JAKIM investigates hospital catering firm without halal certification

The Suna day ago
NILAI: The Department of Islamic Development Malaysia (JAKIM) is investigating the appointment of a catering company without halal certification to supply meals at a hospital. Director-General Datuk Dr Sirajuddin Suhaimee stated that JAKIM is gathering detailed information to address the issue collaboratively.
Sirajuddin clarified that JAKIM only became aware of the matter after it was highlighted in the Auditor-General's Report. He emphasised that the Ministry of Finance requires all food suppliers to have halal certification and urged agencies to verify certification before appointing vendors.
JAKIM is prepared to assist companies in obtaining halal certification. Sirajuddin also noted that some Bumiputera businesses mistakenly believe their Muslim status exempts them from certification, stressing the need for mindset change.
Last year, JAKIM received 19,686 halal certification applications, with a majority from non-Bumiputera firms. Sirajuddin highlighted Malaysia's global halal recognition, with certification accepted in 47 countries through 85 foreign bodies. - Bernama

Constitution speaks for itself, says Kula on A-G's appointment

Deputy law and institutional reform minister M Kulasegaran said the auditor-general is appointed by the Yang di-Pertuan Agong on the advice of the prime minister and after consulting the Conference of Rulers. (Bernama pic) KUALA LUMPUR : The validity of the auditor-general's appointment is clearly outlined in the Federal Constitution and relevant laws, deputy law and institutional reform minister M Kulasegaran told the Dewan Rakyat today. Citing Article 105(1) of the constitution, he said the auditor-general is appointed by the Yang di-Pertuan Agong on the advice of the prime minister and after consulting the Conference of Rulers. Kulasegaran said this provision must be read together with subparagraph 1(1) of the First Schedule of the Audit Act 1957, which states that the auditor-general may be appointed from among members of the public service. 'It speaks for itself,' he said in his winding-up speech during the debate on the 2025 Auditor-General's Report Series 2. Kulasegaran was responding to Takiyuddin Hassan (PN-Kota Bharu), who had earlier questioned the legality of Wan Suraya Wan Radzi's appointment. Takiyuddin, a former law minister, said if Wan Suraya's appointment was not constitutionally valid, the work carried out under her leadership, including the audit report tabled in Parliament and certified by Wan Suraya, might likewise be invalid. The 2025 Auditor-General's Report Series 2, tabled in the Dewan Rakyat on Monday, flagged serious issues on how more than RM460 million of government funds were spent between 2020 and 2024. It singled out Felcra Bhd for questionable land deals, Universiti Kebangsaan Malaysia for its tenders, and the army for defence contracts. Earlier, Syahredzan Johan (PH-Bangi) urged the Dewan Rakyat to put the matter of the appointment of the auditor-general to rest. 'Those who are not happy about this should take the matter to court. This debate has gone on for too long,' he said.

PM's initiatives tackle rising cost of living in Malaysia

PAPAR: Prime Minister Datuk Seri Anwar Ibrahim's latest initiatives demonstrate the government's commitment to easing the financial burden on Malaysians, said Communications Minister Datuk Fahmi Fadzil. The expanded Sumbangan Asas Rahmah (SARA) programme will benefit 22 million citizens aged 18 and above, with RM2 billion allocated for one-off RM100 aid redeemable at over 4,000 outlets nationwide. Fahmi, also the MADANI Government spokesperson, emphasised that the move reflects the Prime Minister's responsiveness to public concerns. 'This was implemented after discussions with Cabinet members, and it clearly shows the Prime Minister's attentiveness, empathy and sensitivity to the public's concerns regarding the cost of living,' he told reporters after the Community Engagement Day at NADI Kampung Langkuas Kinarut. Additionally, the Rahmah Sales programme's allocation has doubled from RM300 million to RM600 million, ensuring at least one sales location per district. Fahmi noted that these measures highlight the government's focus on affordability. The Prime Minister also announced a reduction in RON95 petrol prices to RM1.99 per litre, with further details to be provided by the Ministry of Finance. Fahmi linked this to improved fiscal management, stating, 'This is a reflection of the government's effort in overcoming fiscal deficit, improving governance, and restoring investor confidence.' Looking ahead, Fahmi hinted at more comprehensive measures under the 13th Malaysia Plan (13MP) and MADANI Budget 2026. 'Insya-Allah, come October, the Prime Minister will present Budget 2026, where we can expect deeper, broader, and more responsive initiatives,' he added. – Bernama

Defence Ministry To Develop System To Monitor Contract Performance

KUALA LUMPUR, July 23 (Bernama) -- The Ministry of Defence will develop a contract monitoring system to enhance efficiency and transparency in the management of asset and project procurement, including earlier enforcement of actions against project delays. Deputy Defence Minister Adly Zahari said the move followed findings in the Auditor-General's Report (LKAN) 2/2025, which highlighted weaknesses in the enforcement of contract terms, particularly concerning the issue of late penalties. He said that under the ministry's current procurement system, penalties for delays were only imposed when extension of time (EOT) applications were considered, even though enforcement could have taken place earlier. 'An EOT should come with two scenarios — either with or without a late penalty. Sometimes EOT is granted without a penalty due to technical issues… but I believe if an EOT is to be granted, we can enforce it with a penalty. 'We acknowledge the weakness in enforcing contract terms, so we are in the process of developing a contract monitoring system to assist officers in tracking contracts,' he said when winding up the debate on LKAN 2/2025 for the ministry in the Dewan Rakyat today. Commenting on the findings in the Auditor-General's Report (LKAN), Adly said the ministry had issued a late penalty notice amounting to RM162.75 million on Jan 15 to the supplier of 68 Gempita armoured vehicles and two type B vehicles (non-armoured), following delivery delays between 2020 and 2023. He said the company had submitted a response letter and appealed for the penalty to be waived, citing force majeure due to the COVID-19 pandemic and the Russia-Ukraine conflict. 'The appeal was presented at the Contract Coordination Panel (CCP) meeting on May 6 and it was decided that the company would be subjected to the full late penalty of RM162.75 million. 'Secondly, the performance bond amounting to RM53.93 million and the remaining penalty will be recovered either by set-off from the current contract or collected separately from the company,' he said.
