New trainee policy to end ad-hoc system, says govt spokesman

Indian Express5 days ago
A government spokesperson Friday clarified that the aim of the new trainee policy was to make the functioning of departments more smooth, efficient and effective.
He said that previously, the period for regularising contractual employees depended on ad-hoc decisions and the discretion of the government. This duration varied from two to eight years. The objective of the new policy was to end the ad-hoc system and ensure regularisation of employees after a two-year period. He also clarified that there was no provision in the new policy to terminate the services of any trainee after two years.
Referring to criticism of the policy by the Opposition leaders, the spokesperson said that some political leaders were spreading misinformation regarding the policy. He questioned how the Agniveer scheme, which was once a key recruitment source for Himachali youth, has now completely shut its doors. He asked what plans were being made for those youths who would be retired at the age of 23.
He said that the new policy has been designed keeping in mind the interests of the youth and that most of its provisions were similar to the previous contract policy. In the earlier contract system, the employees were also kept on contract for two years and under the new system, selected candidates would serve as trainees for a similar period. He said that a departmental examination would be conducted after the two-year training, for which the Personnel Department would soon issue detailed guidelines. All candidates selected through the Himachal Pradesh Public Service Commission and the Rajya Chayan Aayog would be regularised after completing the two-year trainee period.

"Pak Is Wife After Op Sindoor, Bring Her Home": Rajasthan MP's ROFL Speech

New Delhi: On a day of sharp exchanges between the opposition and treasury benches during the Operation Sindoor debate in Parliament, there were some moments of comic relief in the Lok Sabha when leaders on both sides of the political aisle laughed out loud. Hanuman Beniwal, the chief of Rashtriya Loktantrik Party and MP from Nagaur, had his fellow MPs in splits when he said Pakistan has become India's wife after Operation Sindoor and that the government should just "bring her home". Addressing the House late last night, Mr Beniwal said that during Operation Sindoor, the government said Pakistan has been brought to its knees. "You kept the name 'sindoor'. It appeared that India is putting sindoor on Pakistan's hair parting. According to Hindu beliefs, a woman considers her husband her sindoor. India put sindoor on Pakistan, so Pakistan has become its wife. Only vidai (bride's farewell) is left. You go and bring Pakistan home," he said, as members cutting across party lines started laughing. ऑपरेशन सिंदूर पर लोक सभा में हुई विशेष चर्चा में भाग लेते हुए कई महत्वपूर्ण बिंदुओं पर सरकार से सवाल किए | #OperationSindoorDebate — HANUMAN BENIWAL (@hanumanbeniwal) July 29, 2025 Nagina MP and Azad Samaj Party chief Chandrashekhar Azad, seated next to Mr Beniwal, was having a roll as the Rajasthan MP spoke. At one point, when someone interrupted him and asked him to wind up soon, Mr Beniwal said, "You spoke for half an hour and you are asking me to go?" When the buzzer rang, signalling that his time was over, the Nagaur MP responded, "Kya ho gaya? (What is it)". Mr Azad intervened and sought some time for his neighbour. Mr Beniwal then told the Chair, "You are making me speak at 10.30 am. My remarks won't be printed in newspapers. I will have to manage with social media," he said, evoking another round of laughter in the House. Shifting gears to question the government, Mr Beniwal said the security failure that led to the Pahalgam attack must be investigated, and the country has the right to know how this breach happened. He also claimed that the morale of the armed forces has decreased after the government brought the Agniveer recruitment scheme and demanded that this move be rolled back.
