
Why is Angela Rayner shifting the council tax burden from north to south?
When Angela Rayner took over her department, the first thing she did was to delete 'levelling up' from its name. But she insisted that she was committed to the idea behind the phrase, and now she is about to announce a change in local government funding to prove it.
The new funding formula is expected to allocate money from central government according to local needs, including population, poverty and age, with extra weighting for rural and coastal areas with higher transport costs.
The effect will be to force local councils in London and the home counties to put up council tax. Many of them are expected to increase tax by the maximum 5 per cent a year for several years, and more than before will ask Rayner for permission to hold a local referendum on an increase greater than 5 per cent.
Councils in the north, the Midlands and east London, on the other hand, may be able to cut their council tax, or at least increase it by less.
Is this fair?
Labour argues that the Conservatives have fiddled the funding formula for 14 years, resulting in artificially low council taxes in places such as Westminster and Wandsworth – former Tory councils that attracted disproportionate media coverage in local elections. In the end, this attempt to cook the books could not hold back the electoral tide, and Labour won control of both councils in 2022.
Clobbering those councils is going to make it harder for Labour to retain control, so it could be argued that Rayner is motivated purely by wanting to rebalance the national distribution of resources according to need.
The new system will probably be fairer than the current one, if not perfectly fair, but any attempt to adjust local government funding throws up winners and losers – and the losers always make more noise than those who quietly pocket their gains.
How quickly will the change happen?
Even if the change were totally fair in principle, any sharp fall in central government funding and big increase in council tax is likely to cause hardship. That is why Rayner is expected to adjust her new formula by putting a limit on how much any council's income from central government can fall in a year.
David Phillips, of the Institute for Fiscal Studies, says: 'It's been 20 years since we've had an effective system to allocate funding between councils so it is out of whack and the changes are going to be big.' That means any changes will probably be phased in over several years.
What could possibly go wrong?
If Rayner delivers a funding system for local government that is more closely aligned with local needs, she could deliver more radical policy substance than the Conservative slogan of 'levelling up' ever managed.
But Phillips points out a philosophical problem. The more the government tries to redistribute resources from 'leafier places' to deprived areas, the more 'it is making a trade-off to prioritise need over incentives for councils to tackle need and grow their council tax base', he says.
If councils receive more funding the higher their indicators of deprivation are, there is a danger of perverse incentives for them to keep those indicators high.
Shouldn't council tax be revalued from scratch?
Of course it should. It is based on notional property values in 1991 (in England; in Wales the reference date is 2003), so it is hopelessly out of date. But revaluation would produce even more dramatic individual winners and losers than changing funding for whole council areas.
Rayner's redistribution is already what Sir Humphrey would describe as 'very brave, deputy prime minister'; a full revaluation would be several times braver – in other words, a guaranteed political disaster.
The most that is likely to be politically feasible would be to revalue council tax for more expensive properties, such as the one in 20 UK homes currently on the market for more than £1m. A similar policy, called a mansion tax, was considered by the coalition government – George Osborne and the Liberal Democrats wanted it but David Cameron vetoed the idea, saying the Tory party's donors wouldn't wear it.
Given that Rachel Reeves, the chancellor, is likely to be looking for new sources of revenue in the autumn Budget, this may be an option. She did rule out a mansion tax before the election, but I don't think it has been mentioned since. Look out for even greater 'fairness'.

Throughout the process this been politics but not as we know it, with party divisions put aside and MPs asked to search their own consciences and come to their own conclusions. It has created a more collaborative atmosphere in parliament and encouraged MPs to engage more actively with their constituents. 3:06 In the end there was still anger, frustration and disappointment among those who were against the law change, either on principle or because they believed the legislation was flawed. And of course, politics will go back to being combative and voices in the Commons will be raised once again. But for a brief period, historic change was calmly ushered in. The challenge for the proponents now is to take the legislation through the next phases and deliver it with the same smoothness and determination.

Could Glasgow's skyline be set to change with skyscrapers?
Think of skyscrapers and images come to mind of New York City's skyline, or hundreds of buildings soaring above the streets of Hong could Glasgow be poised for a similar boom in tall buildings?The city council formally approved its new tall buildings policy on Thursday, with a design guide establishing what areas could benefit from construction, such as Charing Cross and local authority hope the plans would lure more developers to the city, building upwards and therefore creating more accommodation and also space for businesses - at a time when land for development is becoming limited. It's a strategy other cities in the UK have pursued in recent years, with London and Manchester building clusters of skyscrapers at Scotland News understands the hope from some in the city council is that the new policy would shatter misconceptions regarding Glasgow having limits on building heights, and therefore encourage more interest from the moment the city's tallest building - the tower at the Science Centre by the River Clyde - is under the minimum height for a skyscraper, which is taller than 150m. It sits at began last year on the Ard development in Blythswood Hill, a 36-storey tower of student accommodation. But some of the city's tall buildings already lie vacant, while large blocks of flats - like on Wyndford Road - have been demolished in recent to redevelop the 14-storey Met Tower as a digital tech hub were cancelled last year. The new design guide doesn't set sights quite so high, defining tall buildings via various factors - including how it's perceived on street level and how it affects the skyline around highest category - metropolitan - is classed as a building three and a half times above the height of "the broader context" surrounding it, meaning somewhere like the Met Gerry Hogan, who works with the firm Collective Architecture, believes the policy is quite conservative, but welcome nonetheless."We've been a little reticent to be bold with in our approach to tall buildings, and arguably with architecture in Glasgow generally," he says. "If anything, the guide doesn't go far enough – they go through a very careful analysis of where tall buildings should be located and it doesn't give much encouragement for parts of the city." That belief is centred on the guide's suggestion on placing larger spaces - ideally mixed-use developments with shops or leisure facilities below housing - in certain parts of the city, therefore avoiding clashes with conservation areas like Pollok Park. Russell Baxter, a director with architecture and engineering firm NORR, believes the guide encourages clusters of buildings together."If you look at London, there's a lot of clusters there," he says. "It has a very protected skyline, so things like cathedrals and churches are retained, and key views are retained – that's everything in these cities. "So in Glasgow something like Trinity Tower at Park Circus is a key view – you can't obliterate that view for people. The idea is to cluster them together so you get a number of them in one area - the edge of the motorway is always seen as a place where that can happen." Mr Hogan believes that the quality of the new builds themselves will be key to making them a success, wherever they are situated in the city."A tall building is the same as any building, it comes down to how good it is," he explains. "Sure, height is a factor but if it's well designed and how it sits in the skyline has been considered then there's no reason it couldn't be put in more sensitive areas if they were well enough designed."What this seeks to promote, and what I agree with, is having multi-use buildings that bring in people throughout the day and engage people in using both the building and the wider area around it. "You don't want it putting a nearby park in the shade for example." 'You have to justify these buildings' Cllr Ruairi Kelly, the convener for development and land use at Glasgow city council, said the proposals will play a "significant role in our ambition to grow the city centre population" through providing a housing Manchester's recent boom in tall buildings was driven by public money, in particular the £300m Greater Manchester Housing Investment Glasgow will have to box clever, including with locations."You've not got the ability to do what you could do in Victorian times where you could just place a church or town hall at the end of a street, like a church being right on Ingram Street," says Mr Baxter. "At the end of the day, you're not going to stop developers building tall. So what you need to do is control it, and that's what the policy is there to do – control where they are and control the quality of them."

And just Barcelona's Lamine Yamal (231), West Ham's Mohammed Kudus (216) and Manchester City's Jeremy Doku (203) completed more than his 161 dribbles in that same time frame in Europe's top five leagues.
