Kedah offers 16,000ha for industrial parks to investors

ALOR STAR: The Kedah government welcomes investors to develop over 16,000ha of land for industrial use in the state.
State Industry and Investment Committee chairman Dr Haim Hilman Abdullah said these areas include key zones in the north, such as the Delapan Special Border Economic Zone (SBEZ), Kedah Science & Technology Park (KSTP), Bukit Kayu Hitam Halal Hub and Logistics Centre, Kedah Rubber City (KRC), and the Digital Asean Halal Hub.
"The central zone includes Gurun Heavy Industrial Park, Northern Smart Park, Bukit Selambau Industrial Park, and Kedah Aerotropolis.
"Meanwhile, in the southern zone, the industrial areas comprise Kulim Hi-Tech Park (KHTP), Kulim Industrial Corridor, Padang Meha Industrial Park, Kulim East Industrial Park, North Kulim Industrial Park, and Bandar Baharu New Industrial Park," he told the state assembly sitting here today.
Haim called for all parties to take advantage of the ongoing trade war between the United States and China to attract investment.
"With the tariffs imposed by the US on China, this presents an excellent opportunity for us to position ourselves as a top investment destination.
"In fact, China's policy also encourages its companies to expand abroad to remain competitive in the global market," he said when responding to a question from Abdul Ghafar Saad (PN-Guar Chempedak).
Haim expressed appreciation to Prime Minister Datuk Seri Anwar Ibrahim for agreeing to speed up allocation for KHTP's expansion of an additional 200ha under Phase 5, during a meeting with Menteri Besar Datuk Seri Muhammad Sanusi Md Nor.
"It is important to stress that KHTP is not solely a federal government initiative but rather a strategic collaboration with the Kedah government.
"The rapid expansion of the supply chain has enabled KHTP to progress into the next phase, with land leases in Phase 4A nearly fully taken up and preparations now underway for Phase 5," he said.

Sada announces tariff adjustment to sustain water supply in Kedah

ALOR STAR: Syarikat Air Darul Aman (Sada) is implementing a tariff adjustment through a review of the Tariff Setting Mechanism for all categories of users in Kedah, taking into account the company's operational expenditure (Opex) and capital expenditure (Capex). In a statement, Sada said the tariff adjustment came into effect yesterday and will be reflected in the September billing cycle. "The tariff adjustment is a crucial requirement for the water operator to ensure long-term sustainability of the water supply in the state. "It is also in line with Sada's ongoing efforts to improve service quality through the development of water infrastructure projects currently being actively implemented by the state government and Sada itself. "Key focus areas include the replacement of old and deteriorated pipes, which are the main contributors to the non-revenue water (NRW) issue. "To address water supply shortages, several new water treatment plant (WTP) projects are being developed, including the Pelubang WTP, Kodiang WTP Phase 1, Padang Saga WTP Phases 4 and 5, Sidam Kiri WTP Phase 1, Sungai Karangan WTP Phase 1, and the construction of a compact plant at Kulim Hi-Tech," it said. Sada added that repair works for distribution systems and pump houses were also being actively carried out to address low water pressure issues in several areas. It said additional revenue from the tariff adjustment would be used to cover operating costs, repair and maintenance of existing systems, development of new, more sustainable and efficient water supply systems, improvements in service quality, including the company's capacity to respond to consumer complaints more swiftly, and to reduce the NRW rate in Kedah. "The adjustment also considers the need to meet the company's operating costs for 2025, which are expected to increase by six per cent, covering key components such as electricity, wages, raw water charges, and chemicals used in the water treatment process," it said. Sada said that these rising costs exerted direct pressure on the company's operational capacity to deliver efficient, stable and quality water supply services to the people of Kedah. "This tariff adjustment is seen as a strategic step to ensure the company's financial stability and to strengthen Sada's ability to continuously plan and implement service improvements," it added. Overall, the impact of the tariff adjustment was described as reasonable and not burdensome. Sada said the adjustment had gone through a thorough review with the National Water Services Commission (SPAN) and was being implemented in phases to avoid burdening users. According to the statement, the approach taken strikes a balance between user affordability and the need for the water operator to meet its operating expenses.

MP13: Govt to curb abandoned housing projects with build-then-sell model

UNDER the 13th Malaysia Plan, the government plans to mandate the 'build-then-sell' model via amendments to Act 118 to curb abandoned housing projects, improve accountability and regulatory oversight. 'While this may pressure developers' balance sheets, financially stronger players are poised to benefit. The plan also highlights strategic industrial zones like JSSEZ, Kulim Hi-Tech Park and Carey Island, which are well-positioned due to infrastructure and location, in our view,' said Maybank Investment Bank. In our view, the BTS approach will help to reduce the risk of abandoned projects, encourages careful planning and better product quality to attract buyers. It may also address the oversupply issue by discouraging reckless launches and promoting more responsible, demand-driven development. However, the BTS model could weigh on developers' balance sheets, as financing must be secured before construction begins. The existing and new industrial parks/zones are poised to reshape the industrial investment landscape, intensifying competition as investors gain more choices and states offer varied incentives. We see JSSEZ, KHTP and Carey Island as the most competitive due to their strategic location to Singapore (JSSEZ) and Penang (KHTP), as well as strong infrastructure (Port of Tanjung Pelepas, upcoming JB-Spore Rapid Transit System [RTS] and Carey Island Port). Risk to our calls are such as the weaker-than-expected property sales dragged by weaker economic outlook, policy risks, stricter lending measures by the banks, higher-than-expected Liquidated Ascertained Damages compensation following latest ruling by the Federal Court, and rising building material costs and labour issues. —Aug 1, 2025 Main image: Tekkashop

RM200mil in drug hauls seized by MMEA since 2020

ALOR STAR: The Malaysian Maritime Enforcement Agency (MMEA) has seized nearly RM200 million worth of drugs since 2020, reflecting its heightened readiness to tackle cross-border smuggling via the nation's waters. Its director-general, Maritime Admiral Datuk Mohd Rosli Abdullah, said this reinforced the Home Minister's recent statement that 80 per cent of drugs entering the country are trafficked by sea. "MMEA will never compromise when it comes to attempts to smuggle drugs into the country by sea. "Every inch of our maritime border is our responsibility," he said in a statement today. Rosli said Malaysia's waters remain a prime target for international drug syndicates, which view maritime routes as the "safer passage" into the country. He said that from 2020 to June this year, the agency recorded 117 drug-related arrests nationwide with seizures worth nearly RM200 million. "These are not small numbers. Every successful seizure potentially saves thousands of lives from the grip of drug addiction. "Therefore, MMEA will continue to intensify operations and intelligence sharing with other enforcement agencies to tackle this issue," he said. To bolster enforcement capabilities, the agency has expanded its maritime and aerial assets in recent years. Among its latest strategic assets is the KM Tun Fatimah, currently operating in the South China Sea, along with several next-generation patrol boats deployed at known smuggling hotspots. The agency is also expecting the arrival of the EX-USCG Cutter Steadfast in November this year and the AW189 helicopter in 2026. A Multi-Purpose Mission Ship (MPMS) from Turkiye is slated for delivery in 2027. "These acquisitions not only strengthen our physical capabilities but also enhance our surveillance and operational capacity at sea, proving the Madani government's commitment to equipping MMEA as the nation's maritime security shield," he said. Rosli also expressed his gratitude to Prime Minister Datuk Seri Anwar Ibrahim for his attention and approval of the agency's asset requests through the Home Ministry.
