Perak govt unveils two strategic plans to enhance its digital economy

IPOH: The Perak government marked a new milestone with the unveiling of two strategic plans aimed at transforming the state into an inclusive, sustainable and competitive smart state driven by a digital economy.
The plans - Perak Digital Economy Action Plan 2030 and the Perak State Smart City Blueprint 2040 - were launched by Mentri Besar Datuk Seri Saarani Mohamad on Wednesday (June 4).
Both plans are designed to strengthen digital infrastructure, empower human capital and stimulate innovation and technology investment towards comprehensive and high-impact socio-economic development.
Saarani, in his speech, said the digital economy and smart city development plans are complementary, with the former providing technology, policy direction, and talent, while the latter supports growth through infrastructure, data access, and demand for digital solutions.
He said the simultaneous launch of both plans marks a key step towards building a more efficient, resilient, and high-quality urban environment, with a positive impact on Perak's socio-economic development.
'We are now in an era of rapid digital transformation, and if we act too slowly, we will be left behind.
'That is why the digital economy agenda has been identified as one of the nine main agendas under the Perak Sejahtera 2030 Plan.
'Our goal is clear: to build an inclusive, resilient, and sustainable economy,' he said in his speech before launching the plans at a hotel here on Wednesday.
Saarani added that the contribution of the digital sector is highly significant to the state's economic growth.
He said this sector contributed approximately 15%, or RM12bil of the total Gross Domestic Product (GDP) of RM80.2bil in 2022.
'By 2030, the sector's contribution is expected to increase significantly, with projected growth of between RM2bil and RM4.2bil to the state's GDP, in line with the economic transition towards digitalisation.
'This projected growth is aligned with the national target of achieving a 25% contribution from the digital economy to the country's overall GDP by 2030,' he said.
Saarani said in fact, it is also expected to create between 3,000 and 6,000 new job opportunities and assist in the digitalisation of 18,000 micro, small and medium enterprises.
He said the plans focus on four main pillars: access to quality digital infrastructure, efficient digital public administration, a digitally driven business ecosystem, and a digitally empowered society.
'A total of 21 programmes have been identified, with five catalyst projects given priority.
'To ensure the success of both plans is felt broadly, the development of the people, especially youth, must not be overlooked.
'The state government is committed to inclusive and competitive youth development across various economic sectors.
'We aim for 55% of SPM leavers to pursue Technical and Vocational Education and Training (TVET) by 2025,' he said.
Saarani said he believed the vision of making Perak a resilient, inclusive, and advanced digital state would become a reality.
'Let us continue strengthening this synergy for the benefit of both current and future generations,' he added.

SIBU (Aug 17): The Ministry of Human Resources has developed the Technical and Vocational Education and Training (TVET) Admission Unit System as the main channel for TVET course intake across Malaysia, with two methods of student enrolment. Meradong assemblyman Datuk Ding Kuong Hiing said the two methods are 'Premier Intake' and 'Lifelong Intake'. 'TVET opens up opportunities for students to further their studies in skills-based fields, with the government providing training and strengthening TVET to equip them with multi-tasking skills in line with labour market demands, particularly to meet the needs of the nation's industrial sector. 'As of Dec 31, 2024, there are 1,345 TVET institutions in Malaysia, covering over 1,200 public institutions under 12 ministries, 23 state government institutions and 652 private institutions. 'Enrolment into TVET programmes increased from 166,577 in 2022 to 212,022 in 2024, while overall enrolment rose from 394,976 in 2022 to 436,285 in 2024,' he said when officiating the Education Office Expo and Open Day 2025 in Meradong yesterday. The programme was organised by the Meradong District Education Office. According to him, the latest graduate employability rate has reached 94.5 per cent under the 13th Malaysia Plan. 'Currently, the government is actively developing TVET by emphasising the people's wellbeing, income growth, education and development while also strengthening strategic collaboration between TVET institutions and industries to enhance skills and technological knowledge. 'Through this opportunity, we urge all students and former students to register for MyDigital ID as a digital identity verification. This is to improve security, efficiency, and convenience of online services, strengthen trust in the digital landscape, empower smart data-driven digital government, and support the growth of the nation's digital economy,' he said. He also encouraged students to master Artificial Intelligence (AI) skills and strengthen proficiency in English to become more competitive in the job market. He said the achievement demonstrates the government's firm commitment to anti-corruption efforts despite scepticism and criticism from certain quarters. 'Some people make cynical remarks about governance and our strong anti-corruption drive. Let me share how much we've managed to recover in just one to two years — across all agencies, from politicians to ministries, immigration to customs. 'How much? We've already seized between RM4 billion and RM5 billion from corrupt activities,' he said when launching the groundbreaking ceremony for the Ipoh Sentral development project here today. IPOH: The Ipoh Sentral project, part of the Perak Smart City 2030 Green Transport Agenda, is set to modernise Ipoh while preserving its cultural heritage and fostering community ties. Ipoh Sentral Sdn Bhd and Malaysian Resources Corporation Bhd (MRCB) stated that the transit-oriented development will integrate rail, buses, taxis, e-hailing, and pedestrian pathways. The mixed-use precinct aims to reduce car dependency and promote a low-carbon mobility ecosystem. A key focus of the masterplan is enhancing existing community worship spaces without disruption. The project was launched today by Prime Minister Datuk Seri Anwar Ibrahim, Perak Menteri Besar Datuk Seri Saarani Mohamad, and Transport Minister Anthony Loke Siew Fook. Spanning 67 acres, the RM6.25 billion development will be rolled out in two phases. Phase 1 includes a public park at Regat Tun Perak with a new mosque designed to blend with the surroundings. Phase 2 will feature serviced apartments, offices, retail spaces, hotels, and community facilities. The project is expected to create 8,000 to 9,000 construction jobs and over 10,000 roles upon completion. It will also boost Perak's tourism, capitalising on 10.2 million domestic visitors and rising international arrivals in 2024. With direct rail links to KL Sentral and Penang Sentral, Ipoh Sentral will serve as a regional gateway for trade and tourism. ETS ridership hit 4.13 million passengers in 2024, while the Butterworth-Ipoh Komuter line saw a 29% surge in daily users. Modelled after KL Sentral's success, the hub aims to attract professionals from Penang and KL to live in Ipoh. Ipoh Sentral Sdn Bhd is a joint venture between federal and state governments, RAH, Silver Smart Sdn Bhd, and MRCB. - Bernama
