Iranian President Dr Masoud Pezeshkian is set to visit Pakistan on August 2 (Saturday) for a two-day official trip at the invitation of Prime Minister Shehbaz Sharif, Iran's state-run IRNA news agency reported on Wednesday.
The visit was confirmed by President Pezeshkian's political adviser, Mehdi Sanai, in a post on X. 'Dr Pezeshkian will travel to Pakistan on Saturday evening, August 2, at the invitation of Prime Minister Shehbaz Sharif,' he stated.
According to Sanai, President Pezeshkian will hold official meetings with Pakistani leadership and engage in discussions with prominent cultural and business figures during his stay in Islamabad.
The Iranian official noted that the visit aims to strengthen the multidimensional relationship between the two neighbours, which spans political, economic, religious, and cultural spheres. Enhancing provincial and border cooperation and boosting bilateral trade—currently valued at $3 billion—are among the key objectives of the trip.

This will mark President Pezeshkian's first visit to Pakistan and the second by an Iranian president in the past two years. His predecessor, the late President Ebrahim Raisi, visited Pakistan in April 2024, just weeks before his tragic death in a helicopter crash.
Pakistan and Iran share longstanding ties rooted in geography, religion, and regional cooperation. Last month, Islamabad voiced strong support for Tehran during its brief but intense conflict with Israel, in which both countries exchanged missile barrages over nearly two weeks.
During a phone call following the crisis, President Pezeshkian expressed gratitude to PM Shehbaz for Pakistan's "consistent and principled" support.
Pakistan had reiterated its backing for Iran at various international forums, including the United Nations Security Council and the Organisation of Islamic Cooperation.

In May, shortly before the Iran-Israel escalation, PM Shehbaz paid a two-day visit to Tehran, where he referred to Iran as his 'second home' and thanked the Iranian leadership for its support during Pakistan's tensions with India.
During that trip, the premier also reaffirmed Pakistan's support for Iran's peaceful nuclear programme, stating: 'We stand with our Iranian brothers and reaffirm our support for Iran's peaceful nuclear programme.'
The two leaders also held a meeting on the sidelines of the 17th Economic Cooperation Organization (ECO) Summit in Khankendi, Azerbaijan earlier this year.

Govt clears Quetta flights for Shia pilgrims

The federal government has authorised direct flights from Quetta to facilitate pilgrims travelling to Iran and Iraq for Arbaeen, Defence Minister Khawaja Muhammad Asif announced in the National Assembly on Tuesday. During the session — chaired by Speaker Ayaz Sadiq — the house unanimously passed two resolutions marking Youm-e-Istehsal, condemning atrocities in the Indian illegally occupied Jammu and Kashmir. Meanwhile, opposition members continued their protest over the conviction of senior party leaders in May 9 cases. Some federal ministers responded by mocking the PTI-led protest movement, while the law minister reiterated the government's offer for dialogue. In a policy statement, Defence Minister Asif highlighted the security threats faced by pilgrims along the 800-kilometre overland route from Quetta—particularly the risk of terrorist attacks in Balochistan. "To mitigate these risks, the federal government has authorised direct flights from Quetta for Arbaeen pilgrims," he said, adding that one flight had already commenced, with additional daily services planned to meet demand. Asif said all licensed private airlines had been invited to operate on the route, and permission was also granted for chartered flights to maximise capacity. He noted that Iran had approved an additional flight for Pakistani pilgrims following discussions during the Iranian president's recent visit. "The government is committed to ensuring safe, comfortable, and timely transportation for all Arbaeen pilgrims," the minister added. Resolution on Kashmir The house unanimously adopted two resolutions, condemning India's actions in IIOJK on Youm-e-Istehsal-e-Kashmir, marking the sixth anniversary of India's revocation of Articles 370 and 35A. The resolutions were moved by Pakistan Peoples Party's (PPP) Shazia Marri and Pakistan Muslim League-Nawaz's Amir Muqam. However, the proceedings were marred by opposition protests, which accused the government of stifling dissent. Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry criticised the PTI's protest, stating, "Today is for Kashmir, but you are observing Youm-e-Istehsal-e-Imran." He accused PTI of exploiting the session for political gains, prompting opposition uproar. PTI protest PTI's Aamir Dogar accused the government of "political victimisation," claiming that 10 National Assembly members were "picked up" but the speaker did not take any action. Demanding justice, he said that the PTI founder was in jail for refusing to budge. Speaker Sadiq countered, saying that he had issued the production orders. The speaker also apprised the house of PTI MNA Sheikh Waqas Akram's unexplained absence for 40 days, saying that under Article 64 his seat could be declared vacant. PML-N's Nosheen Iftikhar moved a motion to declare Akram's seat vacant, however, Deputy Speaker Ghulam Mustafa Shah stressed the need for seeing whether the motion followed the rules.

Used vehicles banned for commercial import: Customs Appraisement

KARACHI: Pakistan Customs Appraisement South has said that old and used vehicles are currently not permitted for commercial importation into Pakistan in terms of Appendix C of the Import Policy Order (IPO), 2022. In response to the news report published in the Daily Business Recorder on August 5, 2024, Pakistan Customs Appraisement South, in its statement, said that used vehicles are banned for commercial import under Appendix C of the Import Policy Order (IPO) 2022. However, overseas Pakistanis can import such vehicles under Personal Baggage, Transfer of Residence, or Gift Schemes as outlined in Appendix E of IPO 2022. These provisions are designed exclusively for Pakistani citizens residing abroad and not for commercial traders. The policy requires that foreign exchange for purchasing vehicles must originate from outside Pakistan, and duty and tax payments must be remitted from overseas accounts belonging to the Pakistani sender or received in their family accounts within Pakistan. It further said that declared values in Vehicle Baggage Goods Declarations serve as procedural formalities to initiate clearance and do not determine the duty assessment basis. The authority referenced a Sindh High Court judgment dated December 24, 2020, which upheld the legality of declaring indicative values for clearance purposes by overseas Pakistanis. For Asian vehicles up to 1300cc, duties are collected per SRO 577(I)/ 2005, while vehicles exceeding 1300cc are assessed under Customs General Order No. 14 of 2005 and Valuation Ruling No. 1051/2017. Final duty and tax liability are determined solely during assessment, independent of declared values. All assessments follow applicable laws and valuation procedures, asserting that no revenue loss occurs in vehicle import clearances under these schemes, Pakistan Customs Appraisement South clarification concludes. Separately, official sources in Post Clearance Audit (PCA) contested these explanations, citing a specific case where the declared value of Rs. 17,635 for a 2023 Toyota Land Cruiser was enhanced by customs to Rs. 10,049,868. Across 1,335 import declarations, declared values totalling Rs. 670 million were enhanced to Rs. 7,254 million, indicating what auditors termed 'massive under-invoicing.' They argued that Section 79 of the Customs Act legally binds all importers, including overseas Pakistanis, to file true declarations with correct import values regardless of scheme type. They questioned how a 2023 Toyota Land Cruiser could legitimately cost Rs. 17,635, noting that even iron and steel scrap of equivalent weight would exceed this amount. They raised trade-based money laundering concerns under Section 32C of the Customs Act, questioning whether the actual foreign exchange used matched the declared Rs. 17,635 or the assessed Rs. 10,049,868. They suggested acquiring foreign export documents to verify actual purchase and export values, arguing that significant discrepancies could indicate illegal financial flows through hawala or hundi systems. PCA official sources emphasized that no legal provision exempts overseas Pakistanis from declaring accurate values or differentiates between 'conventional' and 'non-conventional' commercial invoice values. They noted that the cited High Court judgment addressed contravention case framing without reference to money laundering concerns and applied only to specific petitioners, unlike Supreme Court judgments. The audit observation focused on money laundering risks from heavy under-invoicing rather than duty tax evasion, noting that under-declared import values could enable misreporting of moveable asset values in annual income tax returns. Despite customs enhancing declared values during assessment, officials said no scrutiny was conducted to address trade-based money laundering concerns as required under Section 32C and the Anti-Money Laundering Act 2010.
