Zainulbhai, who took charge as CBC's first chairman on April 1, 2021, after serving as head of the Quality Council of India, recently stepped down after completing a four-year tenure. 'PM set the agenda and encouraged us. He set a very high target and told us to get something done. When I first gave him an update, he said there was one important thing missing, that you have not created a training plan for me," Zainulbhai told PTI. The CBC, established in 2021, drives Mission Karmayogi, a nationwide capacity-building initiative aimed at transforming civil services through role-based, technology-driven, and citizen-centric training. The programme currently hosts more than 3,200 courses on its digital platform, iGOT, with over 1.25 crore government employees onboard. Reflecting on his tenure, Zainulbhai said the Commission began with the PM's vision of making civil servants more competent, citizen-focused, and digitally equipped. 'What has been achieved is the start, there is still a lot to do," he said. He also noted global interest in the platform, saying, 'Many countries want access to Mission Karmayogi and the digital platform, its courses for capacity building of their civil servants. PM has promised it to Caribbean and African countries." According to him, every new law and government scheme will eventually have an associated training module on iGOT. By the end of this year, around 20 lakh civil servants are expected to undergo a one-day training on 'seva bhav". It argued that the Insolvency and Bankruptcy Code (IBC) has improved the payment culture and rule of law in India. The code, introduced in 2016, has tilted the balance in favour of the creditors. "It has also promoted a credit culture that encourages restructuring of going-concern entities. The IBC has reduced the average resolution time for bad loans to less than two years now, according to official data, from six to eight years earlier. Recovery values have also improved to more than 30 per cent, from 15-20 per cent under the previous bankruptcy regime," their report read. It underlines that credit risk in the system has reduced. India's real GDP growth averaged 8.8 per cent between fiscal years 2022 and 2024 -- the highest in the Asia-Pacific region -- and S&P expects this strength to continue, projecting average growth of 6.8 per cent annually over the next three years.
