Security forces arrested five people, including four militants belonging to three banned outfits, from several districts of Manipur for their alleged involvement in extortion activities, police said on Thursday (July 31, 2025).
All the arrests were made on Wednesday (July 30, 2025).
During a frisking and checking exercise at Ngaikhong Khunou check point in Bishnupur district, an active cadre of the proscribed Peoples' Liberation Army and his associate, who is not a member of the organisation, were apprehended for allegedly being involved in extortion activities, an officer said.
They were accused of demanding money from contractors, businessmen and the general public in Imphal and Bishnupur districts, he said.
One member of the banned Kangleipak Communist Party (PWG) was arrested from Heirol Part 2 in Thoubal district for his alleged role in extortion, threatening people and recruiting cadres for the outfit, the officer said.
One active cadre of the outlawed Prepak (Pro) was apprehended from his residential locality at Taothong Khunou in Imphal West district. He was also involved in "extortion" activities, the police said.
Another member of the banned KCP (PWG) was arrested from Kairang Chingya in Imphal East district, the officer said.
Meanwhile, security forces recovered 26 firearms, nine explosives and other ammunition during separate operations in Churachandpur and Thoubal districts on Wednesday, another police officer said.
Security forces have been conducting search operations in Manipur since ethnic violence broke out two years ago.
More than 260 people have been killed and thousands rendered homeless in ethnic violence between Meiteis and Kuki-Zo groups since May 2023.
The Centre had on February 13 imposed the President's rule in Manipur after Chief Minister N. Biren Singh resigned.
The state assembly, which has a tenure till 2027, has been put under suspended animation.

'Like Thanglienlal, Lalrosang was also an active conspirator in the heinous crime. NIA has seized a mobile phone, along with a SIM card, from Lalrosang and is examining it,' the NIA's post added. The Manipur High Court in July had pulled up the NIA for the prolonged delay in filing a progress report. The case has drawn widespread attention in the state, with many civil society groups demanding accountability and swift justice in the wake of the brutal killings. After months of silence on violence in the strife-torn state, following the outbreak of unrest on May 3, 2023, the Jiribam incident reignited tension in the state. Since May 3, 2023, over 250 individuals have been killed and more than 60,000 displaced. However, the imposition of President's Rule in Manipur on February 13 this year has led to renewed efforts at rehabilitation, with the government announcing a December 2025 target for the resettlement of Internally Displaced Persons (IDPs)..

Manipur Jiribam killings: Tribal organisations claim arrested persons of Hmar community have no criminal history

Two tribal organisations in Manipur on Saturday (August 2, 2025) expressed concerns over the arrest of two persons, belonging to the Hmar community, in connection with the killings of six Meitei people in Jiribam district last year, claiming that the accused had no criminal history. These tribal entities also alleged that the arrests by the National Investigation Agency (NIA) and the Assam Police were "unjustified." Churachandpur district-based Hmar Women Association, in a statement, said, "Deeply concerned with the arbitrary arrest of Thanglienlal Hmar and Lalrosang Hmar by Assam Police and NIA. They are fathers, daily wage earners and individuals with no recorded history of criminal activities." Thanglienlal Hmar, a resident of Moinathol Dilkshosh Ghaat in Assam's Cachar district, was arrested by a joint team of the Assam Police and the NIA on Thursday (July 31, 2025). Lalrosang Hmar, hailing from the same village, was apprehended in Mizoram's capital, Aizwal. Strongly condemning the arrests, the association accused the NIA of "employing arbitrary and discriminatory tactics." The women's organisation also demanded the immediate release of the two arrested persons. Another organisation Kuki Zo Council, in a statement, claimed that Thanglienlal Hmar is an 'innocent boatman and has no involvement in the crime.' 'His arrest appears to be arbitrary and unjustified, raising serious concerns about due process and fairness in the investigation,' it added. The day these six Meitei persons were abducted in November last year, 10 suspected militants were killed in an encounter with security forces and their bodies were later sent to Assam for post-mortem examination. This incident fuelled existing ethnic conflict between Meiteis and Kuki-Zo groups, which began spreading to Assam. The Assam Government had subsequently increased security arrangements along the border. The Union Home Ministry transferred the case to the NIA in December last year, and the Central agency identified several individuals for their alleged involvement in the killings.
