RBI reduces priority sector lending target for SFBs

Small finance banks
received a fresh lease of life with the
Reserve Bank of India
lowering their
priority sector lending
target, firing up the share prices of the listed ones on Monday.
The relaxation will allow them, especially those with higher share of
unsecured loans
, to operate with greater flexibility, optimising capital allocation towards secured and high-value loans, which in turn will help them improve
asset quality
and boost profitability, the heads of these lending institutions said.
They expressed optimism that the regulatory change would enhance the attractiveness of small finance banks (SFBs) for investors and help them raise fresh capital. The share price of
Equitas Small Finance Bank
, jumped 4.5% to close at ₹67.40 apiece on Monday on the BSE, even as the Sensex fell 0.66% in reaction to the US attack on Iranian nuclear facilities.
ESAF Small Finance Bank
's share price rose 3.2% to ₹32.2, while Jana SFB saw its price go up 3.9% to ₹506.1.
"The new regulation helps improve asset quality, optimise capital allocation, and enhance profitability-while continuing to serve priority sectors meaningfully,"

The banking regulator on Friday lowered SFBs'' priority sector lending target to 60% of adjusted net bank credit (ANBC) or credit equivalent of off-balance sheet exposures (CEOBE), whichever is higher, from 75% earlier.

The SFB shall continue to allocate 40% of ANBC or CEOBE to different sub-sectors under the priority sector, while the balance 20% can be allocated to any one or more sub-sectors where the bank has a competitive advantage. "This shift is expected to strengthen asset quality and enhance the overall stability of SFBs' loan portfolios," ESAF Small Finance Bank managing director K Paul Thomas told ET. ESAF, with half of its loan portfolio of ₹19,643 crore being unsecured, had its gross non-performing assets ratio at 6.9% at the end of March. Suryoday SFB's gross NPA was 7.2% at the end of last fiscal. There are 11 small finance banks with a total loan portfolio of ₹2.79 lakh crore.
Paul Thomas said that earlier SFBs had to extend a significant share of unsecured loans and other small-ticket priority loans, which could carry higher credit risk. "With a reduced PSL requirement, SFBs can moderate their exposure to unsecured lending and focus more on secured advances, such as MSME loans, affordable housing, gold loans, and other collateral-backed products, while still fulfilling their core objectives," he said.
The immediate impact would be release of excess priority sector loans that these banks carry in their balance sheet. This will lead to a higher sale of priority sector lending certificates to other banks. "This may help in increased income though marginal through PSLC sale," Suryoday SFB MD R Baskar Babu said.
The new norm is viewed as a strong enabler for SFBs with universal banking aspirations. "As we work toward achieving 60% priority sector lending compliance, the revised norms open up space for us to build a more balanced and diversified asset mix-a critical enabler for universal banking operations," Jana managing director Ajay Kanwal said.

Vishal Mega Mart shares surged 7.7% to an intraday high of Rs 155.45 on the BSE on Thursday after the company reported strong year-on-year (YoY) growth in profitability for the first quarter of FY26. Profit After Tax (PAT) for the April-June period rose 37.2% to Rs 206.10 crore from Rs 150.10 crore in the same quarter last year, with the PAT margin improving to 6.6% from 5.8%. Gross profit stood at Rs 891.30 crore, up 21.6% from Rs 733.10 crore a year ago, translating to a gross profit margin of 28.4%. The company's reported EBITDA increased 25.6% to Rs 459.20 crore from Rs 365.60 crore, with the EBITDA margin improving to 14.6% from 14.1% in the corresponding quarter. In terms of segment contribution, apparel accounted for 47.4% of total revenue in Q1FY26, followed by general merchandise at 27.3% and FMCG at 25.1%. As of June 30, 2025, Vishal Mega Mart had a consumer base of approximately 151 million. JSW Cement shares listed at a premium on the exchanges on Thursday, debuting at Rs 153.50 on NSE, 4.4% above the issue price of Rs 147, and at Rs 153 on BSE, reflecting a 4.1% gain. ADVERTISEMENT The Rs 3,600 crore IPO saw a healthy investor response. The book-built issue, which ran from August 7 to August 11, was subscribed nearly eight times overall, driven largely by institutional demand. Priced at Rs 147 per share, the IPO comprised a fresh issue of 10.88 crore shares worth Rs 1,600 crore and an offer for sale of 13.61 crore shares worth Rs 2,000 crore by the promoters. Ahead of the launch, the company raised Rs 1,080 crore from anchor investors, with participation from marquee domestic and global institutions. In the grey market, JSW Cement shares were trading at a modest premium of around 3% over the issue price. While the premium is relatively muted compared to some recent large offerings, market observers note that investor focus will be on the company's long-term execution rather than immediate listing of the JSW Group, JSW Cement is a leading green cement manufacturer with seven plants across India and an installed grinding capacity of 20.6 million tonnes per portfolio includes blended and ordinary Portland cement, ground granulated blast furnace slag (GGBS), clinker, and allied cementitious products. JSW Cement IPO listing: JSW Cement shares made a modest debut on the bourses on Thursday, August 14, listing at ₹ 153.50 on NSE, a premium of 4.42 percent to its IPO price of ₹ 147. Meanwhile, on BSE, it listed at ₹ 153, up 4.08 percent from the issue price. The ₹ 3,600 crore IPO witnessed robust investor interest during its subscription window from August 7 to August 11, garnering an overall subscription of 8.22 times. The strong demand was reflected in total bids for 140.88 crore shares, significantly exceeding the 17.14 crore shares on offer. Among the investor categories, the Qualified Institutional Buyer (QIB) segment saw the most aggressive participation with a subscription of 16.71 times. Non-institutional investors (NIIs) subscribed their quota 11.60 times, while the retail portion was subscribed 1.91 times. JSW Cement's initial public offering (IPO) comprised a fresh issue of 10.88 crore equity shares worth ₹ 1,600 crore and an offer for sale (OFS) of 13.61 crore shares aggregating to ₹ 2,000 crore. The total issue size stood at ₹ 3,600 crore. For retail individual investors, the lot size was fixed at 102 shares, requiring a minimum investment of ₹ 14,178. The company outlined three primary objectives for the utilisation of the IPO proceeds. A sum of ₹ 800 crore would be allocated towards partially financing the establishment of a new integrated cement unit in Nagaur, Rajasthan. Another ₹ 520 crore would be directed towards prepayment or repayment, either in full or in part, of certain outstanding borrowings. The remaining ₹ 226.80 crore would be utilised for general corporate purposes, aimed at strengthening operational and strategic initiatives. Ahead of the public issue, JSW Cement mobilised ₹ 1,080 crore from anchor investors, with the anchor bidding date fixed for August 6, 2025. JM Financial Ltd acted as the book-running lead manager, while Kfin Technologies Ltd was appointed as the registrar of the issue. JSW Cement Limited, established in 2006, is a prominent manufacturer of eco-friendly cement in India and operates as part of the diversified JSW Group. Its operations span across the country through a network of seven manufacturing facilities, comprising one integrated plant, one clinker unit, and five grinding units. These plants are strategically located to ensure efficient supply chain management and regional coverage. The facilities include the Nandyal plant in Andhra Pradesh, the Vijayanagar plant in Karnataka, the Salem plant in Tamil Nadu, the Dolvi plant in Maharashtra, the Salboni plant in West Bengal, and the Jajpur plant in Odisha. Additionally, the company holds a majority stake in Shiva Cement Limited, which operates a clinker manufacturing unit. As of March 31, 2025, JSW Cement had a total installed grinding capacity of 20.60 million tonnes per annum (MMTPA). This capacity is strategically distributed across key markets, with 11.00 MMTPA serving the southern region, 4.50 MMTPA in the western region, and 5.10 MMTPA in the eastern region.
