Thailand's next central bank chief champions rate cuts to revive growth

BANGKOK: Vitai Ratanakorn, the incoming governor of the Bank of Thailand, by his own admission, will start his new job in October at a difficult time.
Growth in Southeast Asia's second-largest economy has stalled, tense negotiations with the United States over trade tariffs continue, industrial sentiment is tepid and critical sectors, including tourism and manufacturing, aren't firing.
"We must accept that the Thai economy is not doing so well," Vitai, who has been approved by the cabinet as the next central bank chief but awaits royal endorsement, told reporters last week.
"And what is worrying is the sluggishness that may be prolonged."
The 54-year-old, who currently serves as president and chief executive of the Government Savings Bank, Thailand's largest state-owned lender, has a prescription: more rate cuts.
The central bank late last month left the key interest rate unchanged, underlining the need to save some policy ammunition, after cuts in October, February and April. Those reductions brought the one-day repurchase rate to 1.75%, the lowest in more than two years.
"Proactive easing is important," Vitai told Thai financial daily Krungthep Turakij on June 20, when he was locked in the race for the top job with central bank insider Roong Mallikamas.
"It's not just another one or two cuts. We may have to reduce them for a long time and more deeply. So, from 1.75%, if you ask me personally, I think it can go down much further."
Thailand's ruling Pheu Thai party, which took power in 2023, has been at loggerheads with current Bank of Thailand chief Sethaput Suthiwartnarueput for not cutting rates enough to support a sluggish economy.
In May last year, before she became prime minister, Pheu Thai leader Paetongtarn Shinawatra said the central bank's independence was an "obstacle" in resolving economic problems, underlining the scale of the friction.
Vitai's stance will likely tone down some of that conflict, but it has also raised questions about his own ability to lead the central bank without succumbing to pressure from the ruling party - an issue he has publicly addressed.
"I am confident that I can make decisions independently, based on principles and prioritising the nation's interests, free from the influence of any groups," Vitai wrote on his Facebook page on July 8.
Vitai studied economics and law at Thailand's Chulalongkorn and Thammasat universities, and finance at Drexel University in the United States, and entered the Thai private sector, where he worked at Charoen Pokphand Group and budget carrier Nok Air.
A former colleague, who worked alongside Vitai at a private firm, described him as a team player who preferred to work with consensus.
"He is more of a practicalist than a theorist, focusing on getting the job done," he said, asking not to be named because he is not authorised to speak to media.
In 2018, Vitai was appointed the Secretary-General of the Government Pension Fund, which manages assets worth about 1.4 trillion baht ($43 billion), and two years later became the head of the Government Savings Bank.
Thirachai Phuvanatnaranubala, a former Thai finance minister, said Vitai's long experience as a government banker should help him manage relationships with senior finance ministry leadership.
"However, his lack of work experience and zero exposure to high level macro public policy is a cause for concern," Thirachai told Reuters. - Reuters

BANGKOK, July 30 — Thailand accused Cambodia on Wednesday of a 'flagrant violation' of a truce deal to end cross-border fighting, saying Cambodian troops launched an overnight attack on the frontier. The nations agreed a ceasefire starting Tuesday after five days of clashes killed at least 43 on both sides, as a long-standing dispute over contested border temples boiled over into open combat on their 800-kilometre (500-mile) frontier. But Thailand's foreign ministry said its troops in Sisaket province 'came under attack by small arms fire and grenade assaults launched by Cambodian forces' in an offensive which continued until Wednesday morning. 'This represents a flagrant violation of the ceasefire agreement,' said a foreign ministry statement. Thai government spokesman Jirayu Huangsab also reported overnight clashes but said in a statement 'the Thai side maintained control of the situation' and 'general conditions along the border are reported to be normal' from 8am (0100 GMT). Cambodia has previously denied breaking the truce, designed to end fighting which has seen the two countries evacuate a total of more than 300,000 people from the border region. An AFP journalist on the Cambodian side who heard a steady drumbeat of artillery fire since fighting began last Thursday reported hearing no blasts between the start of the truce and Wednesday morning. 'Still fragile' The armistice got off to a shaky start in the early hours of Tuesday, with Thailand accusing Cambodia of continuing attacks in 'a clear attempt to undermine mutual trust' — before peace generally prevailed. Meetings between rival commanders along the border — scheduled as part of the pact — went ahead, with Thailand's army saying de-escalation steps were agreed including 'a halt on troop reinforcements or movements that could lead to misunderstandings'. But later in the day a foreign affairs spokeswoman for Bangkok's border crisis centre, Maratee Nalita Andamo, warned: 'In this moment, in the early days of the ceasefire, the situation is still fragile'. Jets, rockets and artillery have killed at least 15 Thai troops and 15 Thai civilians, while Cambodia has confirmed only eight civilian and five military deaths. The flare-up has surpassed the death toll of 28 in violence that raged sporadically from 2008 to 2011 over the territory, claimed by both nations because of a vague demarcation made by Cambodia's French colonial administrators in 1907. The peace pact was sealed in Malaysia after intervention from US President Donald Trump — who both Thailand and Cambodia are courting for a trade deal to avert his threat of eye-watering tariffs. — AFP

The ministry said it had identified and developed several border economic areas in states like Kedah, Kelantan, Perlis, and Perak, featuring initiatives like the Kedah Rubber City, the eight border SEZs, and the Northern Corridor Highway project. 'At present, there are no specific plans to establish an SEZ or FFZ along the Malaysia-Thailand border,' it said in a written parliamentary reply to Rushdan Rusmi (PN-Padang Besar). Rushdan had asked whether the government intended to designate Padang Besar as an SEZ or FFZ to boost cross-border trade and investment activities. The economy ministry also said there were already regional platforms in place, such as the Indonesia-Malaysia-Thailand Growth Triangle and the Malaysia-Thailand Joint Development Strategy for Development Areas. However, it said the government remained open to considering and exploring the idea of a border SEZ in the future 'if there is a need and if it brings mutual benefits to both countries'. The ministry's response was despite an earlier push for closer economic integration with the southern parts of Thailand. In May last year, Prime Minister Anwar Ibrahim and then Thai prime minister Srettha Thavisin reportedly discussed the development of SEZs focused on halal industries. Three months later, Anwar proposed that the private sector be roped in to set up these SEZs with Thailand, which he said could attract more investment. However, Srettha was removed from office a week later.

Details of the ministry's 'Statement on VIolation of the ceasefire agreement by Cambodian forces' are as follows: In the late evening of July 29, 2025, less than 24 hours after a ceasefire agreement was reached between Thailand and Cambodia, Thai military positions in Phu Makua, Si Sa Ket Province, came under attack by small arms fire and grenade assaults launched by Cambodian forces. The attack continued into the morning of July 30, 2025. This represents a flagrant violation of the ceasefire agreement which came into place at midnight on July 28, 2025. Such an act of aggression constitutes once again a clear violation of the ceasefire agreement by Cambodian forces and their apparent lack of good faith.
