Rappler Facebook post altered to falsely show Philippines councillor turning on impeached VP
The post appears to read: "Joyleen Mercedes 'Girlie' Balaba, a Cagayan de Oro city councilor, says 'I am happy about the impeachment of Vice President Sara Duterte because she is the one who has been interrupting my relationship with Digong'."
Digong is the popular nickname for former president Rodrigo Duterte.
The post began circulating on Facebook on February 7, a day after the Philippines' House of Representatives voted to impeach his daughter, Sara, charging her with "violation of the constitution, betrayal of public trust, graft and corruption, and other high crimes" (archived link).
Balaba is vying for re-election to a councillor seat in Cagayan de Oro city under Duterte's PDP Laban in upcoming May mid-term elections that will determine 12 Senate seats and thousands of smaller positions across the archipelago nation of 117 million (archived link).
Social media users appeared to be duped by the altered Rappler Facebook post.
"It's election season, politicians have become two-faced again," read one comment.
"Rappler is such a fake news peddler", another said.
Balaba has in fact defended Sara Duterte after her impeachment, according to Philippines media reports (archived links here and here).
Keyword searches of Rappler's verified Facebook page shows an article featuring the photo of Balaba and Duterte was shared twice, on September 24 and 25, 2021 (archived links here, here and here).
The article is headlined, "Duterte's Girlie to run for Congress in Cagayan de Oro, congressman says".
Similarly, the post reads, "But Joyleen Mercedes 'Girlie' Balaba, a first-term Cagayan de Oro city councilor, says she prefers to seek reelection. #PHVote #WeDecide".
Rappler told AFP on April 11 that "this is a manipulated post" and released a statement on its Facebook page warning the public about the altered screenshot (archived link).
Balaba also posted a statement on Facebook on February 10 that branded the screenshot as "fake news" (archived link).
Sara Duterte backed Balaba's candidacy in 2019 when she first ran for councillor (archived link).

Pennsylvania steel plant explosions caught on video leave at least 1 dead
At least one person is dead as another person remains missing with at least 10 injured following a series of explosions at a steel plant in Clairton, Pennsylvania, on the outskirts of Pittsburgh, on Monday, Aug. 11, officials said. Pennsylvania Gov. Josh Shapiro said that the U.S. Steel Clairton Coke Works plant was the site of "multiple explosions," and that search-and-rescue efforts continued at the scene as of a statement posted to social media just after 2:15 p.m. ET. The Allegany County Police Department confirmed that one person died in a statement posted to Facebook just before 4:30 p.m. ET. The department stated that one person previously believed to be missing had been located and transported to a local hospital. The second person believed to be missing remains unaccounted for, the statement added. Nine other people were transported to area hospitals to receive treatment for a variety of injuries, according to the department. Video of the explosions, which took place around 10:30 a.m. ET, was captured by the BreatheProject, a Pittsburgh-based nonprofit that advocates for improvements to air quality in southwestern Pennsylvania. The video shows a plume of dark smoke rising from the plant that continued to spew for over 25 minutes. Live updates: Steel plant explosion leaves at least 1 dead, 10 injured Residents near plant advised to stay indoors The Allegheny County Department of Health issued a statement saying it was "actively monitoring the explosion" in coordination with first responders. Residents within one mile of the plant were being advised "out of an abundance of caution" to remain indoors, close windows and doors and set their home cooling units to recirculation. Air quality monitors had not detected levels of toxins above federal standards, the department said. "If you're in the area, continue to follow the instructions of local authorities," Shapiro said in his statement. U.S. Steel Executive Vice President Scott Buckiso told reporters at an afternoon news conference that the plant is stable except for the two coke oven batteries that were shut down after the 10:50 a.m. explosion. An investigation into the cause has begun as part of the search for the missing worker. "It's an ongoing rescue effort for the one person that is still not accounted for,'' Buckiso said. "We think we know the general location of that employee, but we're not 100% sure.'' This is a developing story Contributing: Melina Khan & Phaedra Trethan – USA TODAY

Flytipper fined after being caught on camera
A man has been fined for fly-tipping after he was filmed on a police bodycam following a tip-off from a member of the public. Chunlin Zheng, of Philip Lane in London, pleaded guilty at Swindon Magistrates' Court on Friday to fly-tipping wood in a layby on the A361 near Trowbridge, Wiltshire. He was ordered to pay a total of £1,114 - including a fine, costs and a victim surcharge - and was told to carry out 200 hours of unpaid community work. Councillor Martin Smith, cabinet member for highways, streetscene and flooding at Wiltshire Council, said: "Fly-tipping is a serious environmental crime that blights our communities, and we continue to take it very seriously." Zheng was seen dumping waste from a van by a member of public on 22 January, who then called the police and stayed at the scene until officers arrived, Wiltshire Council said. When confronted by police, Zheng told officers he had been paid £150 to dispose of the wood, but could not take it to the household recycling centre as he was using a commercial vehicle and would have been charged. However, when he was investigated by a council team, Zheng said he was actually paid £350 and was working as a removal person, even though he did not hold a waste carrier's licence. More news stories for Wiltshire Listen to the latest news for Wiltshire Mr Smith added: "Choosing to fly-tip as the cheaper option has resulted in a heftier fine payment and a criminal record. "I hope that he has learned his lesson." Zheng was initially issued a £1,000 fixed penalty notice in March but this was not paid. Part of his unpaid community work may involve litter collecting around Wiltshire. Follow BBC Wiltshire on Facebook, X and Instagram.
