Kobakhidze says EU threats to revoke visa-free status part of ‘global war party' and ‘deep state' conspiracy

In a lengthy, conspiracy theory-filled public statement on Friday, Georgian Prime Minister Irakli Kobakhidze spoke about the new sanctions package against Russia and possibility of EU halting its visa-free regime with Georgia. He once again referred to Georgian Dream conspiracy theories about the so-called 'deep state' and the 'global war party' secretly controlling the world, along with new twists, adding that the forces are trying to 'destroy both Europe and Russia at the same time'.
Before reading out the statement, Kobakhidze said he was presenting the Georgian Dream party as a leader and was presenting the party's position. Quickly, he launched into familiar conspiracy theory-tinged rhetoric Georgian Dream has used since its electoral campaign in 2024, that the global war party wants to push Georgia to open a second front by attacking Russia, and to achieve this goal, is using EU structures and bureaucracy to threaten Georgia.
The global war party and deep state are two nebulous terms that regularly fit into Georgian Dream's conspiracy theories, and refer to shadowy forces that are trying to overthrow the Georgian government and push it into war.
Kobakhidze accused the previous US administration of imposing unjust sanctions against the Georgian Dream billionaire founder and honorary chair Bidzina Ivanishvili for 'not opening the second front'.

At the beginning of Russia's full-scale invasion of Ukraine, Kobakhidze said that Georgia did everything to politically support Ukraine, including joining 'hundreds of resolutions', co-sponsoring investigation of war crimes, sheltering Ukrainian refugees, sending humanitarian aid, and other activities.
'So we opened the discussion and asked a rhetorical question — what did Georgia do [to deserve this blackmail]? The answer to this question was found by our political team and Georgian society very soon — we did not engage in war, we did not open the second front in our country against Russia, which is why the former [US] administration, instructed by the global war party, also known as the deep state, decided to punish Georgia', he said.
Two days before the briefing, Mamuka Mdinaradze, the head of Georgian Dream's parliamentary faction, claimed that the demand to push Georgia into war was not on the agenda anymore.
'It seems this issue is not on the agenda today. No one tells us to start a war, I am honestly telling you, compared to the period from a few years ago, it is different', Mdinaradze said at the time.

Just days later, the party statement said the opposite, as Kobakhidze alleged the demand to push Georgia to join in the war between Russia and Ukraine has not weakened, but has rather become more intense.
Continuing on, Kobakhidze said the warmongering pressure came not just from the administration of former President Joe Biden, but also today through European bureaucracy.
'It is no longer a secret that the global war party has European bureaucracy in full coordination and is wildly blackmailing our country', he said.
Kobakhidze added that the goal is the same — to get rid of the Georgian Dream government which will 'not be useful' to open a second front — and then install 'their agents'.
He said the recent resolutions about Georgia in the European Parliament and the threat of possibly halting the EU's visa-free regime with Georgia serve the same goal.
'The logical question arises — what can a law on transparency or the protection of family values have in common with visa liberalisation? Obviously, these two issues have nothing to do with each other, but the eurobureaucracy coordinated by the global war party is trying to find some kind of basis for the blackmail and pressure it is carrying out'.
'The desire to open a second front is so great that the global war party has reorganised the entire European bureaucracy into attack mode on Georgia, and is considering the abolition of visa-free travel as the last trump card left in their hands', he continued.
Continuing on, Kobakhidze continued further with the conspiracy that the global war party is doing everything to 'place the burden of the Ukrainian issue entirely on Europe's shoulders' and to destroy Europe and Russia altogether, as the leadership of EU member states currently want to prolong the war.
'The maximum armament of Ukraine, the supply of long-range weapons, the tightening of sanctions against Russia, the statements of retired generals that they are preparing for war with Russia in the near future — all this clearly demonstrates the plan of the global war party, to continue and intensify the Russian–Ukrainian war at the expense of Europe, the processes that are related to the weakening of Europe on the one hand and Russia on the other, of course, these processes will end with such an outcome', he said.
Kobakhidze then highlighted the decision to increase funding for military spending in the EU, which he said 'would further aggravate the economic situation and social background of the EU' and turn European countries into militarised states.
In conclusion, Kobakhidze spoke about the new US administration of President Donald Trump, claiming that Washington's attitude towards Georgia has radically changed. Echoing past comments, he said Georgian Dream wishes success in Trump's 'fight against the deep state'.
'But we have a reasonable doubt — it is possible this fight may result in the defeat of the deep state, but rather its rebranding. Its goal is to push the US aside and fully engage Europe in the Russia–Ukraine war and finally destroy Europe and Russia altogether', he said.
He added that so far, the new administration has done nothing to 'correct' Biden's mistakes in regards to Georgia, and mentioned that the 'unjust sanctions' remain in place.
After delivering the statement, Kobakhidze responded to several questions from journalists. When asked about the possible consequences of halting the visa-free regime with the EU, he responded that it was only a 'technical issue'.

'You either have to stand in queue [for visas] or not', he said. 'A lot of Georgians go to EU member countries to receive different types of medical treatment, without a visa-free regime, this will become harder for them'.
'If you want to receive high-quality medical care in a specific direction, there are other countries, there are many countries. This is a far-fetched story, it is speculation [that the visa-free status will be removed'.
Touching on demands in the recently adopted EU Parliament resolution about Georgia and the law on family values, Irakli Kobakhidze compared Georgian Dream to the 15th century Italian philosopher Giordano Bruno, who was burned at the stake for heresy.
'Giordano Bruno was burned because he proved that the Earth rotates. Today, people are burned because they believe that a man is a man and a woman is a woman. The European bureaucracy tells us that because of this, our visa liberalisation should be abolished and our visa liberalisation should be burned', he added.

Naftogaz announced the deal via a press release on Monday. 'This is a small volume but strategically important step that paves the way for long-term cooperation. It is also another example of diversifying supply sources and strengthening Ukraine's energy security', the CEO of Naftogaz, Serhii Koretskyi, said. In the press release, Naftogaz also extended its gratitude to Ukrainian President Volodymyr Zelenskyi, the Ukrainian government, and Ukraine's Energy Ministry 'for their support in reaching this agreement', as well as to its Azerbaijani colleagues 'for their trust'. Ukraine announced the new Trans-Balkan route through Bulgaria, Romania, and Moldova in May 2025 'Having phased out Russian energy carriers, Ukraine, like our partners in the EU, is actively working to find alternative gas supply routes. The use of the Trans-Balkan route is important in this context', a press release by Ukraine's Energy Minister Herman Halushchenko said at the time. A source told Reuters in June that the new route could allow Ukraine to import up to 1 billion cubic metres of gas between June–October 2025, with a daily import capacity of 7,000 cubic metres. As part of its effort to shift away from dependency on Russian energy, the EU has increasingly turned toward Azerbaijan. However, there are concerns that Azerbaijan still works to launder Russian fossil fuels to be sold in the European market. Previously, in May, the UK sanctioned a state-owned Azerbaijani tanker as part of efforts to block Russia's oil trading shadow fleet. An investigation by the Organised Crime and Corruption Reporting Project (OCCRP) found that the ship in question, the Zangazur, was owned by the Azerbaijan Caspian Shipping Company and that the Azerbaijani government owned the entirety of the company's shares. Based on shipping data, the OCCRP recorded the Zangazur paying regular visits to the Russian port of Primorsk, west of Saint Petersburg, which features an oil terminal, as well as to the Turkish port of Nemrut, where Azerbaijan's state-owned STAR oil refinery is located. According to data collected by the advocacy group Global Witness, Azerbaijan's STAR refinery processed a large amount of Russian crude oil in 2024. 'The vast majority of STAR products imported by the EU this year have likely been made from Russian oil', Global Witness stated in a July 2024 report. Such imports follow a 2022 Memorandum of Understanding (MOU), according to which Azerbaijan would double its supply of gas to the EU, which would allegedly, as European Commission President Ursula Von der Leyen highlighted at the time, 'compensate for cuts in supplies of Russian gas and contribute significantly to Europe's security of supply'.

Ex-Defense Ministry Officials, Ex-Minister's Relative Arrested on Embezzlement Charges

The State Security Service of Georgia (SSSG) arrested former Deputy Defense Minister Giorgi Khaindrava, the former head of the Defense Ministry's procurement department, and a relative of ex-Defense Minister Juansher Burchuladze on charges of embezzling a large sum of money from the ministry. The arrests come amid a series of prosecutions and controversies involving former Georgian Dream officials and business associates, as the ruling party intensifies its anti-corruption rhetoric, while critics point to possible internal power struggles and waves of retribution. According to the SSSG, a coordinated group executed a criminal scheme in 2023 that resulted in the embezzlement of GEL 1,333,728 (approximately USD 500,000) from the state budget. 'The group conducted the procurement of medical equipment without actually carrying out real market research,' Emzar Gagnidze, head of the SSSG's Anti-Corruption Agency, stated during the July 27 briefing . The SSSG stated that the group ensured only 'interconnected' companies 'closely linked' to Burchuladze's relative were allowed to participate in the procurement process, which was deliberately structured to inflate the price of medical equipment through sham transactions involving private firms and same-day tax documentation. 'As a result, the Georgian Defense Ministry carried out the procurement of medical equipment at a price significantly above market value,' Gagnidze said. He highlighted an 'important circumstance,' noting that the then-defense minister's close relative had assured the pre-selected companies of a 'guaranteed win,' citing his connections to 'relevant officials.' The detained individuals now face 7 to 11 years in prison on charges of large-scale embezzlement committed by a group in prior agreement and through abuse of official position, under Articles 182 (2-a,d) and 182 (3-b) of the Criminal Code of Georgia. Although former Defense Minister Juansher Burchuladze was not directly named, the alleged crime took place during his tenure, which lasted from 2021 to 2024. In February 2024, shortly after Burchuladze's resignation, Mtavari Arkhi channel reported that the SSSG had begun questioning his deputy, Giorgi Khaindrava, and Vladimer Ghudushari, head of the procurement department, both of whose initials match those mentioned in the SSSG's July 27 briefing. While independent corruption watchdogs have long highlighted suspected corruption in state agencies—often involving preferential procurement schemes—the Georgian Dream government has stepped up its crackdown on alleged corruption cases only in recent months. In June, SSSG also arrested ex-Deputy Economy Minister Romeo Mikautadze on corruption-related charges. Independent news outlet Meydan TV reported that the residents claim that there were no documents confirming the authorities' right to demolish the houses. 'Here, 145 families live, and more than 120 houses are located in this area', a Montin-Keshla resident told OC Media on the condition of anonymity. 'No one from the authorities talked to us about this and we don't know what will happen with the residents. We are being forced to leave the area and now we are moving', they continued, adding that many of the houses being demolished had been there since 2005. 'On Thursday, in front of my eyes, around five people were detained. People were forcibly kicked out of their houses, that is why they confronted police', the resident said. The demolition of the houses is part of the Baku City Plan, a project where Baku will construct again and the old buildings in the many streets will be demolished. As the plan has unfolded, pro-government media has downplayed how it is impacting local residents. Pro-government TV Khazar has quoted as a representative of Azerbaijan Railways as saying that the main reason the houses were being demolished in the area is to remove obstacles around railways forcing trains to go slower when passing through the town. Advertisement The demolition of these houses has been in the pipeline since 2015, with local media reporting that there were 2,840 illegal buildings in the area — of these, 2,304 are residential buildings. At the time, the Transportation Ministry indicated that 883 buildings should be demolished immediately. Several similar incidents have taken place in Baku before; in March, the construction company Melissa Group demolished a house in Baku's Yasamal district while a resident was still inside. After the footage of the incident spread on social media, the foreman and driver of the excavator carrying out the demolition work were detained, in addition to the head ofthe construction company. In February, the European Court of Human Rights (ECHR) fined the Azerbaijani government approximately €1.7 million ($1.8 million) for illegally demolishing a number of properties in central Baku in 2010 in order to create a new park.
