4,080 child abuse cases recorded in Penang since 2010, advocacy programmes enhanced
State Social Development, Welfare and Non-Islamic Affairs Committee chairman Lim Siew Khim said these included physical, sexual and emotional abuse cases which occurred in the five districts in the state.
'Of the cases recorded this year, 113 cases involved girls while 88 involved boys and this breakdown shows a long-standing pattern where girls are more likely to be sexual abuse victims.
'However, physical and emotional abuse happens at almost identical rates between both genders. Last year, abuse cases rose significantly by 41.9 per cent to 519 cases compared to 2023,' she said when contacted by Bernama today.
She said that while the numbers are concerning, it also reflects a growing public awareness to report such cases as a result of the various advocacy and educational initiatives taken by the state government over the past few years.
Lim also praised the quick action taken by schools to report these cases, citing the recent case involving a 12-year-old girl who is suspected of being abused by her parents.
'I view the quick response by the school in reporting the recent abuse case as an important achievement. It proves that the message of child protection has reached the grassroots level, which is the result of the state government's efforts through various awareness programmes,' she said.
On Tuesday (May 20), media reported that the police arrested a couple to assist in the investigation of a 12-year-old girl who sustained bruises and cuts on her back, believed to have been caused by caning in an incident at a house in Sungai Ara near here.
Meanwhile, Lim said that in tackling such cases, the state government appreciates the support from its strategic partners, such as the Children's Protection Society (CPS), The Salvation Army, St Nicholas, Women's Centre for Change and Women's Service Centre (PPW), who are always ready to provide temporary shelter for the victims, in addition to working closely with JKM.
She added that the state government, together with the relevant agencies, is continuously strengthening collaboration to address the issue of abuse through various initiatives, such as the Child Protection Advocacy Programme, in 30 schools that are aimed at educating children about their rights, identifying abuse situations, and providing information on help channels such as the Talian Kasih 15999 hotline.
In addition, she said the state government also implemented the TASKA Registration Advocacy Programme to ensure childcare centres operate legally, safely and in compliance with standards, while advocacy programmes are also being actively planned at eight Child Activity Centres (PAKK) as an integrated move to address issues of child abuse and neglect.
Lim said JKM provides various forms of assistance to help the victims and families, such as immediate protection orders, temporary placement as well as placement in safe institutions, such as Children's Home, Taman Sinar Harapan or Kompleks Penyayang Sinar Kasih, if necessary.
She added that counselling services, psychosocial intervention and financial assistance, such as Child Aid (BKK) and Foster Child Assistance (BAP), as well as legal action, are also provided to ensure that the physical and emotional well-being of the children is safeguarded.
She reiterated the important role played by society and urged the public to be more sensitive and to immediately report to the authorities if they suspect any incident of abuse or contact Talian Kasih.
She also encouraged community involvement in the rehabilitation process through the Community-Based Rehabilitation (PBK) approach, as well as support networks like the Child Welfare Team (PKKK), Child Protection Team (PPKK) and active JKM volunteers on the ground.

However, defence counsel S Priyalatha requested a lower bail, stressing that the teenager is still in school and falls under the category of a young offender. 'My client is 14 years old, still in school and he is a juvenile under the law. I request a lower bail amount so as not to burden the family,' she told reporters outside the courtroom. The court subsequently allowed bail at RM1,000 with one surety. Kajang District Police Chief Assistant Commissioner Naazron Abdul Yusof confirmed the arrest, saying that the altercation occurred after the teacher reprimanded the student for skipping physical education class. The teacher, a 29-year-old man, lodged a police report at 7.15pm the same day. Initial investigations revealed that the student was expected to be on the school field during the class session but was absent, prompting the confrontation.

20 children including infant rescued from warehouse in Bukit Mertajam
GEORGE TOWN: For over half a year, a group of children is believed to have endured deplorable living conditions inside a warehouse in Bukit Mertajam before authorities intervened and rescued them. Penang social development, welfare and non-Islamic religious affairs committee chairman Lim Siew Khim said the children's situation first came to light last year when their alleged caretaker approached the Social Welfare Department to request assistance in securing legal documentation for many of the children, most of whom lacked proper identification. "The Social Welfare Department was made aware of the centre last year, when the caretaker sought help in obtaining legal documents for the children. "To proceed with procedures, Social Welfare Department officers visited the location provided multiple times but found no sign of children or any childcare facility operating there. "It was only after receiving a public tip-off about children seen entering and exiting a nearby warehouse that the officers took immediate action," she told reporters in Komtar on Thursday (July 31). When asked how far the warehouse was from the original address given, Lim said it was "not far away". She added that red flags were raised not only because the supposed childcare centre could not be located, but also due to the unusually large number of undocumented children the caretaker was claiming to care for. During the raid codenamed Ops Abai on July 21, a total of 20 children were rescued from two premises, a warehouse in an industrial area and a house used as an unregistered learning centre. Among them was a baby just 15 days old, found with her biological mother. The group consisted of 10 boys and 10 girls, aged between four and 16, in addition to the newborn. Upon inspection, 12 of the children including the infant were found without birth certificates. Lim said some of the children are believed to be Malaysian, while others are thought to be foreigners. "They were found without adequate food, proper clothing or safe shelter. "The warehouse where they were kept was filthy, poorly maintained and clearly unfit for children to live in," she said. Medical checks conducted so far have found no signs of physical injury or abuse and two of the children have since been returned to their legal guardians, added Lim. Children's Protection Society (CPS) Penang founder and president Datuk Seri Nazir Ariff who raised concern over similar cases being reported of recently have called for schools to place stronger emphasis on teaching children how to protect themselves from abuse. "We need to reintroduce lessons that empower children to understand and defend their personal boundaries, whether against physical or sexual abuse. 'For those living in hostels, parents must remain vigilant about their children's safety and well-being. 'Often, the abuser turns out to be someone close to the child. 'Victims should never stay silent out of fear or shame,' he said.

Scammers impersonate staff of Michael Chong to dupe man
KUALA LUMPUR: A man was deceived by scammers impersonating staff of MCA Public Services and Complaints Department head Datuk Seri Michael Chong after he sought their help to resolve his debt. The victim, who wished to be known as Mr Lim, said he met the scammer, Roy, after responding to an enquiry on a Facebook group. "The scammer identified himself as a staff member under Michael Chong's company when we met, which convinced me to accept his offer to negotiate a settlement for my ongoing debt," Lim said at a press conference in Wisma MCA today. Roy then instructed Lim to make a RM500 payment to open a bank account and transfer his service fee into a company account registered with the Companies Commission of Malaysia. He also instructed Lim to make a payment of RM5,000 to settle his previous debts, which Lim transferred in two transactions into the given company bank account. After two months, Lim realised he had been scammed after Roy disappeared without a trace, leaving his debt unpaid. Chong strongly denied all allegations of his involvement with Roy and urged the public to lodge a report with MCA if anyone has been using his name to commit fraud. "Three officers from the Seremban Commercial Crime Investigation Department came to record my statement as there were police reports made by victims who claimed that the scammer was a staff member of mine. "I am working with my lawyers and will soon file a lawsuit against these scammers who claimed to be working with me," he said. Also at the press conference was a woman, Madam Choo, who had lodged a police report at the Seri Kembangan police station on June 23 after receiving repeated threats from unknown individuals demanding she settle her husband's alleged debts. Her husband, who works in marketing, reportedly left for a job abroad without her knowledge and only informed his father of his move on June 18. From June 20, Choo began receiving harassing calls from individuals claiming her husband owed money and threatened to expose her personal information online. "I am unaware of my husband's debt and why he decided to borrow money from loan sharks. "It was only after I was harassed by loan sharks that I realised what my husband had done," she said. Choo is now seeking a divorce, fearing threats from loan sharks to her and her 15-month-old daughter after receiving threatening photos defaced with the word "scammers". In a separate case, another woman, Madam Wong, is seeking to disown her eldest son following his repeated borrowing from loan sharks. She said the family previously settled two loans for her eldest son, Kok Chun Hong, with the help of Chong, amounting to RM5,000 in 2019 and RM22,500 in April this year. Wong said the harassment resumed at the end of June, after finding her son had borrowed again in July, which prompted the family to officially disown him.
