Under the Bharatiya Nagarik Suraksha Sanhita (BNSS) Section 223(1), a notice must be issued to the accused before a magistrate can take cognisance of an offense based on a private complaint.
The proviso to Section 223 (1) provides "no cognisance of an offence shall be taken by the magistrate without giving the accused an opportunity of being heard".

On July 17, the ED filed a chargesheet, naming Vadra, in the case.
"It is a clear and classic case of money laundering. Proceeds of crime were used to acquire immovable properties. Evidence conclusively establishes that there is the offence of money laundering where proceeds of crime are generated, layered, and enjoyed," the ED argued.
The agency was represented by special counsel Zoheb Hosain, special public prosecutor Naveen Kumar Matta and advocate Mohammad Faizan.
Hosain said the court had jurisdiction to try the matter as part of the activity related to the proceeds of crime took place in the national capital.
The ED counsel alleged that Skylight Hospitality, whose 99 per cent shares are held by Vadra, purchased three acres of land worth crores.
"There were false declarations in the sale deed that Rs 7.5 crore had been paid when no money was paid. It was paid later to avoid stamp duty," Hosain said.
He claimed that this land was later sold to
DLF
for a higher amount.
The court has posted the matter for clarification and its order on issuing notice to July 31.
A total of 11 entities including Vadra, a firm linked to him named Sky Light Hospitality Pvt. Ltd., Satyanand Yajee and Kewal Singh Virk, their company Onkareshwar Properties Pvt. Ltd. and some others have been named as accused in the case.
The money laundering case stems from a September 2018 FIR of Gurugram Police which alleged fraudulent purchase of 3.53 acre of land situated in village Shikohpur in Sector 83 (Gurugram) by Vadra, through his entity SkyLight Hospitality Pvt. Ltd., from Onkareshwar Properties Pvt Ltd on February 12, 2008, through a "false" declaration at a cost of Rs 7.5 crore.
A Congress government led by Bhupinder Singh Hooda was in power at that time.
Four years later, in September 2012, the company (Sky Light) sold the land to realty major DLF for Rs 58 crore.
The land deal got embroiled in controversy in October 2012 after IAS officer Ashok Khemka, then posted as the director general of Land Consolidation and Land Records-cum-Inspector-General of Registration of Haryana, cancelled the mutation of this categorising the transaction as violative of state consolidation act and some related procedures.

Petronet LNG records over 25% YoY decline in Q1 PAT
Petronet LNG has reported 25.5% drop in standalone net profit to Rs 850.58 crore on a 11.4% fall in net sales to Rs 11,879.86 crore in Q1 FY26 as compared with Q1 FY25. Total operating expenditure for Q1 FY26 was Rs 10,720.14 crore, down 9.6% YoY. Profit before tax for the first quarter was Rs 1,136.11 crore, down by 25.3% from Rs 1519.88 crore posted in the same period last year. During the current quarter ended 30 June 2025, Dahej terminal processed 207 TBTU of LNG as against 248 TBTU during the corresponding quarter ended 30 June, 2024. The overall LNG volume processed by the company in the current quarter was 220 TBTU, as against the LNG volume of 262 TBTU processed in the corresponding quarter last year. The company was able to achieve higher throughput over the previous quarter and robust financial results owing to stable LNG prices, better capacity utilization and efficiency in its operations, Petronet LNG said in a statement. The net worth of the company as on 30 June 2025 reached Rs 20,233 crore as against Rs 19,382 crore as on 31 March 2025, crossing the Rs 20,000 crore mark. Petronet LNG was formed to develop, design, construct, own, and operate liquefied natural gas (LNG) import and regasification terminals in India. The scrip slipped 1.76% to end at Rs 302.10 on the BSE on Friday.

ED raids on Anil Ambani Group firms enter day 3 in loan fraud probe
Enforcement Directorate searches against the companies of Reliance Group chairman Anil Ambani in Mumbai continued for the third day on Saturday with the agency recovering a number of documents and computer peripherals from multiple locations, official sources said. The raids were launched on July 24 by the federal probe agency as part of an alleged ₹3,000 crore worth bank loan fraud-linked money laundering case apart from multiple other allegations of financial irregularities with crores of rupees by certain companies. The searches, being conducted under the Prevention of Money Laundering Act (PMLA), are continuing at some locations out of the more than 35 premises that were covered in Mumbai since Thursday, the sources said. These premises belong to 50 companies and 25 people including a number of executives of the Anil Ambani Group companies. ED sources had said the investigation primarily pertains to allegations of illegal loan diversion of around ₹3,000 crore, given by the Yes Bank to the group companies of Ambani between 2017-2019. Reliance Power and Reliance Infrastructure, two companies of the group, had on Thursday informed the stock exchanges saying while they acknowledge the action, the raids had "absolutely no impact" on their business operations, financial performance, shareholders, employees, or any other stakeholders. "The media reports appear to pertain to allegations concerning transactions of Reliance Communications Limited (RCOM) or Reliance Home Finance Limited (RHFL) which are over 10 years old," the companies had said. The ED, the sources had said, has found that just before the loan was granted, Yes Bank promoters "received" money in their concerns. The agency is investigating this nexus of "bribe" and the loan. The sources said the ED is also probing allegations of "gross violations" in Yes Bank loan approvals to these companies including charges like back-dated credit approval memorandums, investments proposed without any due diligence/credit analysis in violation of banks credit policy. The loans are alleged to have been "diverted" to many group companies and "shell" (bogus) companies by the entities involved. The agency is also looking at some instances of loans given to entities with weak financials, lack of proper documentation of loans and due diligence, borrowers having common addresses and common directors in their companies etc., the sources said. The money laundering case stems from at least two CBI FIRs and reports shared by the National Housing Bank, SEBI, National Financial Reporting Authority (NFRA) and Bank of Baroda with the ED, they said. These reports indicate, the sources said, that there was a "well-planned and thought after scheme" to divert or siphon off public money by cheating banks, shareholders, investors and other public institutions. The Union government had informed the Parliament recently that the State Bank of India has classified RCOM along with Ambani as 'fraud' and was also in the process of lodging a complaint with the CBI. A bank loan "fraud" of more than ₹1,050 crore between RCOM and Canara Bank is also under the scanner of the ED apart from some "undisclosed" foreign bank accounts and assets, the sources said. Reliance Mutual fund is also stated to have invested ₹2,850 crore in AT-1 bonds and a "quid pro quo" is suspected here by the agency. Additional Tier 1 (AT-1) are perpetual bonds issued by banks to increase their capital base and they are riskier than traditional bonds having higher interest rates. An alleged loan fund diversion of about ₹10,000 crore involving Reliance Infrastructure too is under the scanner of the agency. A Sebi report on RHFL is also part of the ED probe. The companies also said in their filings before the stock exchanges that Anil Ambani was not on the Board of either Reliance Power or Reliance Infrastructure and that they had no "business or financial linkage" to RCOM or RHFL. Any action taken against RCOM or RHFL, the companies said, has no bearing or impact on the governance, management, or operations of either Reliance Power or Reliance Infrastructure. Jain Irrigation net profit declines 8.5% to Rs 11.19 crore in Jun quarter
Jain Irrigation Systems on Saturday reported an 8.5 per cent fall in consolidated net profit to Rs 11.19 crore for the latest quarter ended June 2025. The total income rose to Rs 1,547.68 crore in the April-June period of 2025-26 from Rs 1,479.24 crore in the corresponding period of the preceding year, according to a regulatory filing. Jain Irrigation Systems Vice Chairman and Managing Director Anil Jain said, "In Q1 of FY26, the company experienced good demand for Micro Irrigation Systems, Tissue Culture, Exports and Solar Agri Pumps. We saw good growth in revenue and margins in Hi-Tech Agri division".Due to the early monsoon in May, he said the company saw an impact on demand for pipe."Margins for pipe business were also under pressure due to lack of demand," Jain said.
