Delhi Orders Probe Into Car-Scrapping 'Scam' During AAP's Tenure
Environment Minister Manjinder Singh Sirsa on Tuesday confirmed the launch of a formal investigation into the process by which nearly 40,000 vehicles were scrapped in 2024 alone.
The scrapping followed enforcement drives targeting petrol vehicles over 15 years old and diesel vehicles older than 10 years. In 2023, over 22,000 vehicles met a similar fate.
"There are serious concerns that the mandated scrapping process may not have been followed in several cases," Mr Sirsa said.
He added that multiple vehicle owners have reported not receiving the government-notified scrap value. The inquiry will also look into allegations that some impounded vehicles were diverted illegally to other states for disposal.
Government sources say the probe will examine whether owners received the mandatory Certificate of Deposit (CoD) a crucial document that proves scrappage and is needed to claim tax or registration benefits within the stipulated timeframe. There are also complaints that owners were denied access to their vehicles to retrieve personal belongings once the cars were towed.
Further allegations pertain to towing and handling charges. Despite caps imposed by the Delhi Parking Rules, 2019, several vehicle owners claim they were overcharged by agencies, even after being issued release orders. "Some operators levied inflated fees under the guise of handling or parking charges," said an official aware of the issue.
The controversy dates back to March 2023, when the Transport Department began an aggressive crackdown on overaged vehicles, citing directions from the Commission for Air Quality Management (CAQM). Then Transport Minister Kailash Gahlot had objected to the impounding drive, calling it "unauthorised" and "invasive," and directed officials to halt the towing of parked vehicles. The campaign was briefly suspended but resumed soon after CAQM reasserted its position.
The matter eventually landed in the Delhi High Court. Judges allowed the release of impounded vehicles-but under strict conditions. Owners were required to sign undertakings promising that their vehicles would either be moved out of the NCR or kept permanently off city roads, parked in private spaces.
Now, with tens of thousands of vehicles already off the road, the spotlight is on whether the process was above board. The inquiry will examine if scrap rules were violated, if citizens were denied rightful compensation, and whether contractors or scrapyards gained at the public's expense.
Minister Sirsa said the findings would be made public and warned, "Any wrongdoing uncovered will not be tolerated."

The curriculum will be rolled out in 3,658 schools and includes 35-minute sessions held every fortnight over 27 weeks. These sessions will feature documentaries, quizzes, interactive activities and poster campaigns, focusing on busting drug-related myths, resisting peer pressure and promoting healthy choices. Experts and scientists will contribute to delivering this programme, which forms a core component of the state's preventive strategy. Kejriwal emphasised that Punjab's location along the international border had made it vulnerable to drug trafficking. He said the state government was adopting a zero-tolerance policy, having already arrested over 15,000 drug traffickers, seizing more than 1,000 kg heroin and demolishing properties amassed through the illegal drug trade. He criticised rival political parties for allegedly supporting known drug lords, accusing them of prioritising personal gains over the welfare of the state. A local court has acquitted four persons, including the father of designated pro-Khalistan terrorist Arshdeep Singh Gill, alias Arsh Dalla, accused in the sensational murder of a city-based restaurateur in October 2023. On October 28, 2023, the victim, Harjinder Singh Johal, the owner of Harman Kulcha shop at Bathinda's Mall Road area, was sitting on a chair outside his shop when two assailants fired four bullets at him and fled the scene. The broad daylight murder, captured on a CCTV camera, had evoked political outcry, with the Opposition targeting the Aam Aadmi Party (AAP) for deteriorating law and order in the state. The district police had announced a reward of ₹2 lakh for any information regarding the assailants. Following a probe, police had arrested five persons for the crime. The fifth accused, a juvenile, was also acquitted by the same court on March 18 this year, as Aarti did not level any allegation against him. Though a juvenile, he was declared to be treated as an adult for the trial by the Juvenile Justice Board, Bathinda. In its acquittal order, the court had stated, 'In the absence of any substantive incriminating evidence on the record, the prosecution has miserably failed to prove the charged offences against the juvenile.' Police got my sign on blank paper: Widow to court During the trial, while being cross-examined in court, the victim's widow had stated that when she was in the hospital, police obtained her signatures on blank papers and she did not know what was scribed by the police on it. She further refused to identify the accused persons present in the court, in person and through video conferencing, claiming she had never seen them before that day. Similarly, witnesses Jagmail and Vikram, who were manager and chef at the deceased's restaurant, respectively, deposed before the court that they neither joined the investigation with the police nor their statement was ever recorded.

Punjab's GST collection in July logs 32% jump
Finance, planning, excise and taxation minister Harpal Singh Cheema on Friday claimed that the state had once again broken records in tax revenue growth, with the Goods and Services Tax (GST) collection registering a net growth of 32.08% in July 2025 compared to the same period last year. Punjab finance minister Harpal Singh (HT) He said for the last three years, the state had been setting record-breaking growth in tax revenue year-on-year and month-on-month. In a press statement, the finance minister highlighted that the net GST revenue collected in July 2025 was ₹2,357.78 crore, a substantial increase of ₹572.71 crore compared to the ₹1,785.07 crore collected in July 2024. He further shared that up to July of the current financial year, net GST revenue had reached ₹9,188.18 crore, marking an increase of ₹2,025.36 crore over the ₹7,162.82 crore collected during the same period in the 2024-25 fiscal year. Cheema attributed this growth to the policies implemented by the Aam Aadmi Party-led Punjab government, which he claimed had fostered a conducive business environment and encouraged tax compliance. He said the department's enforcement actions had also curbed tax evasion, with a focus on providing assistance to honest taxpayers. Cheema revealed that the State Investigation and Preventive Unit (SIPU) recovered ₹156.40 crore in penalties during the first quarter of FY 2025-26. This includes ₹57.43 crore from road checks and ₹98.97 crore from inspections and verifications. Further, SIPU uncovered two significant GST fraud cases, involving ₹2,620.80 crore in fake transactions and estimated tax evasion of ₹296.32 crore, leading to two FIRs in June 2025. The finance minister said the Punjab government's proactive measures had positioned the state among the top performers in tax mobilisation, despite many challenges. He said the state's GST collection growth rate had consistently surpassed the national average, reflecting the effectiveness of the government's policies and initiatives.
