ESD rescues 211,354 victims in May
These emergencies includes 140,645 medical emergencies, 39,978 road traffic crashes, 5,526 falls/ slip, 4,746 crime incidents, 4,131 fire incidents, 4,003 delivery cases, 2,389 Occupational Injuries, 1,336 Animal Rescue, 1,038 electric shock, 331 burn cases, 140 drowning incidents, 96 structural collapses and 6,001 miscellaneous operations in Punjab.
Expressing serious concern over 39,978 road traffic crashes, 4,131 fire emergencies and 140 drowning emergencies during the May 2025, the Secretary, Emergency Services Department (ESD) Punjab Dr Rizwan Naseer urged all citizens to ensure safety precaution while visiting water recreational sites during Eid vacations.
He emphasized the importance of strictly following all safety measures, especially when engaging in swimming or other water activities. He specifically advised people not to enter the water or boat without wearing life jackets and overloading boats to avoid capsizing.
As per data, 436 people died in 39,978 Road Traffic Crashes in Punjab during the last month. Out of these traffic crashes, the majority of traffic accidents 7,384 occurred in Lahore in which 38 people died.
Similarly, 2,671 RTCs in Faisalabad, 2,527 RTCs in Multan, 2,139 in Gujranwala, 1,491 in Sheikhupura and 1,290 in Bahawalpur while the remaining 22,466 road traffic crashes took place in other districts of Punjab.
Similarly, the majority of fire incidents took place in major districts i.e., 602 incidents in Lahore, 300 in Faisalabad, 206 in Gujranwala, 187 in Sialkot, 184 in Sheikhupura and 174 in Rawalpindi.

Zakat handouts bring relief to Pindi households
Up to 10,000 deserving Zakat beneficiaries across the Rawalpindi district received on Tuesday the financial assistance of Rs24,000, inclusive of arrears, per family after a lapse of 19 months or so. The District Zakat Council has disbursed financial aid to widows, low-income households, and individuals living below the poverty line. In addition, Eid gifts for both Eidul Fitr and Eidul Azha were distributed alongside the cash assistance. On Tuesday, the full amount was transferred via JazzCash to all eligible recipients, including widowed women. Furthermore, the fines of ordinary prisoners at Adiala Jail — those who have completed their sentences but remain incarcerated due to an inability to pay their fines — are also scheduled to be paid today (Wednesday). Jail authorities have been requested to provide a list of such individuals. The cost of JazzCash transactions has been covered by the District Zakat Council, ensuring that each recipient receives the full sum of Rs24,000 in cash. While the majority of beneficiaries have begun receiving their payments, minor delays of a few hours may occur due to network congestion and technical glitches. The Council, however, expects all disbursements to be completed by Wednesday (today). Numerous beneficiaries have already confirmed receipt of the funds. The District Zakat Officer has advised that any eligible person who doesn't receive the payment within the next 15 hours may approach the Council office for assistance. Funds for dowry support and scholarships for deserving students — both male and female — are expected to be released next month, with the application review process already underway. Addressing the inaugural ceremony, the Provincial Parliamentary Secretary for the Zakat Council, MPA Malik Iftikhar, announced that this year the Council would also cover fines — up to Rs50,000 — for eligible prisoners who have served their sentences but remain in custody solely due to unpaid fines. "This initiative has already commenced in Adiala Jail, as well as in the Attock, Jhelum, and Chakwal district jails," he said, and clarified that this financial relief would not be extended to habitual offenders or individuals convicted of murder, robbery, or terrorism-related offences.

‘Same-day tax recovery from banks after notice issuance is unlawful'
LAHORE: Tax recovery from banks on behalf of taxpayers on same day after issuance of a notice is unlawful, said tax practitioners. They said the department was legally not empowered to affect immediate recovery from a taxpayer's bank or third party on the same day notice under Section 140, particularly where such notice follows the decision of the Commissioner (Appeals) Inland Revenue. It is a common practice that department amends tax returns to raise demands worth billions of rupees and issue notices on that same day under Section 140 to recover the amount from the taxpayer's bank accounts within less than 30 minutes after uploading the decision on the FBR web portal. In some cases, a similar course of action occurs even late at night on the same day. The departmental sources said Section 140 of the ITO authorizes the Commissioner Inland Revenue to effectuate recovery of outstanding tax dues. Additionally, Rule 210c(3) of the Income Tax Recovery Rules, 2002 states that the amount mentioned in the notice is to be paid on the day the notice is served. However, the tax practitioners have pointed out that Section 140(1) clearly requires the commissioner to fix a specific future date in the notice for payment. In most of cases, recovery is initiated within hours of the appellate order, denying them any meaningful opportunity to comply or challenge the demand. This conduct violates the procedural safeguards built into the Ordinance and breached constitutional rights of taxpayers. Issuing recovery notices on the same day when the appellate orders were uploaded, and attaching bank accounts within minutes or hours, violated the principle of fair notice and procedural justice, they stressed. According to these circles, the tax recovery is not a grab-and-go process. Even coercive measures must adhere to proper legal procedures.
