
Plan to transform Newport shopping centre into 'bustling hub'
The proposals aim to rejuvenate the Kingsway Centre in Newport, introducing a multitude of uses.
The plans, submitted by Boyce Group Ltd, and outlined in a Design & Access Statement, aim to expand the centre's range of services on all floors, from the lower ground to the roof.
The proposed reorganisation would accommodate a variety of uses: retail, leisure, hospitality, non-residential institutions, food and beverage services, and professional services.
This expansion reflects the shifting demands of Newport's city centre as it grapples with underused commercial spaces due to the surge of online shopping.
The plan builds on a prior planning approval for the Lower Ground Floor (Ref: 24/0644) and is a direct response to the closure of major retailers like Debenhams at nearby Friars Walk.
Developers stress that this increased flexibility is crucial for bolstering the local economy and providing opportunities for independent businesses.
The Kingsway Centre, situated near Newport Museum and Central Library, is poised to regain its status as a civic and commercial hub.
Developers see the project as a driving force for regeneration, aligning with the Newport Local Development Plan's goals for revitalisation and economic resilience.
The proposal also includes commitments to enhance urban biodiversity.
While no immediate physical alterations to the building are planned, future installations of bird boxes, insect hotels, and pollinator-friendly plants are included in the plans.
These additions not only bolster Newport's status as a Bee Friendly City but also align with the national sustainability aims outlined in Future Wales: The National Plan 2040.
A spokesperson for Sustainable Studio Architects said: "By embracing flexibility, the Kingsway Centre can adapt to future trends while strengthening its community value.
"Our vision is for a dynamic space that serves both residents and visitors—reviving the city centre for years to come."
If green-lit, the proposal is expected to increase footfall, generate jobs, and stimulate local businesses, all while celebrating Newport's cultural heritage.
The decision date for the application is yet to be confirmed.

For many, Bangor - nestled on the coast of Wales and just a stone's throw from Snowdonia National Park - is a coastal gem wrapped up in nostalgia and natural beauty. Classed as the oldest city in the country, and commonly mistaken as a town, Bangor is filled with a rich history, unique architecture, and an impressive Victorian pier that stretches almost half a kilometre out to sea. Residents insist their hometown has 'lots to offer', but Bangor was sensationally snubbed earlier this year when it was ranked as the worst seaside resort in the whole of the UK. Earning a measly 42 per cent overall destination score, almost 5,000 Which? members gave the destination just one star for its seafront/ pier, food and drink offerings, shopping experience, and tourist attractions. Bangor redeemed itself slightly with its scenery and parking availability. "It's disappointing to see Bangor City named as one of the UK's worst seaside towns," said Bangor City Council at the time. "Such rankings often fail to capture the full picture and the unique charms that make Bangor City so special." However, Bangor's sliding reputation has recently been cast under the spotlight once more due to the sale of its premier shopping complex, the Menai Centre, which reports describe as another 'blow' to the city. Developed back in 2007 by Cathco Property Group - reportedly costing £18.5 million to build - the 130,000 square ft building struggled during the pandemic, which caused almost 80 per cent of its shops to close down. According to North Wales Live, it was bought by Bearmont Capital back in 2023, who added a bunch of retailers including he Original Factory Shop (TOFS), Greggs, and Hays Travel to the complex. Plans to open a major health centre in the complex in place of the former Debenhams store, using Welsh Government funds, have also been unveiled. The centre has now been placed up for auction with a guide price of just £4.2 million - a mere fraction of the price it cost to build. However, the sale does not include the Debenhams unit or a linked site, which was sold off a number of years ago. "If no stand out bids are received or bids received are of a similar value then a reserve price will be set on the property and it will be sold via a live online auction (date to be determined subject to Stage 1 of the process)," Savills, who is selling the property, said. Speaking to the Mirror, a spokesperson for the council stressed that Bangor doesn't have a beach and has never promoted itself as a 'seaside resort' - despite being located near the sea. "Similarly, Bangor does not promote itself as a tourist destination," they added. "We do, of course, have interesting attractions, such as St Deiniol's Cathedral, Garth Pier (which won the National Pier of the Year award in 2022), and the University building, to name a few, and Bangor is an ideal base to visit North Wales's attractions. However, to consider Bangor as a seaside resort would be flawed and inaccurate. In contrast to the Which survey, another survey found that the people of Bangor as the happiest people in the County." The spokesperson added that the council does not consider the sale of the Menai centre as a 'blow to the city' as most of the retail units within the complex are 'occupied on long leases' that won't be impacted by the change of ownership. "The sale, several months ago, of the other Bangor shopping centre, namely the Deiniol Centre, has not impacted negatively on the units within it nor on the City and there is no reason to think that this one will," they stated. "This year, Bangor is celebrating 1500 since St Deiniol established his religious settlement here and to mark this important milestone, the City has come together and is hosting an ambitious programme of events. It has something for everyone, from a military parade to music concerts, from Bangor's Across the World Exhibition to a History Festival, from the Summer Festival to the Christmas Festival and much more. The one exception being that Bangor does not have a beach."

Questions over council spending on Friars Walk Newport
The local authority negotiated a deal with the owners of Friars Walk in 2017 that would top up income if the centre was not collecting enough rent. Payments in each of the past six financial years have reached the maximum £500,000 – new figures seen by the Local Democracy Reporting Service show. Cllr Matthew Evans, the leader of the Conservative opposition group, said he was 'absolutely staggered that the council has squandered over £3.56 million of local taxpayers' money on this'. A council spokesperson defended the deal and said the local authority would still benefit overall from the deal, even if the maximum £500,000 was paid out annually over the course of the 15-year deal. The council received £8 million when it signed the deal, and would be liable to pay a maximum of £7.5 million in top-ups, they explained. 'It is important to note that as well as the rental subsidy, the arrangement ensures that the council receives additional rent payments if the centre's profits exceed certain thresholds,' the spokesperson added. But Cllr Evans said the deal to top up low rents involved money which could be better spent on council services. 'Think how many additional social service staff could have been employed, or potholes fixed,' he said. 'I seem to recall when I questioned the decision taken by the cabinet at the time, I was told that it was merely 'an insurance policy' which would never be called on. 'Sadly the public have been picking up the tab for Labour's failure to regenerate the city centre. The reopening of the former Debenhams site is good news, but more needs to be done and fast.' A homeware store is reportedly set to open in part of the former Debenhams premises, which was described as the anchor tenant for the Friars Walk centre. Debenhams' high-street operations ceased in 2021 and the future of the large Newport site has been uncertain until the recent news of an incoming tenant. Michael Enea, a Conservative Party campaigner and political blogger, has urged the council to consider what he called 'huge' business rate charges for larger premises in the city centre. 'The former Debenhams site at £345,000 a year, the old Cineworld complex is £64,500 a year – these are astronomical figures,' he said. 'No wonder vast swathes of businesses have moved to out-of-town retail parks. We need a total review of business rates in Wales whereby it becomes an incentive to trade in our town and city centres. Something has to change.' The local authority spokesperson said Newport City Council is not responsible for setting business rates. 'We do, however, offer support for small and medium-sized city centre businesses through our local city centre rate relief scheme, which offers a discount of 25% on non-domestic rates for qualifying properties,' they explained. 'Very small businesses already receive rate relief through the Welsh Government's small business rate relief scheme. 'The Welsh Government also offers support for larger businesses through its retail, leisure and hospitality relief scheme, which offers a discount of 40 per cent on non- domestic rates, capped at £110,000 per business.'
