Cabinet nod to Rs 8,300cr Bhubaneswar bypass road project; to ease congestion on NH-16

Bhubaneswar: The Cabinet Committee on Economic Affairs, chaired by Prime Minister Narendra Modi, on Tuesday approved the construction of a six-lane access-controlled 'Capital Region Ring Road' — Bhubaneswar bypass stretching 110.875km — at a total cost of Rs 8,307.74 crore.
Disclosing the Cabinet decision, information and broadcasting minister Ashwini Vaishnaw said the bypass road was a long-pending demand to ease traffic congestion on NH-16 between Cuttack and Bhubaneswar, part of the Golden Quadrilateral project. "It's a very important project and part of the Prime Minister's Purvodaya vision," the minister said, adding it will be a very modern project, with construction to be completed in two and a half years.
The project cost includes the repair and maintenance cost for 15 years.
CM Mohan Charan Majhi said, "The landmark infrastructure project will significantly strengthen connectivity, decongest major urban centres, enhance logistics efficiency, and open new avenues for economic growth and prosperity in Odisha and the eastern region."
The project will be executed in the hybrid annuity mode (HAM), which is a public-private model in which the govt pays 40% of the cost during the construction phase while the developer invests the remaining 60%.
The govt repays the 60% cost with interest over a period of 15-20 years after the completion of the project as annuity payments, and the developer doesn't collect tolls. Toll collection from projects developed under HAM is the responsibility of the govt.
Currently, connectivity between Rameshwar and Tangi on the NH-16 experiences significant congestion due to the high traffic volumes passing through the highly urbanised cities of Khurda, Bhubaneswar and Cuttack.
To address these challenges, the project is proposed to be developed as a six-lane greenfield highway. The project will provide significant benefits to Odisha and other eastern states by diverting heavy commercial traffic away from Cuttack, Bhubaneswar and Khurda on the Kolkata-Chennai corridor. It will enhance the efficiency of freight movement, reducing logistics costs and driving socio-economic growth in the region.
The project alignment integrates with three major national highways (NH-55 connecting Sambalpur and Cuttack, the Balangir-Khurda NH-57, and Angul-Athagarh-Krushnashyampur NH-655) and state highway (SH-65), which connects Narasinghpur with Athagarh. The ring road will provide seamless connectivity to key economic, social and logistics nodes across Odisha.
Additionally, the upgraded corridor will enhance multi-modal integration by connecting with 10 economic nodes, 4 social nodes, and 5 logistic nodes, providing enhanced multimodality with Khurda Road railway station, Bhubaneswar airport, and the proposed multi-modal logistics park (MMLP) at Paradip, besides the proposed Astarang port, thereby facilitating faster movement of goods and passengers across the region.
The project will also generate around 74.43 lakh person-days of direct and 93.04 lakh person-days of indirect employment. Upon completion, the bypass will play a pivotal role in regional economic growth, strengthening connectivity between major religious and economic centres and opening new avenues for trade and industrial development and prosperity in the surrounding regions.

We coordinated our positions on the war in Ukraine in order to move towards a just and lasting peace, with strong guarantees for Ukraine and Europe's security,' Macron said in a post on X. He added, 'On trade issues, we agreed to strengthen our economic exchanges and our strategic partnership in all areas — this is the key to our sovereignty and independence. Following up on the AI Action Summit held in Paris last February, we are working towards the success of the AI Impact Summit to be held in New Delhi in 2026.

Visakhapatnam: Bheemunipatnam MLA Ganta Srinivasa Rao informed that he will set up a Bheemili Development Forum with intellectuals from different communities for the development of the region irrespective of the political party they belong to. Speaking to the media here on Thursday along with Mayor Peela Srinivasa Rao, the MLA mentioned that the forum members would meet every three months and make decisions for the development of the constituency. The MLA informed that a Bheemili vision document is being prepared for the strategic development. According to the latest proposal, Srinivasa Rao stated that the government has decided to divide the constituency into two GVMC zones. The constituency has a population of over 3.75 lakh, and will be divided into two zones for administrative convenience, the MLA underlined. 'When I appealed to the government for the proposal, a positive response was received from the government,' the MLA recalled. He said that the issue of merging Bheemili rural, Anandapuram and Padmanabham mandals into GVMC should also be resolved in the council and sent to the government. Briefing about the prevention of beach erosion, Srinivasa Rao said that other protective measures including retaining walls will be taken up at a cost of Rs 210 crore. He said that the difficulties faced due to erosion will be resolved. Further, the MLA mentioned that a drinking water project will be initiated at a cost of Rs 595 crore to prevent water shortage in the rapidly developing Madhurawada area and underground drainage system will be taken up at a cost of Rs 292 crore to overcome the sewage problem. He revealed that infrastructure is being improved at a cost of Rs 100 crore in 9 GVMC wards of the segment. He recalled that he developed the constituency to the tune of Rs 4,700 crore as a minister between 2014 and 2019. Keeping the previous development in view, people of the segment were given a majority of 93,000 votes in 2024 polls, he added. Srinivasa Rao said that the Bhogapuram Greenfield International Airport would be readied by June 2026, and the Road Development Plan (RDP) has also been prepared to widen the existing Bheemili-Tagarapuvalasa road to 150 feet to cope with the increasing traffic congestion by that time. He said that the expansion work will be carried out as per the revised final RDP approved after taking the opinions of the locals. He suggested to Mayor Peela Srinivasa Rao to consider the possibility of allocating shops in the shopping complex along with TDR for those who would lose their lands in the road expansion. The MLA stated once the IT companies operations commence in Visakhapatnam, about 1 lakh people will get direct and indirect employment in IT companies like TCS, Google, Cognizant, Sattva, and Adani Data Centre. The MLA mentioned that he approached the RTC officials to introduce buses between Bheemili and Vizianagaram.

BSNL launches triple play service

Vijayawada: Chief General Manager Telecom (CGMT) M Seshachalam announced here on Thursday that the BSNL introduced the most affordable triple play service at just Rs.400 a month. Speaking to the media on Thursday the CGM said there is high speed internet, 400 plus TV channels and nine OTTs and unlimited voice calls in a single plan. On the occasion of Independence Day, the state-owned telecom giant BSNL has introduced the new triple play plan for customers offering internet, TV and telephone services at most affordable places. He said ETV, MAA TV, Gemini TV, Zee TV and many more are available. He disclosed that the plan is available across cities, towns and villages in AP Circle. He said the customers can subscribe by sending a 'HI' message to WhatsApp No 1800 4444 to register or contact BSNL customer service centre.
