often in premium or income-generating developments—fractional ownership reduces entry costs, distributes risk, and opens the market to smaller investors, aligning with evolving dynamics in the real estate sector.
At the Fractional Real Estate Roundtable, Mohamed Youssef, Advisor to the Chairperson of the General Authority for Investment and Free Zones (GAFI) for Promotion, revealed that active discussions are underway with the Financial Regulatory Authority (FRA) to establish frameworks that safeguard investor interests in this growing segment. He also announced that GAFI is preparing a package of incentives tailored to boost investment in Egypt's real estate market.
Youssef noted that Egypt's property sector has experienced remarkable growth in recent years, especially in New Alamein and the New Administrative Capital. He emphasized the potential of fractional ownership to appeal not only to local investors but also to Egyptians abroad and foreign nationals, particularly given Egypt's relative economic and political stability.
Tarek Shoukry, Chairperson of the Real Estate Development Chamber at the Federation of Egyptian Industries, announced reforms in property registration procedures aimed at streamlining ownership verification. He shared that a Property Origin Certificate will now mark the starting point of the registration process, following the issuance of a national ID number for the property. In coordination with the Ministry of Communications, properties meeting criteria for electricity meter installation can obtain this national ID within 24–48 hours.
Shoukry added that under-construction buildings that have received ministerial approval and building permits are also eligible for a real estate national ID within 48 hours. These changes are expected to accelerate documentation and transaction processes while improving transparency and governance in the sector.
Fathallah Fawzy, Vice Chairperson of the Egyptian Businessmen's Association and Chair of its Construction and Building Committee, described fractional ownership as an innovative and promising investment mechanism. He noted that it supports the development of more inclusive and adaptive financial tools in real estate, extending access to a broader pool of investors and supporting economic diversification.
Fawzy also called for the creation of a dedicated regulatory entity to oversee and support the sustainable growth of Egypt's real estate market, including its evolving investment models.
Mostafa El Beltagy, Co-founder and CEO of Nawy, expressed support for the concept but flagged potential risks, particularly its vulnerability to money laundering if not properly regulated. He stressed the need for robust FRA oversight, warning that without a clear legal framework, fractional ownership could become a loophole for illicit financial activity.
El Beltagy highlighted the model's potential, noting that although Egypt has a population of over 100 million, only about 100,000 real estate transactions occur annually, with just 35% driven by investment purposes. Fractional ownership, he argued, could significantly increase market participation.
Salah Katamish, Senior Vice President of Investment & Strategy at Madinat Misr, emphasized the role of technology in revitalizing fractional ownership. He pointed to the company's app, Safe, launched six months ago, as a key enabler. The platform allows users to browse properties, view expected returns, and complete transactions with full transparency.
Katamish stated that Safe currently focuses on rented units, offering investors the opportunity to earn immediate income, thereby improving investment appeal and credibility.
Ahmed Saqr, Founder and CEO of SDC Egypt and the Farida fractional ownership platform, noted that while Egypt is viewed by foreign investors as high-risk, it also presents high-return potential. Saqr disclosed that trading property shares on the Farida platform—akin to stock exchange trading—is expected to commence in January 2026, contingent on regulatory approval.
He affirmed that Egypt's real estate sector holds substantial untapped potential and that fractional ownership could play a key role in unlocking new demand.
Mohamed Abdel-Gawad, CEO of Vantage Developments, echoed this sentiment, describing fractional ownership as a transformative tool for real estate investment. He explained that it allows investors to acquire shares in income-generating properties without purchasing full units, democratizing access and widening the investor base.
However, Abdel-Gawad underscored the importance of a clear implementation roadmap, diversified portfolios, and robust legal frameworks to govern ownership rights, operations, and exit strategies. He warned that limiting share resale to the original development company could restrict investor exits and impact liquidity.
To counter this, he proposed establishing a Special Purpose Vehicle (SPV) or investment fund managed by a professional third-party operator—who would also retain a minor equity stake. This structure, he argued, could streamline investor entry and exit, offer secondary market access, and introduce structured buyback options, thus enhancing investor confidence and long-term viability.

Speaking to the 'Ayar 24' news outlet, Imbaby explained that the record-breaking global gold prices, coupled with the local exchange rate surpassing 50 Egyptian pounds per US dollar, contributed to weakened consumer demand. He noted that gold purchases in Egypt have become more necessity-driven — such as for weddings — or come from investors shifting away from sectors like real estate. These investors aim to temporarily preserve capital in gold, intending to sell within six to twelve months. This domestic decline comes in contrast with the broader global trend. The World Gold Council reported an increase in global demand for gold in Q2 2025, driven by strong investment demand, despite a drop in central bank purchases. According to the report, total global demand for gold — including over-the-counter (OTC) trading — reached 1,248.8 tonnes during the second quarter, marking a 3% year-on-year increase. Investment demand surged by 78%, supporting the overall growth. Conversely, central bank gold purchases declined significantly, totaling 166.5 tonnes in Q2 — about one-third less than in Q1. This pushed total central bank acquisitions in the first half of the year to their lowest level since 2022. Jewelry consumption globally also declined by 14%, falling to 341.0 tonnes — the lowest level since Q3 2020. Commenting on these developments, John Reade, Chief Market Strategist at the World Gold Council, said that rapid price increases reduced the incentive for some central banks to continue buying. Deputy Minister of Finance Ahmed Kojok, revealed this during his participation in the Financial Regulatory Authority conference, emphasizing that this move seeks to more effectively involve citizens in the management and investment of state financial resources. New Instruments Planned for Current Fiscal Year Earlier, during a meeting with investors in London, Kojok disclosed the government's plan to launch Egypt pound denominated sukuk (Islamic bonds) alongside these individual-focused bonds within the current fiscal year. He explained that these new instruments will enhance liquidity in the local market and offer innovative savings alternatives to citizens, thereby strengthening the state's capacity for domestic financing. What Are Retail Bonds? Retail bonds are a government debt instrument designed to finance the state budget. They are accessible to both individuals and institutions and feature a specific maturity period and a regular return known as a 'coupon.' This makes them a suitable savings and investment tool for various segments of society, especially in light of rising inflation rates. In parallel with the expansion of local debt instruments, Egypt also plans to issue four billion dollars in international bonds in 2025. This is part of a strategy to diversify funding sources and restructure the economy. According to Bloomberg, this step aims to cover an estimated US$11 billion external financing gap for the current fiscal year. A New National Economic Vision Commenting on this move, economic researcher and member of the Egyptian Society for Political Economy and Legislation, Ahmed Abu Ali, stated that the government's approach to issuing retail bonds reflects a qualitative shift in public debt management tools. He explained that this step represents a national drive to maximize the utilization of domestic savings and reduce reliance on external borrowing, especially given the complex global financial conditions. Abu Ali told Al-Masry Al-Youm that the broader offering of domestic debt instruments contributes to reducing exposure to global market fluctuations and exchange rate volatility, solidifying the principle of 'financing from within.' He affirmed citizens will become direct partners in financing development plans, which will foster a greater sense of responsibility and strengthen the relationship between citizens and the state. A Safe Haven Amidst Inflation Abu Ali highlighted the critical timing of issuing these retail bonds, especially with rising inflation rates and the Central Bank's move towards tightening monetary policy. Offering these bonds with competitive returns provides safe alternatives for citizens to preserve the value of their savings, he noted, while diverting liquidity away from unproductive or speculative sectors. He also pointed out that integrating retail bonds into the fintech ecosystem would mark a qualitative leap in participation rates, especially among youth. Abu Ali emphasized the importance of making these bonds accessible through e-wallets and digital banking apps to simplify purchase, inquiry, and trading processes, thus making them more approachable for those unfamiliar with traditional financial instruments. A Message of Trust in the Egyptian Economy Underscoring that the successful issuance of retail bonds sends a reassuring message to both investors and citizens, the economic researcher affirmed that this reflects confidence in the Egyptian economy's ability to mobilize its internal resources. He stressed that these bonds will contribute to expanding the base of local investors and strengthening the secondary market for public debt instruments. Abu Ali concluded by saying that providing a mechanism for resale or early redemption would further increase the bonds' attractiveness, giving investors greater flexibility in managing their savings. He called for a widespread awareness campaign to educate citizens about the benefits of these bonds, subscription procedures, and expected returns. Measures to Address Foreign Currency Shortage The government has taken several significant steps to address the foreign currency shortage crisis. This includes signing a major investment deal worth $35 billion with the UAE, alongside a nearly 40 percent devaluation of the Egyptian pound. These measures have bolstered the country's ability to secure international financing from major institutions, particularly the International Monetary Fund.

The US dollar has fallen to its lowest level in Egypt in nine months, reaching LE 48.75 for buying and LE48.85 for selling per dollar. Bankers attribute this continued decline of the dollar against the Egyptian pound to an increased supply of foreign currency during the summer season, outstripping demand, especially following the unification of the exchange rate market. Typically, during the summer months of July, August, and September, foreign currency inflows rebound significantly. This is largely due to the start of the Gulf tourism season and the return of Egyptian expatriates for their family vacations, which boosts foreign currency receipts. Remittances from Egyptian expatriates represent the second-largest official source of foreign currency after export revenues. The increased circulation of foreign currency in banks and exchange offices further strengthens the pound against the dollar. According to Central Bank data, remittances from Egyptians working abroad jumped by 69.6 percent during the first 11 months of the 2024-2025 fiscal year, reaching $32.8 billion. Furthermore, the Central Bank's maintenance of a stable exchange rate for the pound has strongly encouraged foreign investors to return to the local currency. They are selling dollars and buying pounds to capitalize on the high returns. The banks' ability to provide dollars to foreign investors when they wish to transfer a portion of their treasury bill investments out of Egypt has also significantly boosted confidence and encouraged their renewed participation. Economist and energy markets expert, Wafaa Ali, stated to RT that there is little doubt the current scenario indicates the Egyptian pound is moving beyond conflicting interests and experiencing a recovery not seen in eight months. The Egyptian pound has broken free from the pressures exerted by geopolitical tensions and their impact on the economic agenda. It has maintained exchange rate flexibility, and foreign exchange systems have been freed from 'mutations' to avoid the accumulation of external imbalances, bringing the Egyptian pound back into the spotlight. Ali elaborated that the increase in foreign currency reserves, which signifies the economic state and provides definitive proof of recovery, is driven by several factors. These include increased investment flows, remittances from Egyptians abroad, robust tourism revenues, and a revival in real estate purchases by Gulf citizens. Additionally, the downward trend in inflation over the past month has positively impacted the exchange rate, causing it to drop by 15-18 piasters within 24 hours, pushing it below the LE50 mark per dollar. She added: 'Based on the foregoing, the Central Bank's flexible policy, cash flows, and the growth of the banking sector's foreign assets—which have turned from negative to a net positive of approximately $14 billion—have improved tourism revenues and non-oil exports. It is worth noting that the current level of the currency allows Egypt to capitalize on investment opportunities in the upcoming phase, which moves the Egyptian pound away from the target of futures contracts and allows it to continue its gradual improvement.' Economist Mohamed Anis, speaking to RT, attributes the Egyptian pound's appreciation against the dollar to several factors. First, he noted the calm in geo-strategic risks, citing the frozen Gaza conflict that hasn't escalated into a regional war, and the contained Iranian-Israeli conflict, preventing an impact on the prices of Egypt's major foreign imports like petroleum derivatives and wheat. Secondly, Anis highlighted the surge in dollar inflows into the Egyptian market. He explained that the Egyptian pound's interest rate remains high at 25 percent, compared to an inflation rate of around 15 percent. This creates a significant real interest rate of approximately nine percent, attracting indirect investments into Egyptian government bonds. Third, he referred to the increase in natural dollar inflows, such as remittances from Egyptians abroad, tourism revenues, and exports. These combined factors have led to a relative and temporary rise in the pound's value against the dollar. Anis concluded by stating that the fair exchange rate for the pound against the dollar should be between LE49 and LE52 by the end of 2025.
