
City of Ottawa employee, landlord charged in alleged ‘kickback scheme'
A former City of Ottawa case worker and a landlord are facing charges in connection to an alleged kickback scheme involving a housing allowance program, according to police.
Auditor General Nathalie Gougeon released details of a fraud investigation in December 2024, called 'allegations of a kickback scheme.'
The Ottawa Police Service's Organized Fraud Section launched an extensive investigation following a review of the documentation provided by the Auditor General.
On Tuesday, police announced a former City of Ottawa case worker is facing charges of beach of trust, municipal employee receiving a bribe and fraud over $5,000.
A landlord is facing charges of bribing a municipal employee and joint charges for breach of trust and fraud over $5,000.
Police did not release the name of the former city employee or the landlord.
Gougeon said in December that the city's Fraud and Waste Hotline received a tip alleging a city employee was 'receiving kickbacks from a group of landlords participating in housing benefit programs administered by the city.'
'The investigation revealed that the City of Ottawa employee received over $22,000 in payments from a landlord for services they provided as part of their employment with the City,' the auditor general said in a statement on her website. 'The Auditor General concluded that these actions, as well as additional issues observed during the course of the investigation, represented breaches of the City of Ottawa's Code of Conduct.'
Gougeon told the Audit Committee that the kickback payments began in January 2024, 'although the landlords received more favourable rental rates starting in approximately October 2023.'
According to the Auditor General's report, rents were as much as 63 per cent above the average market rate for their respective areas.
'We observed multiple instances where Employee A assisted housing clients into entering lease agreement which significantly exceeded the average market rent for the area,' Gougeon told the Audit Committee on December 2. 'We observed evidence that would support Employee A's involvement in the determination of the rental amounts.'
City staff told the Audit Committee in December that an employee was fired and a second employee resigned following the Auditor General's investigation.
Mayor Mark Sutcliffe said he was glad to see this type of allegation is being taken seriously.
'Whenever there is an allegation of this kind, it needs to be taken seriously, and I'm encouraged by the fact that the processes is being followed and these allegations are being taken seriously,' Sutcliffe told reporters Tuesday afternoon.
'That's why we have a fraud and waste hotline, so that information like this can be brought to the attention of the authorities.'

Man charged in dispute involving a knife: SPS
A man is facing charges after a dispute involving a knife in Sarnia. On Thursday around 10 p.m., the Sarnia Police Service was called to the Suncor Docks on St. Clair Parkway with reports of a man with a knife. According to police, a 48-year-old woman and her 14-year-old son went to Sarnia from London to fish. The pair was originally fishing at the south end of the dock, when the son decided to move and find a better spot. Officers said when he did that, a man came up to him, and said he should fish somewhere else. The man allegedly pulled a knife on the boy. The boy told his mother, who confronted the man. The woman backed away, tripping over an anchor and hitting her head. Police found the man nearby and arrested him without incident. A 12-inch fishing knife was recovered. No injuries were reported other than the victim's head injury, which she refused paramedic assistance for. A 69-year-old man of Scotch Pine Gate Mississauga is now facing charges for assault with a weapon and possession of a dangerous weapon.

Toronto man charged with assault, threatening to shoot dog: police
Toronto police cruisers are seen in this file photo. (Simon Sheehan/CP24) A Toronto man is facing charges after he allegedly assaulted someone and threatened to shoot a dog in Riverside, police say. It happened at approximately 7 p.m. on Tuesday in the area of Gerrard Street and Logan Avenue. According to police, the suspect and an individual became involved in a verbal altercation at that time. The suspect then assaulted the victim and threatened to shoot a dog. It's unclear if the victim sustained any injuries or who the dog belongs to. The suspect allegedly fled before officers arrived at the scene. Police didn't say if the suspect knows the victim. John Joseph Baer McNamara, a 53-year-old Toronto resident, was subsequently arrested and charged with assault, assault with a weapon, two counts of breach of probation, fail to comply with a release order, and uttering threats/animals or birds. Erratic man accused of random assaults busted in Caledon
OPP arrested a Brampton man after two random crimes were committed. Wed., June 4, 2025. CTV NEWS/BARRIE An assault at a grocery store in Caledon led to the eventual arrest of a erratic man. On Monday, the victim at the grocery store in the area of Highway 50 and Queensgate Boulevard was hit with a weapon by an unknown individual. The suspect was described as a white male, short dark hair, wearing dark pants, a red and grey sweatshirt, black backpack and was carrying a green bag. The next day at 3 p.m., the Caledon Ontario Provincial Police (OPP) interviewed a person whose vehicle tires had been abruptly slashed in a parking lot in the area of McEwan Drive East and Highway 50 by an unknown person. Police matched the attacker's description with the earlier day's assault, and determined it was the same person responsible for both crimes. On Wednesday, officers, located and arrested the suspect. As a result, a 32-year-old Brampton man was charged with: Mischief under $5000 Assault with a weapon Possession of a Schedule III substance Two counts of failing to comply with a release order He was held for a Bail Hearing at the Ontario Court of Justice in Orangeville.
