FIR against YouTube channels for PAT paper leak
An FIR was filed against a few YouTube channels for allegedly leaking the Periodic Assessment tests (PAT)-1 exam question papers online at Vishrambaug Police Station on Wednesday evening, said Inspector Arun Ghodke. The complaint was filed by Sangita Shinde, assistant education director of the State Council of Educational Research and Training (SCERT). Ghodke said, 'The council conducts the PAT exams across Maharashtra for Classes 2 to 8. The papers are published in Pune and they are sent across the state. Papers were scheduled for August 7 to 8 for Marathi, English, and Math. The channel claimed to share them online few days ago.' He added, 'These exams are not like board exams but because this kind of thing should not happen again, an FIR has been filed. There is no labelling or packaging for these papers. We have sent an email and blocked the YouTube channel. We will now investigate whether these were the actual papers or some edited documents. We will track the IP address and figure out who's channels they are.' According to the complaint, the state government started PAT for students of Classes 3 to 9 for the academic progress of students with the subjects of Marathi as the first language, Mathematics and English as the third language since 2021. From 2023, the State Council of Educational Research and Training organised a basic test for all government, semi-government and aided schools in the state from August 6 to 8 for the progress of students. Accordingly, correspondence was sent to all education officers of all districts, all district administration officers and all education inspectors in Mumbai. From July 17 to 31, documents required for the examination were sent by the council through a private cargo company. It was after this that it was found the papers were leaked on YOuTube channels.

'Even If Not Convicted...': Supreme Court Jabs Probe Agency On Conviction Rate
New Delhi: The Enforcement Directorate 's conviction rate - 0.1 per cent of 5,892 money laundering cases filed in the first six months of this year - has been red flagged, again, by the Supreme Court. The court also took a shot at the federal agency's habit of incarcerating suspects for extended periods while they try to build a case - a habit called out by the opposition - and said, "... and even if they are not convicted, you have been successful in sentencing them almost without a trial for years together." The stinging reprimand came as a Chief Justice BR Gavai-led bench was reviewing a May judgement on JSW Steel's acquisition of Bhushan Power and Steel Ltd, or BPSL. The court had then said JSW's resolution plan for BPSL was "illegal". But in July that verdict was recalled after petitions filed by both sides, as well as public lenders like the State Bank of India; the court said certain facts had to be reconsidered. However, it was sharp observations on the efficacy of the ED that raised eyebrows. The topic came up when a lawyer referred to the agency's investigation into BPSL. To this the Chief Justice quipped, "Here also the ED is there?" Appearing for the agency, Solicitor General Tushar Mehta complained of a "narrative being built on YouTube" (against the ED and its investigation timelines), and pointed to what he said was a little-known fact - that it had recovered Rs 23,000 crore in laundered cash. "In some cases, when politicians are raided and cash was found, our (cash-counting) machines stopped functioning... we had to bring new machines," he declared. The court, however, reminded the Solicitor General it does not "decide matters on narratives". "I don't see news channels... I see headlines in newspapers in the morning for 10-15 minutes only," the Chief Justice responded, and seized on a more pertinent point. "What is the conviction rate?" the Chief Justice asked. Mr Mehta acknowledged that conviction rates are 'very low' but blamed 'ills plaguing the criminal justice system'. The Chief Justice then shot back, "Even if they (suspects in money laundering cases) are not convicted you have been successful in sentencing them almost without a trial for years..." The exchange follows different benches of the Supreme Court criticising the 'high-handedness' of the ED, particularly in money laundering cases involving opposition leaders. In March the government told Parliament - as the ED was grilling RJD patriarch Lalu Prasad Yadav - that the agency's decadal conviction rate for cases against politicians is 1 per cent. In fact, last year there were multiple instances in which the Supreme Court hauled up the ED over its handling of cases, including telling it it cannot "keep filing chargesheets to keep people in jail". That rebuke was delivered by then-Chief Justice Sanjiv Khanna after the ED filed supplementary chargesheets to claim denial of bail to an accused jailed for 18 months. The court made a similar observation in April the year before; Justice Krishna Murari and Justice CT Ravikumar said, "Without completing investigation, a charge sheet cannot be filed by an investigating agency only to deprive an arrested accused of his right to default bail..." Both were jailed for months before being given bail by the Supreme Court. The opposition has repeatedly criticised the government over its use, they say, of federal investigative agencies like the ED to 'target and harass' rival politicians, particularly before elections. In response, the ruling BJP has just as repeatedly denied such claims, and said each investigative agency works independently towards its goal of rooting out all corruption.

Allegations fly thick and fast after Dharmasthala clashes: 7 FIRs filed against local residents, journalists
The Karnataka Police registered seven FIRs hours after clashes that took place over alleged partisan media coverage of the Dharmasthala secret burial case near the town and neighbouring Ujire in the Dakshina Kannada district Wednesday evening. While four FIRs are registered at the Dharmasthala police station in connection with the assault on YouTubers, three were registered at the Belthangady police station. The clashes took place amid inspections being carried out in Dharmasthala by a Special Investigation Team, formed after a whistleblower filed a police complaint claiming that he had been forced to bury several bodies of alleged sexual assault and murder victims in the temple town. The first of the seven FIRs was based on a complaint filed by Ajay Anchan of the Kudla Rampage YouTube channel. He told The Indian Express that he was covering the visit of a TV personality to the house of a teenage college student who was allegedly raped and murdered in 2012. 'TV personality Rajath had gone to her house, and we were there to meet him. He told us that he was getting late and would meet us midway. At Pangala Cross, we stopped and took his response. As soon as it was over, some people came there and complained that I was talking about (BJP MP and secretary of the Shri Dharmasthala Manjunatheshwara Educational Society) D Veerendra Heggade and Dharmasthala,' said Anchan. 'When I asked them to give details about the defamatory comments made by me, they turned irate. The members in the group said that their 'dhani' had asked them to break our hands and legs, and started assaulting me and others,' he added. Meanwhile, the police in a release said, 'Around 15-20 miscreants attacked the complainant, cameraman Suhas, Santosh of Sanchari Studio and Abhishek of United Media.' The police booked the accused under sections of the Bharatiya Nyaya Sanhita (BNS) for unlawful assembly and voluntarily causing hurt, among others. The second FIR was filed against residents of Dharmasthala for refusing to disperse from the spot despite directions from the police. The third was against the residents for staging a protest in front of the Dharmasthala police station without any prior permission from the authorities. Another FIR was for the alleged attack on one Pramod Kumar Shetty by a group of 30-40 people claiming to be 'supporters of Dharmasthala'. The first of the three FIRs registered at the Belthangady police station was for an alleged assault on the reporter of a Kannada news channel by supporters of a group formed to seek justice in the 2012 rape-murder case. Harish R, a reporter of Asianet Suvarna News, claimed that activists Girish Mattannavar and Mahesh Shetty, YouTuber Sameer MD, Jayanth T and several other unidentified people attacked him when he went to a hospital to cover the attack on YouTubers. The group allegedly assaulted the reporter after recognising the logo of his channel. They punched him in the face and shoved him around, according to the FIR. A counter FIR at the station alleged that the reporter had hurled abuse at the activists and supporters of the YouTubers who were allegedly assaulted near Dharmasthala. The FIR named Asianet Suvarna News anchor Ajit Hanumakkanavar, accusing him of broadcasting false news claiming that Shetty had attacked the reporter. The last FIR was against the group seeking justice for the college student group for unlawful assembly in front of the hospital at Ujire. Responding to the clashes, Karnataka Home Minister G Parameshwara told reporters at Bengaluru that he has sought a report from the police regarding the cause of the incident Meanwhile, the police stepped up security at Ujire and Dharmasthala following the incident. The SIT probing allegations of secret burials in Dharmasthala Wednesday visited the grama panchayat office in the temple town, including those related to staff who worked there from 1998 to 2014, when the alleged murders and secret burials took place. Since July 29, SIT officials have dug up 12 of the 13 sites the whistleblower cited in his complaint. They found fragments of a skeleton on the third day of the inspection and portions of another skeleton on Monday. They were expected to inspect spot 13 Thursday.
