South Africa has inked a 15-year, $474.6 million (around R8.4 billion) loan agreement with the African Development Bank (AfDB) in a bid to bolster its energy transition efforts, the National Treasury announced on Thursday.
This crucial financing is part of the third Development Policy Operation and comes with collaboration from key international players including the World Bank, KFW Development Bank, Japan International Cooperation Agency, and the Organization of the Petroleum Exporting Countries Fund for International Development (OPEC Fund).
Treasury said the agreement marked a pivotal step in South Africa's ongoing efforts to implement the Just Energy Transition (JET), a plan designed to enhance the efficiency, resilience, and sustainability of the country's infrastructure services.
It said this loan agreement echoed the first policy loan secured earlier in 2023, reinforcing South Africa's commitment to sustainable development through an energy-inclusive strategy.
The partnership with the AfDB is positioned as a cornerstone of South Africa's development agenda, seeking to improve energy security measures while accelerating the decarbonisation of the economy.
Not only does this agreement have the potential to drive meaningful structural reforms, but it also aims to increase the socio-economic benefits associated with the energy transition, ultimately facilitating inclusive economic growth and fostering job creation.

Another example of this would be when Cape Town recorded excessive rainfall in July last year, and tens of thousands of homes were damaged. 'The cost of disasters, both climate-related and other, has risen significantly over the past several years,' South Africa's National Treasury said in a report released Friday. It noted that disaster relief often comes at the expense of key services like education, health, and safety. To explore parametric insurance as part of a wider disaster risk mitigation strategy, the Treasury has partnered with the World Bank. AXA Climate, a division of France's AXA SA, has been commissioned to conduct the study. If implemented, legislative changes would be required to support the new insurance model. Treasury and the AfDB convened the inaugural consultative meeting on the 'South Africa's Legacy Initiative: The Ubuntu Approach' in Pretoria last week. The focus of the meeting was to furnish a platform for representatives from various African nations and regional economic communities (RECs), allowing them to delve deeper into the Ubuntu Initiative. This ambitious initiative echoes one of South Africa's pivotal contributions under the G20 Infrastructure Working Group—including the development of a comprehensive Toolkit aimed at alleviating the primary obstacles to planning, financing, executing, and maintaining cross-border projects. Participants included senior officials from 15 different countries, the African Union Commission, eight recognised AU regional bodies, and the African Union Development Agency - New Partnership for Africa's Development (AUDA-NEPAD). Treasury said participants at the meeting expressed strong support for the Ubuntu Initiative, underscoring its transformative potential. It was suggested that existing capacities and methodologies should be harnessed to prevent redundancy and inefficiencies in implementation. The Ubuntu Initiative will thus aim to integrate and scale established instruments such as the NEPAD Infrastructure Projects Preparation Facility Special Fund and the Infrastructure Consortium for Africa, enhancing operational capacity and credibility with international partners. JOHANNESBURG - The mayor of Johannesburg, Dada Morero, is again under pressure to sort out the city's finances or risk losing funding from the National Treasury. This after Finance Minister Enoch Godongwana recently wrote to the mayor, complaining about the poor management of the municipal coffers. In a letter, dated July 30th, Godongwana said National Treasury would stop its conditional grant funding if it did not see improvement in the handling of the city's finances. Godongwana said that as the mayor, Morero had a responsibility to ensure that the city's finances were under control. The mayor's office has yet to respond to queries from EWN, however, at a media briefing on Sunday, Gauteng Premier Panyaza Lesufi said that he had discussed the matter with Morero. "The executive mayor is very clear, with the bomb squad he has established and the presidential team that has been assigned to assist us here, all these issues that are identified are issues they have moved on them. They have attended to them, its just that the letter came on the basis that what they are seeing is the last report they have received, but inbetween this period the letter was written and what they have done as a municipality, there has been meaningful progress." Meanwhile, the Democratic Alliance (DA) in Johannesburg has warned that losing grant funding from National Treasury would collapse the city, with residents suffering the most.
