Lucknow: Chief secretary SP Goyal on Wednesday directed divisional commissioners and district magistrates to ensure that educational institutions, govt buildings, commercial establishments, offices, dams, and bridges are illuminated with tricoloured lighting to mark the
Independence Day
.
With the launch of the 'Har Ghar Tiranga' campaign on Wednesday, Goyal said volunteers and the general public should be encouraged to upload as many selfies as possible on the Har Ghar Tiranga portal and grand Independence Day programmes should be organised in schools on Aug 15.
During the meeting, Goyal emphasised that all complaints received on the public hearing portal should be resolved at the earliest. He further directed that complaints should only be closed after senior officials personally review the resolution report submitted by subordinate officers.
He instructed all DMs and senior police officers to personally review 20% of all special closure cases from June and July 2025 and to divide the remaining cases among ADM- and ASP-level officers, with a report to be sent to the government within 15 days.
Assessing the flood situation in the state, Goyal said that all flood-affected areas should be monitored regularly. Food packets should be distributed as required, and crop damage caused by flooding should be assessed quickly to expedite compensation to farmers. In areas where water levels have receded, cleanliness drives will be conducted.
During a review of AgriStack, Goyal instructed officials to carry out geo-referencing for the remaining 13% of villages immediately. He further directed to complete the PM Kisan verification process before Aug 31.

Amaravati: In a huge setback to the YSR Congress Party, the Telugu Desam Party on Thursday wrested the Pulivendula ZPTC seat in the home constituency of former Chief Minister Y. S. Jagan Mohan Reddy. The TDP won the by-election to Pulivendula Zilla Parishad Territorial Constituency (ZPTC) by a huge margin to make big inroads in Pulivendula, seen as the fortress of the YSR family. The Telugu Desam Party (TDP) was also leading in Ontimitta ZPTC as the counting of votes was underway amid the boycott by YSR Congress Party (YSRCP), which alleged rigging in the polling held on Tuesday and demanded a re-poll in both the constituencies. In Pulivendula, TDP candidate Latha Reddy defeated Hemanth Reddy of YSRCP by a margin of 6,035 votes. Latha Reddy, wife of former MLC and the ruling party's Pulivendula constituency in-charge, Mareddy Ravindra Reddy (B Tech Ravi), polled 6,716 votes while the YSRCP candidate secured only 683 votes. The candidate of Congress and eight independents secured fewer than 100 votes. About 74 per cent polling was recorded in Pulivendula ZPTC, which has 10,600 voters. The bypoll for Pulivendula ZPTC was necessitated by the death of ZPTC member T. Maheshwar Reddy of YSRCP. The opposition party had fielded his son, Hemanth Reddy. Polling was conducted for the first time in three decades as candidates backed by the YSR family have been winning the seat unanimously. The TDP-led NDA described the conduct of polling as "restoration of democracy". Minister for Backward Classes Welfare S. Savitha termed the TDP's win as a victory of democracy in Pulivendula. She said, "Pulivendula would celebrate Independence, just a day before Independence Day." She exuded confidence that the TDP would capture Jagan's fortress in the next Assembly elections. Pulivendula Assembly seat has been the pocket borough of the YSR family for nearly five decades. The family has never lost an election here since 1978, when Jagan's father and former Chief Minister Y. Rajasekhara Reddy (YSR) scored his first victory from here. In Ontimitta ZPTC, TDP was leading by a huge margin of over 3,000 votes. TDP's Muddu Krishna Reddy had polled 6,270 votes while YSRCP's Iragamreddy Subbareddy secured 3,165 votes. The constituency, which has 24,000 voters, witnessed 86 per cent polling. The bypoll for Ontimitta was necessitated as its member, Akepati Amarnath Reddy of YSRCP, resigned after winning the Rajampet Assembly election last year. Counting of votes began at 8 a.m. at Maulana Azad National Urdu University polytechnic in Kadapa town. As many as 100 officials, including 30 supervisors, 60 counting assistants and three assistant statistical officers, were deployed for counting. Alleging large-scale irregularities in the polling, YSRCP boycotted the counting. The YSRCP accused TDP of booth capturing, rigging and other electoral malpractices. It demanded the cancellation of the polling and the conduct of a re-poll. Jagan Mohan Reddy on Wednesday demanded fresh polling for the by-election to Pulivendula and Ontimitta ZPTCs under the supervision of Central forces and in a fair manner. He termed the polling held on August 12 a 'mockery of democracy'. He alleged that all polling agents of YSRCP were driven away along with the party sympathisers whose forms and slips were snatched and torn away. He also announced that YSRCP candidates will move the court seeking to cancel the elections.

Agencies Representative image Sixteen personnel of the Border Security Force (BSF) have been awarded gallantry medals for displaying "conspicuous bravery" and "unmatched valour" during Operation Sindoor, a military operation carried out in May against terror and military targets in Pakistan and Pakistan-occupied Kashmir. The BSF is tasked with guarding the India-Pakistan border along the western flank of the country. "This Independence Day, 16 Brave Seema Praharis (border guards) are being awarded Gallantry Medals for their conspicuous bravery & unmatched valour, for being resolute & steadfast during the Ops Sindoor,' the BSF said in a social media post, as reported by PTI. 'The medals are a testament to the Nation's faith & trust reposed in the India's First Line of Defence: The Border Security Force," the post added. According to PTI, among the recipients are a deputy commandant, two assistant commandants, and an inspector. Operation Sindoor was launched from May 7 to 10 in retaliation for the April 22 terror attack in Pahalgam, Jammu and Kashmir, in which 26 people, mostly tourists, were killed. Indian forces targeted terrorist and military infrastructure across the Line of Control during the 88-hour operation. The recognition of BSF personnel reflects their role in maintaining security and resilience during the offensive. The gallantry medals to BSF personnel are part of a larger announcement made by the Union Home Ministry ahead of Independence Day. A total of 1,090 service medals have been awarded to police and security personnel across central and state forces, including those from fire services, home guards, civil defence, and correctional services, PTI reported. According to a ministry statement, 233 personnel have been awarded the Medal for Gallantry (GM), 99 have received the President's Medal for Distinguished Service (PSM), and 758 have been given the Medal for Meritorious Service (MSM). Among the gallantry medals, the highest number 152 were awarded to personnel involved in operations in Jammu and Kashmir, followed by 54 for anti-Naxal duties, three for the northeast region, and 24 from other areas. Additionally, "four fire service personnel and one home guard and civil defence official have also been awarded the gallantry medal," the statement said. As noted by PTI, the Medal for Gallantry is conferred for rare and conspicuous acts of bravery in saving lives, protecting property, preventing crime, or arresting criminals. The PSM is awarded for a special distinguished record in service, while the MSM is given for valuable service marked by dedication and resourcefulness.(With inputs from TOI)
