BIBF launches e-learning platform for banks in anti-money laundering

The Bahrain Institute of Banking and Finance (BIBF) has launched a new e-learning platform to help banking professionals in Bahrain stay up to date with regulations on Anti-Money Laundering (AML), Countering the Financing of Terrorism (CFT), and Counter Proliferation Financing (CPF).
Developed specifically for Bahrain's financial sector, the platform highlights the Kingdom's commitment to building a stronger, more resilient financial system. It ensures that those working in the sector are equipped with the skills and knowledge needed to detect and prevent financial crime while meeting local and global compliance standards, including the Financial Action Task Force (FATF) recommendations.
The platform is structured into three key modules, offering a comprehensive understanding of financial crime compliance. It covers the stages of financial crime and how to spot red flags, practical strategies for risk management and mitigation, and an in-depth look at Bahrain's regulatory requirements alongside global best practices, ensuring participants gain the skills needed to stay compliant and protect their organisations.
Commenting on the launch, Mr. Bassam Kazerooni, Acting Head of Banking & Finance Centre at the BIBF, said: 'This e-learning platform is a significant step forward in supporting both conventional and Islamic banks in Bahrain. It provides professionals with the practical knowledge they need to remain compliant and stay ahead of the growing challenges in financial crime. The flexible, self-paced approach makes it easier for organisations to maintain consistent training standards while meeting evolving regulatory expectations.'
This initiative supports Bahrain's broader goal of reinforcing its position as a regional financial hub by strengthening compliance knowledge and risk management practices. It also contributes to building a strong compliance culture, reducing the risks associated with financial crime.

Dr. Ahmed Al Shaikh said that the partnership marks a strategic step forward in supporting professional qualification pathways within Saudi Arabia's insurance market. It includes the launch of a suite of specialised training programmes and advanced workshops, delivered exclusively in partnership with the Financial Academy, as well as joint efforts in developing professional qualifications and micro-credentials that address rapid industry shifts and evolving market needs. On his part, Al Khamsan highlighted that this high-impact partnership reflects the Financial Academy's pioneering role in nurturing and advancing human capital within the financial sector, particularly insurance, by adopting global best practices and standards in professional education. He also noted the alignment of the training offerings with the Financial Sector Development Programme under Saudi Arabia's Vision 2030. UAE Central Bank Imposes Dh18m Fines On Two Foreign Bank Branches

The Central Bank of the UAE (CBUAE) has imposed a total of Dh18.1 million in financial penalties on two UAE branches of foreign banks for violations related to anti-money laundering (AML) and counter-terrorism financing regulations. The first bank was fined Dh10.6 million, while the second was issued a penalty of Dh7.5 million. The sanctions were issued under the law governing anti-money laundering and combating the financing of terrorism and illegal organisations in the UAE. According to the CBUAE, the penalties follow examinations that revealed the two branches failed to comply with the UAE's AML legal framework and related regulatory requirements. The move follows a week after an exchange house was fined Dh200 million. The investigation found major problems in the exchange house's anti-money laundering and terrorism financing controls. The branch manager was also fined Dh500,000 and banned from working in any licensed financial institution in the UAE. The Central Bank stated that it is committed to ensuring that all financial institutions operating in the country adhere to applicable laws, regulations, and supervisory standards. It said this is essential for maintaining transparency in financial transactions and safeguarding the integrity of the UAE's financial system. The identities of the sanctioned banks were not disclosed.

Two face human trafficking charges

The Deputy Chief Prosecutor for Human Trafficking announced that the Public Prosecution has concluded its investigation into a human trafficking case involving two Asian nationals, who have now been referred to the Criminal Court. The first hearing is scheduled for June 3, 2025. The case originated from a report submitted by the Anti-Human Trafficking Department, which alleged that the defendants had trafficked a female victim by coercing her into illegal and immoral acts for financial gain. Upon receiving the report, the Public Prosecution promptly launched an investigation. Testimony Authorities took the victim's testimony and placed her in a shelter operated by the National Committee to Combat Trafficking in Persons, as part of protective measures routinely applied in such cases. The accused were interrogated, and legal actions were initiated against them. Police investigations were also requested and corroborated the victim's account. Investigators involved in the case provided further testimony supporting the charges. All investigative procedures have been reviewed.
