Bhubaneswar: State govt on Friday reappointed Jagneshwar Dandapat as in-charge vice-chancellor of Utkal University, three days after removing him from the post. The office of the chancellor issued a notification regarding his appointment on Friday.
Govt sources said Dandapat was removed to comply with the provisions of the Odisha Universities Amendment Act 2024, under which only the VC of a nearby university can be in-charge of a state university in case of a vacancy. The reappointment was done using provisions of a recent ordinance promulgated on July 16, which empowers the governor to appoint anyone as in-charge VC pending regular selection.
Dandapat, a senior faculty member of the university's biotechnology department, took charge as in-charge VC on Friday evening immediately after receiving the order.
Before the cancellation of his appointment on July 22, he was appointed in-charge VC on May 27 after Sabita Acharya's extended tenure ended on May 23.
However, on June 3, high court lawyer and university alumnus Prabir Kumar Das filed a PIL alleging that the appointment violated Section 6(10) of the Act. Later, the state govt informed the court that the appointment was cancelled. The court disposed of the case.

In an official statement, the Rekha Gupta-led government said that currently, Sections 14, 15, and 16 of the Delhi Shops and Establishments Act, 1954, prohibit women from working between 9 pm and 7 am during summers and between 8 pm and 8 am during winters. 'In a major step towards empowering women and enhancing their self-reliance, the Delhi Government under Chief Minister Rekha Gupta has taken a landmark decision to allow women to work in night shifts (24×7) in shops and commercial establishments," the statement reads. Women's safety a priority Highlighting the safety framework, the chief minister stated that stringent measures are being implemented to ensure women's security during night shifts, including compulsory transportation facilities and comprehensive CCTV surveillance. She noted that similar permissions are already in place in Haryana, Telangana, Madhya Pradesh, and Tamil Nadu. To safeguard women working on night shifts, a comprehensive set of conditions will be mandatory for all establishments. 'Written consent of female employees will be required prior to assigning night shifts. Workplaces must have CCTV surveillance, female security guards, and secure transport facilities. Each establishment must also constitute an Internal Complaints Committee under the Prevention of Sexual Harassment (POSH) Act. Furthermore, restrooms, toilets, lockers, and other basic amenities must be provided," the government stated. Additional conditions include mandatory electronic payment of wages (bank/ECS), provision of all statutory benefits, including ESI, bonus, provident fund, as well as weekly offs and overtime compensation. Gupta stated that this decision will not only contribute to making Delhi a 24×7 business hub but also significantly enhance women's participation in the workforce and improve the city's ease of doing business rankings. 1 2 Guwahati: Opposition leader and senior Congressman Debabrata Saikia claimed on Tuesday that the state govt plans to seize land from hundreds of indigenous families near Guwahati airport to hand it over to the Adani group for an aerocity project. The move has sparked unrest in the villages of Garal, Mirzapur, and Azara, as residents received land acquisition notices from the Kamrup (Metro) administration in recent days. "The Assam govt is planning to evict more than 1000 families and acquire a large amount of land for the proposed Adani group's aerocity at Guwahati airport. The govt intends to acquire the land in the name of Assam Industrial Development Corporation (AIDC) to transfer it to the Adani Group for the aerocity," Saikia alleged. Congress and several other opposition parties earlier opposed the Centre's decision to transfer the management of Guwahati airport to the Adani group. Saikia said previously, in 2021, the state govt evicted 54 families for airport expansion. "This acquisition of ancestral land demonstrates the govt's ruthlessness. Despite claiming to prioritise Assamese interests, the chief minister's actions reveal a bias towards capitalists. Additionally, local businesses, including homes, flats, and small enterprises, will be negatively impacted," Saikia cautioned. He rued that the state govt is using the 'outdated' Assam Land (Requisition and Acquisition) Act, 1964, for this acquisition instead of The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (RFCTLARR Act). "RFCTLARR Act, 2013 ensures fair compensation and consent from affected families," he said. While the affected villagers have formed a committee to protest the move, many local businesses fear significant losses from the aerocity project. "They said guest houses, hotels, and restaurants around the airport in Borjhar, Azara, Mirza, and Dharapur will struggle to compete with Adani's Aerocity, reducing their sales and demand," Saikia said. Days after Himachal Pradesh Governor Shiv Pratap Shukla expressed concern about the drug menace in the State, Chief Minister Sukhvinder Singh Sukhu on Tuesday said his government has adopted a zero-tolerance policy towards the drug menace, even as it decided to introduce mandatory dope testing for 'Chitta' (heroin) during police recruitment. He made the remark during the Cabinet meeting held under his chairmanship in Shimla. The Departments of Police, Social Justice and Empowerment, and Health elaborated the steps being taken to combat drug abuse in Himachal Pradesh. 'The State government has adopted a zero-tolerance policy towards the drug menace and is fully committed to protecting the youth from falling victim to drug abuse,' said Mr. Sukhu, adding that there's an urgent need of coordinated actions to dismantle drug networks to protect the youth of the State from addiction. The Cabinet decided to introduce mandatory dope testing for 'Chitta' (heroin) during police recruitment. Besides, all new government employees will be required to submit an undertaking confirming they do not consume 'Chitta', said an official statement, adding that strict action would be taken against any government employees found involved in drug-related activities. 'It was informed during the meeting that the drug abuse situation in Himachal Pradesh remains under control, with Narcotic Drugs And Psychotropic Substances (NDPS) Act, 1985 cases accounting for nine percent of total cases, significantly lower than Punjab's 20%. Under the tenure of the present government, 45 cases were registered, and properties worth Rs 42.22 crore belonging to individuals involved in drug-related activities were attached. This marks a more than two-fold increase in the number of cases and a three-fold increase in the value of properties seized as compared to previous periods,' it added. The Chief Minister directed the Health Department to intensify its efforts in capacity building, awareness generation, treatment, counseling, follow-up, and rehabilitation of individuals affected by drug addiction. Besides, he emphasized the need for a coordinated approach, asking all concerned departments to work jointly in waging a comprehensive war against substance abuse. He also stressed the importance of regular interstate border monitoring to prevent drug trafficking.
