Peru's FM: Negotiations Underway with Saudi Arabia to Sign Bilateral Agreements by Year-End

Peru's Foreign Minister, Elmer Schialer Salcedo, revealed during his official visit to Riyadh that negotiations are progressing with Saudi Arabia to conclude several bilateral agreements before the end of 2025.
The agreements include among others a general cooperation accord and a civil aviation agreement.
In an interview with Asharq Al-Awsat, Salcedo noted that his visit is part of a broader Gulf tour aimed at paving the way for a multilateral agreement with the Gulf Cooperation Council (GCC).
The Peruvian foreign minister emphasized that while relations between Peru and Saudi Arabia are strong on political, diplomatic, cultural, and tourism fronts, there is significant untapped potential in the commercial and economic realms. He expressed his intent to further deepen these ties by encouraging investment and trade between the public and private sectors of both countries.
The year 2026 will mark the 40th anniversary of the establishment of diplomatic relations between Peru and Saudi Arabia, a milestone the Peruvian minister said would underscore the importance of reinforcing the partnership.
Peru and Saudi Arabia maintain close coordination in political and diplomatic matters, as well as bilateral business, tourism, and cultural engagement.
Salcedo told Asharq Al-Awsat that he hopes to expand this cooperation into energy, investment, mining, technology, and digital governance. He highlighted sectors such as oil, gas, renewable energy, telecommunications, and water desalination as areas with strong investment potential. He also reaffirmed Peru's commitment to providing equal treatment to foreign investors, a message aimed at encouraging greater Saudi involvement in the Peruvian economy.
On the private sector level, Salcedo stressed the need for direct links between Peruvian and Saudi businesses, noting that many Peruvian products currently reach the Saudi market through third countries. Eliminating intermediaries would reduce costs and create more competitive opportunities for producers and consumers in both countries.
The minister also commended Saudi Arabia's recent reforms to its investment laws, particularly the provisions allowing full foreign ownership, and said they present important opportunities for Peruvian businesses.
Highlighting growing economic ties, Salcedo pointed to Saudi Aramco's recent expansion into South America.
In March 2025, Aramco acquired Primax, a major fuel distributor operating in Peru, Colombia, and Ecuador, in a deal valued at $3.5 billion.
He also noted Aramco's increased indirect stake of 17.2% in the Peru LNG project, further integrating the company into South America's liquefied natural gas market.
Salcedo pointed to the strategic role of Peru's newly built Chancay Port, which he said would revolutionize logistics between South America and Asia. With automated facilities and a projected total investment of $3.6 billion across three phases, the port is expected to enhance Peru's connectivity with Asian markets and improve regional trade efficiency.
Looking ahead, the official said Peru could contribute significantly to Saudi Arabia's Vision 2030 goals. He highlighted his country's rich mineral resources, including copper, lithium, and rare earth elements, as key assets for Saudi investment.

The reception was attended by Pakistani Prime Minister Muhammad Shehbaz Sharif, Saudi Grand Mufti Sheikh Abdul Aziz Al-Sheikh, several princes, senior scholars and sheikhs, senior officials of the Gulf Cooperation Council (GCC) states, ministers, and the commanders of the military sectors and scouts participating in this year's Hajj. In a speech, the Crown Prince, on behalf of King Salman, congratulated the attendees as well as Saudi citizens, expatriates, and the Hajj pilgrims on the blessed occasion of Eid Al-Adha. 'We implore God Almighty to return this blessed occasion to our nation and to Muslims around the world with continued goodness, prosperity, and peace. The continued success we witness today in serving pilgrims is the result of the efforts of our blessed state in serving the Two Holy Mosques, the holy sites, and their visitors,' he said while emphasizing that Saudi Arabia will continue exerting efforts to ensure comfort of the pilgrims. 'We commend the continuous efforts made by you, those working across various government sectors, and the male and female volunteers in implementing the state's policies so as to enable pilgrims to complete their rituals in security and tranquility. We ask God Almighty to continue blessing us with security and safety, and to grant us success in continuing to perform this great duty to the fullest extent possible,' he added. Lt. Gen. Mohammad Al-Bassami, director of Public Security and chairman of the Hajj Security Committee, delivered a speech on behalf of the military sectors participating in the Hajj. He highlighted the government's financial capabilities, human resources, and technical equipment to serve the pilgrims, paying the utmost attention to the Grand Mosque and its visitors. Al-Bassami said that a total of 213,323 personnel from the security and military sectors are participating in implementing the directives of the leadership to facilitate the performance of the Hajj rituals in safety and security, relying on the help of God and fortified by their professional capabilities, field experience, and knowledge gained from the Saudi Vision, led by the Crown Prince, making serving the pilgrims one of their most important priorities and noble goals. He pointed out that the successes achieved by the Hajj security plans to date are the result of the directives of King Salman and the unlimited support of the Crown Prince for the continuous improvement of service to the pilgrims. He highlighted the supervision and follow-up of the minister of interior and chairman of the Supreme Hajj Committee over the preparation and implementation of Hajj security plans, as well as the integration of roles among all participating entities. 'All plans are built on precise foundations and clear responsibilities, supported by an advanced operations center that plays a significant role in managing the security and service system. The center utilizes advanced technologies and modern surveillance systems, making immediate decisions through data analysis and risk assessment to ensure the security and safety of pilgrims,' he added.

Saudi Gazette Report MINA — More than 23,000 buses were deployed across three shuttle routes, supplemented by traditional modes of transportation during this year's Hajj, according to the control room at the Public Transport Center of the Royal Commission for Makkah City and Holy Sites. This effort, part of the largest transport fleet operating in a single area worldwide, achieved a record time for Tawaf Al-Ifadah, demonstrating exceptional professionalism and precise operational coordination. Moreover, the Mashaer Metro Train maintained its efficient performance, transporting over 604,000 pilgrims since its launch of operation for this year's Hajj on Tuesday. These were distributed across three main movements: Movement A with more than 27,000 passengers, Movement B with 283,000, and Movement C—the highest—with 294,000, reflecting the system's strong operational efficiency. In the health sector, the Ministry of Health continued to provide integrated services through its facilities across the holy sites. The number of health services provided exceeded 125,573, including advanced procedures such as 216 cardiac catheterizations and 18 open-heart surgeries, all performed efficiently by qualified Saudi medical personnel. This outcome confirms the high level of health preparedness and the development of national medical capabilities. In the same context, the Ministry of Hajj and Umrah reported that it has conducted over 5.5 million electronic readings of the Nusuk Card as part of its technical plans to enhance pilgrim services and improve organizational safety. Meanwhile, the Pilgrims Care Center, through the unified number 1966, has provided more than 310,000 services since the beginning of the season, including inquiries and direct support. Additionally, field teams from the Compliance Centers have carried out over 65,000 inspection tours of service providers to reinforce compliance and improve performance quality. These integrated efforts reflect the strong coordination among various entities involved in Hajj, under the guidance of the wise leadership and in line with the objectives of Saudi Arabia's Vision 2030, which aims to advance the Hajj system, harness modern technology, enhance the pilgrim experience, and enable them to perform their rituals in a safe, organized environment prepared to the highest international standards.
