The growth path for retail real estate in Saudi Arabia is promising for 2025–2026, primarily driven by the government's commitment to infrastructure development, the rise of mega projects, and the entry of international brands.
Key cities like Riyadh and Jeddah are seeing a surge in new retail developments, ranging from shopping malls and entertainment complexes to mixed-use developments that integrate retail, hospitality, and residential spaces. Increased tourism will further boost retail sales, attracting both investors and developers. The government's foreign investment policies, such as allowing 100 per cent foreign ownership, could also help grow the sector.

Underlying retail real estate trends remain robust
The kingdom's Vision 2030 plan aims to diversify the economy beyond oil, focusing on retail, tourism, and entertainment.

Saudi Arabia's population of over 35 million is increasing steadily, with the younger demographic drawn to shopping, dining, and entertainment experiences. Urbanisation trends are driving demand for modern retail formats, including lifestyle and entertainment hubs and high-end shopping malls, making the kingdom a major target market for international brands and leading to increased demand for premium retail spaces.
The government revised its tourist visitor target to 150 million by 2030 after surpassing its yearly aim of 100 million in 2023. As of third-quarter 2024, 85.5 million tourists had spent SAR209bn in the kingdom. Events like Riyadh Season, Jeddah Season, and the expansion of religious tourism in Makkah and Madinah are key demand drivers for retail real estate.
New supply will pressure rental rates
The Saudi retail real estate market is witnessing a new supply wave, with large-scale developments set to open between 2025 and 2030. According to Knight Frank's 2024 Saudi Arabia Giga Projects Report, 7.4 million square metres of new retail real estate is under development, including at Diriyah Gate, The Red Sea Project, and NEOM. The volume of retail projects in the pipeline does raise the risk of potential oversupply, particularly in secondary locations where demand may not be sufficient to absorb new retail spaces.
Changing landscape of Saudi retail and lifestyle
With an influx of retail space entering the market, rental rates could face downward pressure. Key factors influencing these rates include location, competition, and asset quality. With new malls and retail centres in the pipeline, landlords will likely offer competitive leasing terms to attract tenants.
Knight Frank forecasts Riyadh's supply to grow by 50 per cent by 2027 and Jeddah's by 75 per cent over the same period.
This growth could lead landlords to provide rental discounts, revenue-sharing lease models, and other incentives to maintain occupancies. Retailers are increasingly prioritising foot traffic and tenant mix over sheer size.
While prime locations in Riyadh and Jeddah will likely maintain stable rental rates due to strong demand, secondary locations might see a drop in rental values due to oversupply.
Traditional retail offerings need to evolve to meet changing consumer preferences. The demand for large anchor stores is declining as Saudi consumers shift toward digital shopping and experience-driven retail, a trend also evident in the UAE. This shift could weigh on rental rates in traditional malls, where businesses could struggle if they fail to adapt.
Saudi Arabia's economy, a work in progress
Saudi Arabia's economy, while diversifying, is still influenced by global oil prices. We recently lowered our oil price assumption by US$5 per barrel for the remainder of 2025 to $65/bbl for Brent and $60/bbl for WTI, reflecting our view that the oil market could be oversupplied.
Intensifying global trade tensions could also weigh on macroeconomic growth. Investment in key emerging markets may remain subdued until there is greater clarity regarding the effects of protectionism on economic growth, inflation, and interest rates. Additionally, global geopolitical tensions are, in our view, at the worst level in decades, posing a serious risk of economic disruption.
Lower oil prices and market volatility amid escalating global trade tensions and a fragmented geopolitical environment could dampen government spending and non-oil economic growth in Saudi Arabia.
A weakening macro environment could affect consumer spending and retail sector performance in Saudi Arabia. Challenges such as potential oversupply, shifting consumer behaviour, and the rise of e-commerce will require market players to adapt strategically.
If developers and landlords focus on differentiation, experiential retail, and flexible leasing models, they stand a better chance of remaining competitive.
While the sector has strong growth prospects, careful planning and market positioning will be crucial for its long-term success.

Tourists travelling to Saudi Arabia can get 15% VAT refunded on eligible purchases at three major airports, facilitated by an authorised provider — Global Blue. Saudi Arabia's Zakat, Tax and Customs Authority (ZATCA) launched the new VAT refund programme, which came into effect on April 18. The service, at its initial phase, is available at King Khalid International Airport in Riyadh, King Abdulaziz International Airport in Jeddah, and King Fahd International Airport in Dammam. The initiative aims to enhance Saudi Arabia 's appeal as a tourist and shopping destination. Below is a step-by-step breakdown of how you can claim your refund if you shop for more than SAR500 (Dh489). Shop at a certified store You can only claim refund if you shop at a store certified by Global Blue. Look for the visible sign indicating certification. Present your passport or GCC national ID to the store staff before completing your purchase, so the transaction can be linked to your official document number. A 'Tourist Tax Refund Invoice' will be issued for the refund process. If you make purchases at the same store without requesting the tax refund form, you can still combine up to three invoices from the same store on the same day to reach the minimum shopping amount eligible for refund. You can also use the Global Blue app to scan your personal digital QR code at checkout. Your personal information will be auto-filled. Customs verification When leaving the country, look for a Global Blue self-verification kiosk at the airport to submit your tax refund request and validate your tax-free shopping form before departing. For high-value items such as watches and jewellery, manual customs approval may be required by ZATCA. The time between the purchase date and tax refund validation must not exceed 90 days. Do not put your purchased items in check-in luggage, as you may be asked to present them for inspection. Keep the related invoices with you for customs verification. You will also need to present the original tax refund invoices, your passport and other travel documents like boarding pass or flight ticket. Cash or card? During the verification process, you will be asked to choose your preferred refund method — either by cash or credit card. The maximum cash refund allowed is SAR5,000 per person per day. For amounts exceeding this limit, refunds will be processed to your credit or digital card issued outside Saudi Arabia. You will be asked to swipe the card, and the refund amount will be deposited within 3 business days. Who is eligible? To qualify, the person must not be a Saudi citizen or have permanent residence in Saudi Arabia. The buyer/tourist has to be 18 years or older at the time of purchase. Crew members on a plane, ship, or other transport leaving Saudi are not eligible. The person should also not be on any list that prohibits VAT refunds. Which g oods are eligible for tax refund? The items have to be bought from certified stores for tax-free shopping. The goods have to be for personal use, not commercial. Items that are not consumed or used in Saudi Arabia must remain in original packaging. The items have to be in the tourist's personal luggage upon departure. UAE rents, property prices rise by up to 25% along Etihad Rail route

Property prices and rental rates in areas near the UAE's Etihad Rail have seen double-digit growth in 2025, with further appreciation expected. Real estate industry executives predict property values could increase by up to 25 per cent, while rents may rise as much as 15 per cent. 'Rental values in areas close to Etihad Rail stations have seen consistent growth, averaging a nine per cent increase over the past nine months. Dubai Festival City posted a standout 23 per cent rise, followed by a 10 per cent increase in Dubai South. This mirrors rental trends seen in areas under construction of the Dubai Metro Blue Line, where rents have already jumped by 23 per cent,' said Christopher Cina, director of sales at Betterhomes. 'Accessibility creates demand, and properties located within easy reach of the new rail stations will command a premium, which we expect to be from 10 to 20 per cent.' Regarding property prices, Cina added that values in zones near Etihad Rail stations have risen by an average of 13 per cent over the past nine months. 'Dubai Festival City, located near Al Jaddaf Station, led the surge with an impressive 18 per cent increase, followed closely by Dubai South and Dubai Investments Park at 17 per cent each,' he noted. The UAE's national railway project is set to launch passenger services in 2026. Once operational, it is projected to accommodate around 36.5 million passengers annually by 2030. Spanning approximately 900km, the network will connect 11 cities and regions across all seven emirates. Drawing comparisons with the Dubai Metro Red Line — where properties within a five to 15-minute walking radius appreciated by 15 to 25 per cent — Rupert Simmonds, director of leasing at Betterhomes, said: 'Given Etihad Rail's national scale and its integration with key hubs like the expanding Al Maktoum International Airport, it's conservative to project a 10 to 15 per cent appreciation in residential values in the near future.' Growing buyer interest With expectations of higher returns on properties near Etihad Rail stations, investor interest is surging, as many look to capitalise on early entry opportunities. 'We have seen a rise in client interest, with agents guiding clients toward strategic locations where they can enter the market early, with the expectation that demand will push both sales prices and rental yields upward. As stations become operational, the premium for well-connected homes, whether apartments or villas, will likely mirror the uplift we saw in Dubai Marina and Downtown after the metro launch,' said Mark Castley, CEO of Real Estate at Huspy. He projected that residential properties near Etihad Rail stations could see a price increase of 15 to 25 per cent within the first three to five years following the launch of operations. 'The strongest growth is likely to occur in areas that combine affordability with improved connectivity, attracting both end-users and investors. This includes ready properties that will immediately benefit from better accessibility, as well as off-plan developments launched ahead of completion,' he explained. Similarly, Huspy's CEO anticipates rental values in the vicinity of the stations to increase by 10 to 15 per cent over the next 12 to 24 months.

Syria signs $4bln airport redevelopment pact with Qatari-Turkish-US consortium

The Syrian government, represented by General Authority of Civil Aviation, has signed a Memorandum of Understanding (MoU) with a consortium comprising Qatari, Turkish, and US companies to redevelop Damascus International Airport in a project valued at over $4 billion. The consortium led by Qatar's UCC Holding, through its investment arm UCC Concessions Investments, includes Assets Investments USA as well as Turkish construction giants Cengiz İnşaat, Kalyon İnşaat, and TAV Tepe Akfen, UCC Holding said in a press statement. Five-phase redevelopment plan The redevelopment will follow a Build–Operate–Transfer (BOT) model over five phases: Phase 1: Expand capacity to 6 million passengers in the first year. Phase 2: Increase capacity to 16 million passengers. Final Phase: Reach a capacity of 31 million passengers annually. The airport will be constructed in line with International Civil Aviation Organisation (ICAO) and International Air Transport Association (IATA) standards, and feature: Up to 32 gates with modern passenger boarding bridges Integrated air navigation service systems A world-class duty-free area with international dining and retail outlets The project scope includes the redevelopment of a 50-kilometre access road to the airport. Additionally, the agreement earmarks $250 million in financing to purchase 10 Airbus A320 aircraft for Syrian Airlines as part of efforts to revitalise the national carrier. Power sector development In May 2025, the Syrian government and a UCC Holding-led international consortium had signed an MOU worth $7 billion to develop and operate power generation projects in the country. The consortium led by UCC Holding's investment arm UCC Concessions Investments included Turkey's Cengiz Energy and Kalyon Energy; and US-based Power International USA. The agreement covered the development of four combined-cycle gas turbine (CCGT) power plants in Traifawi (Homs), Zayzoun (Hama), Deir-Azzour, and Mehardeh (Hama), with an approximate installed generation capacity of 4,000 megawatts (MW) and a 1,000 MW solar power plant in Wedian Alrabee, located in the southern region of Syria. The projects, which will be implemented under Build-Own-Operate (BOO) and Build-Operate-Transfer (BOT) models with corresponding power purchase agreements (PPAs), has completion timelines of three years for the gas plants and less than two years for the solar plant once final agreements and financial close are achieved. 12 agreements worth $14 billion The $4 billion Damascus Airport redevelopment pact is part of Syria 12 investment deals worth $14 billion with international companies inked by the Syrian government on Wednesday. Other deals include a $2 billion agreement with a UAE company to establish a metro in the Syrian capital, a $2 billion deal for the Damascus Towers project with Italy-based UBAKO and agreements worth $500 million and $60 million for Baramkeh Towers and Baramkeh Mall respectively. In July 2025, Syria and DP World inked an $800 million agreement to develop, manage and operate a multi-purpose terminal at Tartous for 30 years under Bot model and cooperate in establishing industrial and free trade zones. In the same month, Saudi Arabia had announced $6.4 billion of investments in the country including $2.93 billion for real estate and infrastructure projects and about $1.07 billion for the telecommunications and information technology sector.
