
Marcos to merchant marine graduates: Carry the tradition of excellence
Marcos graced the commencement exercises of the PMMA Kadaligtan Class of 2025 on Friday. Transportation Secretary Vince Dizon was also in attendance.
''To our cadets, do not forget to carry your mission and – carry on the tradition of excellence of the PMMA. Let this day inspire you to live up to your class' name, bringing your own light even to the darkest of seas,'' Marcos said in his speech.
Marcos told the 252 graduates, who will serve in the Philippine Navy, the Philippine Coast Guard, and as merchant marines, that each path is different but they carry the same compass towards excellence and service.
''The seas are rife with danger. It will test you; it will push you to your limits, but above all, it will shape you into the mariner that you are meant to be,'' Marcos said.
''I believe your safe arrival at your destination is a triumph for yourself and for the people that you serve,'' he added.
Marcos ensured that the Maritime Industry Authority would exhaust all measures to provide more onboard training and opportunities.
The PMMA, formerly known as the Philippine Nautical School, was created in January 1963 through Republic Act No. 3680.
The PMMA produces efficient and well-trained merchant marine officers of an international caliber. The graduates spearhead Philippine efforts in international trade, and are also capable of serving as auxiliary naval officers during times of conflict. — Anna Felicia Bajo/RSJ, GMA Integrated News

Marcos tells South Korea's Lee: Int'l support necessary for PH maritime interests
President Ferdinand 'Bongbong' Marcos Jr. has emphasized the significance of continued international support for the Philippines' maritime interests and regional stability to South Korean President Lee Jae Myung. Marcos pointed this out during his first telephone conversation with the South Korean leader on Thursday, wherein they reaffirmed the strong and enduring strategic partnership between the Philippines and South Korea. To recall, President Lee assumed office on June 4, 2025. 'We discussed expanding trade and investment, advancing development initiatives, infrastructure and people-to-people exchanges,' Marcos said. 'We also remarked that our Strategic Partnership is an opportunity to deepen and expand relations,' he added. During the phone call, Marcos conveyed his warm congratulations and expressed his full support for President Lee's administration. They also reaffirmed their commitment to deepening the strategic partnership, emphasizing cooperation in key areas such as trade and investment, defense and security, and people-to-people ties. Marcos also mentioned the Philippines' appreciation for South Korea's longstanding support for the country's development and advocacies. Marcos further expressed his eagerness to meet President Lee during the upcoming high-level events, such as the 2025 APEC Summit, which will be hosted by South Korea later this year. President Lee, for his part, expressed support for deeper engagements with the ASEAN as the Philippines assumes ASEAN chairmanship in 2026. The Presidential Communications Office said that the Philippines and South Korea established diplomatic relations on March 3, 1949, marking 76 years of formal ties in 2025. Ties between the two nations were elevated through the Joint Declaration on the Establishment of a Strategic Partnership on October 7, 2024, reflecting a shared commitment to enhance cooperation across key sectors, including political, security, economic, and socio-cultural. P11B proposed for TUPAD program in 2026
The government wants to continue its emergency employment program to disadvantaged individuals and displaced workers with the proposed P11 billion allocation to the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) program of the Department of Labor and Employment (DOLE). Under the 2026 National Expenditure Program (NEP), the labor and employment agencies, composed of the DOLE and Department of Migrant Workers, are set to receive P55.2 billion funding next year — among the top departments with the biggest proposed budget for next year. Of the figures, the DOLE will get P44.38 billion — lower than its P51.20 billion budget in 2025. The DMW, meanwhile, will receive P9.48 billion, higher than its P8.08 billion funding for this year. According to the NEP, a total of P12.24 billion will be appropriated for the DOLE's TUPAD program and the Government Internship Program (GIP). This amount is lower than the P18 billion budget of the two programs this year. Under the TUPAD program, beneficiaries will be working for 10 days in community clean-up, debris clearing, and rehabilitation of public infrastructures. They will be paid with the highest prevailing minimum wage rate in the region. TESDA Meanwhile, the Marcos administration likewise allocated funding for Technical Education and Skills Development Authority (TESDA) scholarship programs. This includes the training for work scholarship program (P4.34 billion); special training for employment program (P1.62 billion); and technical-vocational training programs (P5.05 billion). At least P300 million will also be appropriated for the Bagong Pilipinas Merit Scholarship Program, and P1.65 billion for the TESDA Tulong Trabaho Program. In July, President Ferdinand 'Bongbong' Marcos Jr. touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships and financial aid for poor families during his fourth State of the Nation Address (SONA).
