Pollutants order changes post Covid pandemic: Cooking, industry emissions on PM2.5 rogue list

Kolkata: On the occasion of World Environment Day, the West Bengal Pollution Control Board (WBPCB) released a comprehensive report revealing how Kolkata's air pollution sources had significantly shifted in the years following Covid-19 pandemic.
The analysis, drawing on two landmark studies — NEERI's pre-pandemic source apportionment study (2019) and TERI's recent post-pandemic study (2025) — shows a perceptible change in sectoral contribution to two key pollutants: PM10 and PM2.5. Significantly, only these two pollutants breach the national ambient air quality standard (NAAQS).
Earlier, releasing the report, Bengal environment minister Chandrima Bhattacharya, WBPCB chairman Kalyan Rudra, additional chief secretary of the environment department Roshni Sen, former VC of Bengal Engineering and Science University (BESU) Ajay Roy, and WBPCB member secretary J P Meena emphasised how plastic pollution plays havoc with our lives and biodiversity.
WBPCB chairman Kalyan Rudra declared an award for students for collecting and responsible disposal of plastic wastes through its network of 5,000-plus schools in Bengal.
According to the findings, coarse particulate matter (PM10) in the city saw a decrease in dust-related emissions, from a dominant 57.3% in 2019 to 43% in 2025, suggesting possible improvements in street cleaning and construction regulation. However, this was offset by rising contributions from household cooking (from 13.3% to 18%), industry (5.9% to 12%), and vehicular tailpipe emissions (8% to 13%).
Notably, refuse burning and secondary sources, which were negligible in 2019, emerged as more prominent contributors in 2025.
Fine particulate matter (PM2.5), which poses graver health risks due to its ability to penetrate deep into the lungs, now sees an increased contribution from industrial emissions (7% to 21%) and cooking (27.9% to 29%). Dust emissions halved (from 24.7% to 12%), while secondary aerosols — a complex mixture formed through chemical reactions involving vehicle, industrial, and power plant emissions — came into sharp focus, now accounting for 13% of PM2.5.
This rise suggests a growing influence of chemical pollutants in the city's atmosphere.
The report also notes that while policies such as the introduction of BSVI vehicles and the uptake of electric mobility helped reduce PM2.5 from tailpipes (23.5% to 20%), older vehicle fleets continue to be significant emitters of PM10.

The city appears to be far from meeting either of the targets. Donate For Health Donate Now Undo From FY21 to FY22, average concentrations of PM10 reduced slightly from 229 µg/m³ to 209 µg/m³, but the following year, it went up to 212µg/m³. The city logged a more sizeable improvement the years after, with average PM10 level at 190 µg/m³ in 2023-24, and 153 µg/m³in 2024-25. The Centre for Science and Environment (CSE) also found through a right-to-information (RTI) application that most of NCAP funds used in Faridabad were deployed for dust control measures such as paving roads and using mechanical sweeping machines and water sprinklers. Less than 1% of Rs 43.7 crore was spent to curb industrial emissions, the think-tank said. Asked about this focus on dust mitigation, a Faridabad corporation (MCF) official said on Monday that funds were allocated to traffic and vehicle management as most industries have been shifted out of NCR. "Funds were utilised for prevention of parking in non-designated areas, setting up charging infrastructure for electric vehicles (EVs), and providing training and skill development for officials," he said. Additionally, NCAP funds were used to implement a public awareness campaign on pollution sources, control measures and afforestation. "The aim is to create a cleaner, healthier environment for residents and to bring the city's air quality within the acceptable limits," the official said. Experts told TOI that the measures taken in Faridabad were not enough to dramatically reduce pollution. "In the case of Faridabad, mostly funds are being used for the use of sprinklers and mechanical road sweeping machines, widening roads, and black-topping to maintain pothole-free roads. These are very minimal steps. More concrete moves need to be taken to show progress," said Shubhansh Tiwari, a research associate at CSE. Tiwari said it's challenging to independently assess the trend in PM10 concentration based on manual monitoring as data from the monitors was not available in the public domain. Manoj Kumar, an analyst at the Centre for Research on Energy and Clean Air (CREA), said underutilization of NCAP funds raises serious concerns. "This limited utilisation must be assessed, not just in terms of expenditure, but in terms of actual air quality improvements achieved. The city continues to record PM levels well above NAAQS standards. Unless remaining funds are effectively used, Faridabad is likely to remain among the most polluted cities in NCR and the broader Indo-Gangetic plain," he said.

This is the second major outbreak in three years, with the 2022 episode having claimed around 1,500 livestock, mostly in the north Gujarat region. Officials from the state animal husbandry department said that early detection of the virus was made possible through proactive ground-level surveillance, especially by testing milk samples for viral and bacterial presence at the source. This form of milk-based disease surveillance served as a critical early warning signal, according to sources in the department. "The current strain shows low virulence and infectivity. Most fatalities have occurred among sub-adult animals that missed vaccination due to age criteria," she said. More than 6.29 lakh cattle were vaccinated across the state, with vaccinated animals showing minimal infection, Thakar added. Officials have urged farmers and cattle rearers to ensure timely vaccination of all livestock to avoid further spread or loss. The outbreak also puts the spotlight on the state's broader One Health initiative—an integrated approach that monitors human, animal, and environmental health. As part of this, Gujarat has implemented wastewater and air surveillance for the early detection of pathogens, while milk sampling is helping flag potential disease outbreaks in livestock. "He always told me to serve the people and never misuse power or hold grudges against bureaucrats," Bhoyar said. Receiving an honour from NU, Datta Meghe expressed gratitude and pride. "From being a simple student to receiving this recognition, it's a full-circle moment for me. Even former PM PV Narasimha Rao studied here. NU has given India some of its finest minds," he said. Acting vice-chancellor Madhavi Khode-Chaware traced NU's evolution from a modest beginning in 1923 under British rule to a vibrant academic hub with nearly four lakh students and 47 departments today. She highlighted recent advancements, including courses in drone technology, cyber science, and 350 Constitution-focused modules under the National Education Policy.
