Govt pushes to scale up EV adoption
The Ministry of Climate Change and Environmental Coordination (MoCC&EC) on Friday held a high-level meeting with electric vehicle (EV) manufacturers and senior officials. The goal was to identify ways to scale up EV adoption and reduce the country's dependence on fossil fuels.
The meeting was chaired by Secretary MoCC&EC Aisha Humera Moriani. Discussions focused on expanding EV charging infrastructure, promoting large-scale motorcycle retrofitting, and exploring financing options to make EVs more affordable and accessible.
These efforts support Pakistan's climate goals, which include achieving 30% EV adoption by 2030, as outlined in its 2021 Nationally Determined Contributions (NDCs).
"Inadequate EV charging infrastructure, especially in urban areas, remains a major barrier," Moriani said. "Without major investments, the shift to electric mobility will be difficult."
Participants stressed the need for strong policy support to convert Pakistan's large fleet of fuel-powered vehicles — especially two- and three-wheelers — to electric. Pakistan has over 37 million fuel-powered vehicles, including nearly 29 million petrol motorcycles.
Retrofitting these motorcycles could offer a fast, cost-effective way to cut emissions. "Standardised retrofitting is a scalable solution, especially in the motorcycle segment that dominates Pakistan's transport landscape," said Muhammad Asif Sahibzada, Director General (Environment & Climate Change) at MoCC&EC.
Industry representatives raised concerns about high upfront EV costs and limited charging stations, particulaarly on highways and in cities. They called for incentives and infrastructure development to support market growth.
To improve affordability, the ministry is exploring partnerships with financial institutions to offer consumer-friendly EV financing.
The government is also pushing to shift from imported Completely Built Units (CBUs) to locally assembled Completely Knocked Down (CKD) vehicles.
"Encouraging CKD production will reduce costs, support domestic industry, and create green jobs," Moriani said.
The ministry highlighted the need for a regulatory framework for motorcycle retrofitting to ensure quality, safety, and legal clarity for providers and consumers.

Banking sector agrees to help consumers adopt electric vehicles
In a significant step toward accelerating electric vehicle (EV) adoption, top officials from the State Bank of Pakistan, commercial banks, and government bodies have agreed to collaborate on consumer financing solutions that make EVs more accessible to the general public. The consensus emerged during a high-level consultative meeting organised by the Ministry of Climate Change and Environmental Coordination (MoCC&EC), signalling a strong commitment from the banking sector to support Pakistan's green mobility and climate goals, the climate change ministry said in a press release. MoCC&EC Secretary Aisha Humera Moriani presided the meeting that brought together over 70 stakeholders, including senior officials from the Pakistan Banking Association (PBA), local EV manufacturers, importers, and policymakers. Participants discussed practical mechanisms to scale up EV adoption, including the formation of a joint working group tasked with developing targeted green financing proposals. 'The banking sector must play a proactive role in offering attractive consumer financing plans,' Moriani emphasised. 'Without affordable options for households looking to switch to electric vehicles, progress will remain sluggish.' PBA Chairman Zafar Masud, who also serves as president of the Bank of Punjab, reiterated the banking sector's readiness to contribute. He cited the BoP's partnership with the Punjab government under the Chief Minister's Youth Initiative, through which 18,000 motorcycles — including 5,000 electric bikes — are being distributed to students via interest-free installment plans. Pakistan launches National Electric Vehicle Policy 2025-30 'The initiative has seen strong interest from students and parents and could be replicated in other provinces, including Sindh, Khyber Pakhtunkhwa, and Balochistan,' Masud noted. Secretary Moriani called on other provincial governments, especially Sindh, to launch similar partnerships with banks. She also encouraged EV manufacturers to introduce their own financing schemes modelled on bank-led programmes. The meeting also touched on broader regulatory reforms. Key proposals included imposing higher taxes on old, fossil fuel-powered vehicles to make EVs more competitive. In a significant policy update, Director General Muhammad Asif Sahibzada announced that the Economic Coordination Committee had approved Pakistan's first Green Taxonomy Framework on July 25. The framework offers a structured guide for sustainable investments, enabling banks to create targeted loan products for green initiatives such as EVs. 'Banks can use the Green Taxonomy to roll out targeted green loan products that encourage EV adoption,' Sahibzada said. Highlighting the public health aspect, Urban Affairs Director Muhammad Azim Khoso underscored the environmental impact of traditional transportation. He noted that cities like Lahore, Karachi, and Islamabad—often ranked among the world's most polluted—stand to benefit significantly from reduced tailpipe emissions through EV use. 'Electric vehicles produce zero tailpipe emissions. Their adoption can significantly improve air quality and reduce public health costs,' Khoso stated. The joint working group will now begin developing actionable strategies to unlock green financing, with the goal of mainstreaming electric mobility across Pakistan.

ISLAMABAD: Two German tech companies have expressed serious interest in providing technical training to Pakistani firms and developing electric vehicles (EVs)-related infrastructure in the country. The development came during a meeting on EVs chaired by Special Assistant to the Prime Minister (SAPM) on Industries and Production Haroon Akhtar Khan with a special focus on EV skills training. The meeting was attended by representatives from the National Vocational and Technical Training Commission (NAVTTC), two German companies namely, Lucas Nülle and the Institute of Motor Industry (IMI) along with the officials from the Engineering Development Board (EDB). The agenda focused on the urgent need to develop skilled technicians for the growing electric vehicle industry in Pakistan. Discussions were held on the current gap in skills required for EV maintenance and services, and how to address these challenges through international collaborations and structured training programmes. Lucas Nülle and IMI expressed keen interest in partnering with NAVTTC to provide technical training in Pakistan aligned with international best practices. SAPM Haroon Akhtar Khan emphasised that Prime Minister Shehbaz Sharif envisions the successful implementation of Pakistan's electric vehicle policy, which requires a strong foundation of skilled human resources. He added that once electric vehicles become in mainstream on Pakistani roads, there will be a substantial demand for professionals trained in EV maintenance and battery services. 'The development of a skilled workforce in this sector will create widespread employment opportunities and contribute significantly to the national economy.' The SAPM further highlighted that all training models should be designed according to international standards to ensure global competitiveness. He termed trained EV technicians as a national asset. To move forward, Haroon Akhtar Khan directed the EDB and the Ministry of Industries and Production to work in close coordination with NAVTTC and the German companies to formulate a comprehensive training and implementation proposal.
