Gangrape victim delivers baby, SP says rehabilitation plan underway for minor girl
Superintendent of Police V. Ratna told the media here on Monday that she was overseeing the case, ensuring that the minor girl receives quality medical, legal, financial, and rehabilitation support.
She said that visitors were strictly barred to prevent the risk of infections and to protect the family's privacy as well. 'Dignity of the victim in such cases is of paramount importance. Attempts to disturb peace or organise protests, which might expose her identity, will be dealt with stern police action,' the SP said.
The SP said that after the crime against the minor came to light, multiple accused were taken into custody and remanded under the POCSO Act, following all legal procedures.
Ms. Ratna said that the girl, admitted to hospital weeks ago with severe anaemia, was treated with coordination of multiple departments. The Department of Women and Child Welfare chalked out a recovery plan for her.
Meanwhile, Minister for Home Vangalapudi Anitha, who was on a one-day visit to Madakasira Constituency in the district, while addressing the media said that as many as 14 accused were under remand on charges of sexual assault on the minor.
She said that the concerned officials were taking care of the mother and child, and all necessary steps would be taken for her rehabilitation. Ms. Anitha said that the victim will get ₹2 lakh in financial support as a temporary relief.

Protection against misuse: on POCSO Act, adolescent sex
The key objective of the Protection of Children from Sexual Offences (POCSO) Act, 2012 is the protection of children, but over the past few years, courts around the country and rights activists have called for some exemptions. Noticing a trend that adolescents, above 15 years but under 18, in voluntary relationships and having consensual sex were often being persecuted, the courts sought a review. In that backdrop, senior advocate Indira Jaising's written submission to the Supreme Court that consensual sex between teenagers aged 16-18 years must not be criminalised is a welcome move. She was appointed amicus curiae and her submissions are part of a petition filed by advocate Nipun Saxena. Her brief challenged the designation of 18 years as the age of consent. She said the only solution lies in declaring that sex between consenting adolescents between the age of 16, an almost universal age of sexual maturity, and 18, is not a form of 'abuse'. Ms. Jaising called for this exception to be read into the POCSO Act and Section 63 (sexual offences), of the Bharatiya Nyaya Sanhita (BNS). 'Such an exception would preserve the protective intent of the statute while preventing its misuse against adolescent relationships that are not exploitative in nature,' she said. In a 2023 report, the Law Commission had said that it was against changing the age of consent. It advised 'guided judicial discretion' instead, while sentencing in cases that involve children between 16 and 18 years in a voluntary, consensual relationship. Under the POCSO Act and under several provisions of the Indian Penal Code and the BNS, whoever commits a penetrative sexual assault on a child — who is anyone below 18 years — can face stringent punishment under Section 6 of the POCSO Act, Section 9 of the Prohibition of Child Marriage Act, 2006, and provisions of the IPC and BNS. A 16-year-old is considered a 'child' under Section 2(d) of the POCSO Act and hence her consent does not matter. But caveats have to be put in place so that the broad intent of the law is adhered to, as the Madras High Court suggested in 2021, in Vijayalakshmi vs State Rep. The High Court said the age difference in consensual relationships should not be more than five years to ensure that a girl of an impressionable age is not taken advantage of by an older person. Educating adolescents about the law on sexual offences and its consequences is a must too. Criminalising normal adolescent behaviour is not the way to protect against non-consensual, exploitative sexual offences.

Kolkata: Kolkata and Bidhannagar Police have issued separate advisories, urging residents to verify the identity and background of domestic workers, especially those hired through ayah centres. This comes in response to a series of thefts and other criminal cases, involving domestic helps in recent months. The advisories stress that employers must collect and retain govt-issued identification from domestic helps, submit their details to the local police stations, and conduct independent background verification before employment. Residents are also advised to maintain CCTV surveillance, keep an inventory of valuables, and limit access to personal and sensitive areas of the house. Many of the accused were hired through ayah centres without formal verification, sources said. "These centres often do not maintain records or perform background checks, making it difficult to trace individuals," said an officer. Father accused of repeated rape of minor daughter in Rajkot
Rajkot: A 12-year-old girl was allegedly molested and raped by her father over the past six months in Rajkot, police said on Sunday. The incident came to light after the 35-year-old mother of the minor girl lodged a complaint against her husband at a police station in Rajkot for rape under the BNS Act and Sections 6 and 8 of the Pocso Act. According to Investigating Officer D.M. Haripara, the accused is a native of Nepal and had been residing in Rajkot with his wife and three children for the past four years. He was employed as a security guard, while his wife is a homemaker. The survivor has a brother and a sister. Efforts to trace the accused are underway using human intelligence and technical surveillance. As per police sources, the incident came to light on July 25 when the mother caught her husband allegedly molesting their daughter. On questioning the child, she came to know about the repeated sexual abuse by the father. The girl disclosed that her father would assault her whenever her mother was not at home. This revelation led to a confrontation between the couple, during which the wife threatened to inform the police. Fearing arrest, the accused fled the house.
