New trainee policy to end ad-hoc system, says govt spokesman

A government spokesperson Friday clarified that the aim of the new trainee policy was to make the functioning of departments more smooth, efficient and effective. He said that previously, the period for regularising contractual employees depended on ad-hoc decisions and the discretion of the government. This duration varied from two to eight years. The objective of the new policy was to end the ad-hoc system and ensure regularisation of employees after a two-year period. He also clarified that there was no provision in the new policy to terminate the services of any trainee after two years. Referring to criticism of the policy by the Opposition leaders, the spokesperson said that some political leaders were spreading misinformation regarding the policy. He questioned how the Agniveer scheme, which was once a key recruitment source for Himachali youth, has now completely shut its doors. He asked what plans were being made for those youths who would be retired at the age of 23. He said that the new policy has been designed keeping in mind the interests of the youth and that most of its provisions were similar to the previous contract policy. In the earlier contract system, the employees were also kept on contract for two years and under the new system, selected candidates would serve as trainees for a similar period. He said that a departmental examination would be conducted after the two-year training, for which the Personnel Department would soon issue detailed guidelines. All candidates selected through the Himachal Pradesh Public Service Commission and the Rajya Chayan Aayog would be regularised after completing the two-year trainee period.

In Rajasthan IAS transfer list, officer removed on bribery charges gets new responsibility

JAIPUR: In a major administrative reshuffle in Rajasthan, the Bhajan Lal government has transferred 62 IAS officers late on Sunday night. The transfer list issued by the Personnel Department contains the names of many IAS officers who were stuck in the same post for years, including some who had been given responsibility in that department during the Gehlot government. In the list, 21 IAS officers have been given additional charge, while collectors and magistrates of many districts have also been changed. The most shocking name in this long-awaited transfer list is that of Hanuman Mal Dhaka, an IAS officer who last year, was accused of demanding a bribe of Rs 25 lakh in a land conversion case. The ACB had arrested him but now Dhaka, who was removed on bribery charges, has been given a new responsibility. The Bhajan government had APO-ed him in the bribery case, but the Personnel Department has now posted him as Director, Departmental Investigation. The Anti-Corruption Bureau (ACB) had registered a case against the then District Collector of Dudu Hanuman Mal Dhaka, and Halka Patwari Hansraj for demanding a bribe of Rs 25 lakh in exchange for land conversion. The ACB had raided the Dak Bungalow in Dudu and the Tehsil office. However, the bribe amount was not taken after they realised that the ACB had caught on. But the ACB verification made it clear that Hanuman Mal and the Patwari had demanded the bribe.

Rajasthan govt. launches drive to fill 1.88 lakh posts

The process for recruitment to 1.88 lakh posts in different government departments has been initiated in Rajasthan with an emphasis on filling up all the vacancies. The announcement made in the 2025-26 State Budget pertained to the appointments of revenue officials, forest officials, school teachers and police constables. The Police Department has announced an increase in the number of constables to be recruited from 9,617 to 10,000 and issued a notification for holding a written examination, followed by a physical efficiency test. Applications have been called till May 17 for the posts, which include constables, drivers, operators and police band players. Chief Minister Bhajan Lal Sharma said here on Tuesday that providing employment to the youth was one of the highest priorities for his government. 'The recruitments to 1.88 lakh posts will help ensure people's access to public welfare schemes in the remote areas. The Personnel Department has initiated action for making the appointments,' he said. Mr. Sharma reviewed the progress of implementation of the 2025-26 budgetary announcements at a high-level meeting here and gave instructions for framing timelines for each subject. He said each department would prepare progress report on the implementation of announcements and review them regularly. The Chief Minister said a new global capacity centre policy would be brought in shortly to create employment opportunities and increase investments in the service sector. The trade sector would be developed with the framing of the trade promotion policy, he said. Guidelines were issued on the occasion for widespread dissemination of circular economy and speeding up the e-bus service, the proposed amnesty scheme, the vehicle scrap policy, and connecting the domestic consumers to the piped cooking gas supply.
