
Ringing Bellville's changes — how this pan-African hub is returning to its former glory
Warren Hewitt, chief executive of the Greater Tygerberg Partnership, and I meet in Marshalltown in the Jozi inner city, of all places. The partnership is a collaboration between businesses and the City of Cape Town that has spruced up the Bellville CBD, about 20km north of Cape Town, and Hewitt is in town for a series of meetings. He's fresh from talks with Jozi My Jozi, a similar urban revitalisation initiative, to discuss innovative waste management solutions.
We take a brisk walk through Marshalltown, down the pedestrianised Main Street to Gandhi Square, City Hall, Library Gardens, the Rand Club and back to 44 Main.
It's fascinating to walk with Hewitt because his eyes are sensitively attuned to urban renewal indicators. He notices the clever use of water reticulation in a sidewalk garden, new CCTV cameras, a heritage plaque here, a missing drain cover there. He's impressed by the cleanliness of Marshalltown, how secure and safe it feels.
Compared with the Jozi inner city, Bellville is significantly bigger. It's a huge pan-African hub, Cape Town's busiest transport interchange where 300,000 daily commuters use buses, taxis and trains. It hosts multinational company headquarters, well-established medical and educational centres and people living in a mixture of houses, apartments and housing estates.
Unlike the Jozi CBD, Bellville never entirely collapsed, but it underwent a slow decay from the 1980s. It became a secondary city with an increase in congestion, urban slums, homelessness and illegal trading – a familiar South African narrative.
Responding to the decline, the Greater Tygerberg Partnership was formed in 2012. 'We started to implement the broken window theory: fixing the small things will lead to fixing the bigger things. If you walk in Bellville these days, you'll see the results of these efforts.
'Our sidewalks have been repaired, there are huge murals and mosaic artworks decorating the area, there are urban gardens, art walks and general beautification of public spaces. And there's been a 43.4% increase in business activities since 2017,' says Hewitt.
There are different pillars to the work the partnership does as urban specialists, ranging from waste management, gardening and mural projects, to creating job opportunities through waste management initiatives and enabling investment opportunities.
Bellville has a huge informal trading corridor, says Hewitt, and the Greater Tygerberg Partnership is actively involved in supporting the traders. 'The main area of trading is along Kruskal Avenue near the Bellville train station, where the partnership installed a R450,000 ablution block.
'We asked local design students to submit proposals and chose the best one. Traders pay R2 per use and it's made a huge difference to their dignity.'
With money from the City of Cape Town, the partnership started the 'better. bellville. together.' place-making initiative to clean up Bellville. 'We had to first understand the journey of waste – both organic waste and landfill waste – and then work out how to recycle it in sustainable ways.'
Now, through its Zero Waste buy-back centre and waste pickers programme, the amount of waste the city must manage has been halved.
The Zero Waste programme involved businesses, schools and communities to take more active responsibility for their waste practices. 'It's a whole-community approach,' says Hewitt, 'with a variety of projects whose intended outcome is a zero-waste future. We work with local schools to educate on waste management, we partner with informal traders and we collect over 23 tonnes of organic waste monthly.
'We also have a Track My Trash programme, where residents can use a custom-designed app to track how much waste they recycle each week.'
The Greater Tygerberg Partnership also has a waste collection trolley project that matches local businesses with informal waste pickers, who are allocated trolleys to transport businesses' recyclable waste, enabling them to earn an income.
The key to urban management is partnership-based local development, says Hewitt. 'We work with property owners, small businesses, civil society and culturally diverse communities. We also collaborate with the City and city improvement districts.'
Working in the public space is interminably fascinating, says Hewitt, and sometimes a little frustrating. He wants less posturing, less red tape and more businesses to get involved. But for him the ultimate reward is when people feel a sense of belonging in the community and their pride of place is restored. DM

Image: Gianluigi Guercia / AFP In a world beset by geopolitical tensions, trade disputes, and economic uncertainty, equity markets have continued to surprise on the upside. For South African investors, the post - "Liberation Day" rally has revealed a hidden strength in local equities that defies the broader narrative of emerging market vulnerability. While global headlines have been dominated by tariff threats, war-driven commodity fluctuations, and the resilience of US markets, South Africa's own bourse has quietly delivered exceptional returns. Since the 2nd of April, now dubbed 'Liberation Day', the local and global equity markets have handled the turmoil like a champ. Despite, ongoing wars, oil price concerns and the renewed threat of steep tariffs from President Trump. The US equity market has continued to remain resilient and even rally since the last round of tariff threats. The S&P 500 has recovered to record highs once again, with a return of about 24% since the bottom of the drop. Meanwhile, the VIX has recovered to normal levels signalling positive investor sentiment post April. The recovery was mainly driven by rallies in the tech and industrial sectors. The South African equity market also performed impressively in the period, reaching all-time highs of its own, returning around 19% since Trump's tariff turmoil began. Combined with the relative strengthening of the rand to the dollar, this has allowed the JSE All Share index to outperform the S&P500 over the last five years in dollar returns. Figure 1: Total Return Index Image: Prescient Investment Management, Bloomberg (as at July 2025) This outcome is particularly striking considering the strong US equity exceptionalism narrative and the global shift towards dollar-based assets over the past decade The performance underscores that, over this period, the JSE All Share Index has been a surprisingly competitive investment option for both global and local investors! However, despite these strong returns, foreign investors have remained persistent net sellers of South African equities, with nearly R150 billions in net outflows recorded so far this year. This trend underscores that the main beneficiaries of the market's strong performance have been local and foreign investors who chose to stay, rather than new foreign capital inflows. A major driver behind the stellar year-to-date performance has been the basic materials sector, notably gold miners, who have benefited from a roughly 28% increase in the gold price so far this year. The basic materials sector now accounts for about 21% of the All Share Index, only a few percentage points behind the financial sector's 25% weighting. Meanwhile, the telecommunications and technology sectors have also delivered impressive gains, adding to the market's broad-based rally. This presents a new potential wave of uncertainty for markets. However, investors can take some comfort in knowing that while tariffs present a once-off upward shock to price levels, they are unlikely to impact long-term inflation expectations. Long-term inflation expectations are a key driver of forward returns for all asset classes, including bonds and equities. This component of the forward returns should, therefore, remain largely unchanged by tariffs even if they do come into effect. Airline pledges ‘minimal disruption' from FlySafair pilot strike
A disruptive FlySafair pilot strike has already been extended from a single day (Monday 21 July 2025) to two weeks. This is the word of FlySafair pilot strike organiser, Union Solidarity, responding to the low-cost airline's hardline approach of locking all striking pilots out for seven days. It appears the union and airline are at logger heads over the FlySafair pilot strike. Solidarity insists it gave the airline sufficient notice of a one-day strike to minimise disruption on the paying public. However, it's the airline's 'drastic' response that has escalated matters, risking 'escalated' disruptions to travellers. Solidarity says 9 out of 10 pilots are no longer willing to work out the low-cost airline's rigorous schedules. Image: File Nevertheless, anyone travelling with the airline over the next two weeks should realise their plans 'cannot be guaranteed,' reports BusinessTech . 'Unfortunately, the airline's response to the FlySafair pilot strike is drastic and indicates it is ready for a prolonged and destabilising conflict. And this means passengers will be experiencing disruptions for at least the next two weeks,' says Solidarity. Moreover, the union confirmed that 88% of the low-cost airline's pilots were in favour of the strike. 9 out of FlySafair 10 pilots are no longer prepared to continue to work under the current working conditions. Image: File Likewise, the union says it regrets any inconvenience the FlySafair pilot strike may cause passengers in the coming weeks. However, the action stems from months of frustration over a lack of fair treatment. It says pilots have insufficient and irregular rest periods, and lack of a healthy work/life balance with fair remuneration. Trade union members rejected a 5.7% wage increase and additional compensation measures. Meanwhile, a FlySafair spokesperson confirmed this past weekend that the airline has taken 'proactive measures.' And has adjusted its operation schedule to ensure minimal flight disruption due to the FlySafair pilot strike. 'Affected customers have already been notified via their contact details of any disruptions. However, travellers wishing to review their flight details, if affected by rescheduling, may do so free of charge via the Manage Booking section on the FlySafair website,' concluded the airline. South Africa reassures on trade ties with Russia amidst looming US tariffs
Following Trump's statement that US imports from Russia could face a staggering 100% tariff if peace talks regarding the ongoing Russia-Ukraine conflict do not bear fruit within 50 days, worries have mounted over what this means for countries engaging in commerce with Russia, including South Africa. The Department of Trade, Industry and Competition (dtic) has sought to allay concerns regarding South Africa's trading relationship with Russia in the wake of US President Donald Trump's recent tariff ultimatum. Following Trump's statement that US imports from Russia could face a staggering 100% tariff if peace talks regarding the ongoing Russia-Ukraine conflict do not bear fruit within 50 days, worries have mounted over what this means for countries engaging in commerce with Russia, including South Africa. Russia produces 10% of the world's crude, and it has been able to sell oil through discounted sales to China, India, Brazil and Turkey. According to the International Energy Agency Russia earned $192 billion from oil sales last year despite western sanctions. The oil price heading for its first weekly loss in three weeks last week after Trump gave Russia a 50-day ceasefire deadline, with the Brent crude falling by 0.5% to $69.21 per barrel by Sunday. South Africa, a member of the BRICS economic bloc alongside Russia, has already been grappling with the ramifications of heightened tariffs on its exports to the US. With negotiations currently underway concerning 30% tariffs affecting key sectors – from citrus and wines to minerals and automotive exports – the last thing South Africa desires is further complications on the trade front. Despite its modest reliance on Russian imports, the figures tell a nuanced story. South Africa's bilateral trade with Russia has seen only a 7% increase, climbing from $806 million in 2023 to $864m in 2024. In a wider context, Russia ranks as South Africa's 46th largest export destination and the 39th largest source of imports. This limited trade relationship implies that although Russia is an important ally in the BRICS bloc, the economic stakes remain relatively low. The geopolitical battleground may complicate future transactions; however, the South African government remains keenly aware of the need to sustain a stable trading relationship with Russia while juggling the demands of the US market. The dtic indicated that the dissimilarities in trade profile between South Africa and Russia may serve as a buffer against potential US sanctions. South African exports have notably surged by 5%, reflecting the resilience of its agricultural products in Russian markets. Items such as citrus fruits, apples, and even consumer goods like refrigerators have managed to penetrate the Russian economy. This expansion comes at a time when Western sanctions have compelled Russia to pivot towards alternative markets, with increasing reliance on discounted energy sales to nations such as China, India, and Turkey. However, the dtic reiterated that while the unilateral sanctions imposed by the US and EU on Russia did not directly bind South Africa, they carried an extraterritorial effect. This means that South African companies engaging in trade with Russia may face repercussions, including the inability to do business in the US and EU. Notably, some Russian banks have been removed from the Society for Worldwide Interbank Financial Telecommunication (SWIFT) system, presenting barriers in banking relations and payment infrastructures for South African businesses. The dtic highlighted that despite sanctions affecting various sectors, there remains a segment of legal trade that continues unhindered. This gives South Africa a unique opportunity to bolster its agricultural exports to Russia, particularly at a time when Russia has imposed bans on food imports from several Western nations. 'There are certain products, banks, individuals, and companies that are not under sanctions. The sectors not under sanctions and legal trade can take place include: food, agricultural commodities, medicines and medical supplies,' said Yandeya Mashau, director for Europe trade relations at the dtic. 'The Russian nuclear industry remained exempt from sanctions and the national nuclear company Rosatom remained the largest actor in the international market for nuclear reactor construction (also playing key roles in nuclear fuel supplies, nuclear equipment supplies, and handling nuclear waste) 'Currently, SA banks are reluctant to finance transactions with Russia, even in products and sectors not under sanctions. According to Russia, 70% of bilateral trade takes place via third countries such as Turkey, Azerbaijan, Latvia, UAE, Qatar, etc. 'Therefore, although there are sanctions, trade can still take place. Russia responded with sanctions against several countries, including a total ban on food imports from Australia, Canada, Norway, Japan, the United States, the EU and the United Kingdom. This creates an opportunity for SA to supply agricultural products to Russia.' Michael Hewson, director at specialist African transfer pricing advisory firm, Graphene Economics, said Trump's focus on introducing new tariffs and his swift changes of direction regarding implementation of these tariffs had triggered retaliatory actions from certain trade partners and injected fresh uncertainty into global markets. 'Multinational enterprises (MNEs) that are manufacturing in Africa and then distributing into the USA will need to consider their value chains,' Hewson said. 'For example, imagine a South African company that manufactures automotive components and sells them to its sister company in the United States, which then sells the completed vehicles to American customers. The price at which the South African company sells the parts to its US counterpart is the 'transfer price'. The ripple effects of tariff-driven supply chain realignments and transfer pricing adjustments can be significant for African economies.' BUSINESS REPORT
