
Gamuda JV to develop Perak water infrastructure
PETALING JAYA: Gamuda Bhd and Perbadanan Kemajuan Negeri Perak (PKNPk) have been appointed by the Perak state government to jointly develop and operate water treatment and distribution infrastructure in Kerian, Northern Perak.
The project forms part of the Northern Perak Water Supply Scheme (NPWSS), a strategic initiative with a total estimated development value of RM5bil.
Introduced by the Perak state and federal governments, the scheme aims to address long-standing water shortages for irrigation, domestic and industrial use in the region.
According to the terms of appointment, the Gamuda-PKNPk joint venture (JV) will undertake the infrastructure development and operations on a minimum 40-year concession basis.
As part of the project scope, the JV will be responsible for supplying treated water to the upcoming Kerian Integrated Green Industrial Park, while any excess treated water will be sold to the neighbouring state of Penang.
The NPWSS scheme involves the transfer of 1,500 million litres per day (MLD) of raw water from Sungai Perak to the Bukit Merah Dam.
Of this amount, 500 MLD will be allocated to meet the immediate irrigation needs of Northern Perak, with the remainder to be treated and channelled for domestic and industrial use across the state.
The privatisation agreement is expected to be finalised within 90 days from the date of appointment to facilitate timely implementation of the scheme, which is targeted for completion by 2030.
The project is still subject to approvals from the relevant regulatory authorities.
In a statement, Gamuda Engineering Sdn Bhd executive director Faris Mohd Yusof said the approval marked a progressive step towards the realisation of Northern Perak's long-term water security strategy by 2030.
'We are pleased to have been entrusted with the opportunity to jointly develop a key component of the NPWSS scheme for our home state of Perak.
'We are committed to ensure the critical delivery of water for the state with a focus on local workforce and community development,' he said.
Faris added that the project affirms the group's expertise in water-related infrastructure, citing past projects such as the Skim Bekalan Air Fasa 3 Sungai Selangor and the Smart Tunnel.
He added that Gamuda's experience in water treatment plants, distribution networks and tunnelling positions the group well to deliver the essential infrastructure.
Gamuda has also been involved in other major water infrastructure developments.
These include the RM4bil Sungai Perak Raw Water Transfer Scheme, slated to begin construction in 2026, and the RM1.97bil Sungai Rasau Water Supply Scheme Stage 1, currently ongoing with completion expected by mid-2025.
The group also holds a 75% stake in the Ulu Padas hydroelectric project in Sabah, valued between RM3bil and RM4bil, with a scheduled commercial operation in 2030.

Construction index jumps 3.1 per cent
KUALA LUMPUR: Bursa Malaysia Construction Index jumped more than three per cent following the government's announcement of a RM430 billion development expenditure (DE) under the 13th Malaysia Plan (13MP). At the close of trading, the Construction Index surged 3.10 per cent or 9.65 points to end at 321.17, up from 311.52 previously. The strong performance placed the construction sector at the top of the market, outperforming all other sectors. Financial services followed with a 1.91 per cent gain, while other advancing sectors included technology, which rose 1.05 per cent, property up 0.95 per cent, energy adding 0.17 per cent and real estate investment trusts up 0.17 per cent. On the downside, telecommunications and media fell 0.80 per cent, plantation dipped 0.33 per cent, consumer products and services declined 0.28 per cent, and utilities slipped 0.27 per cent. Transportation and logistics dropped 0.3 per cent, while healthcare ended 0.2 per cent lower. The broader market also saw moderate gains, with the FTSE Bursa Malaysia KLCI climbing 20.10 points, or 1.33 per cent, to settle at 1,533.35, as investors reacted to the long-term economic outlook presented in the 13MP. Ekovest Bhd emerged as one of the most actively traded construction stocks, with 62.79 million shares changing hands by the close. The counter rose 4.82 per cent, gaining two sen to end at 43.5 sen. Other notable construction stocks included Gamuda Bhd, which recorded a trading volume of 22.74 million shares, followed by WCT Holdings Bhd with 16.57 million, Econpile Holdings Bhd at 16.07 million, IJM Corporation Bhd with 13.50 million, and Bina Puri Holdings Bhd with 10.43 million shares. Prime Minister Datuk Seri Anwar Ibrahim tabled the 13MP in Parliament on Thursday, outlining a RM430 billion allocation for development spending between 2026 and 2030, up from RM415 billion under the previous plan. Key infrastructure initiatives under the 13MP include the continuation of the East Coast Rail Link to strengthen east-west connectivity, and the Gemas–Johor Bahru double-tracking project to improve rail transport in the south. In Johor Baru, the government will roll out an Electrified Economic Rail Transit system to enhance regional mobility. Penang's public transport network will also be expanded through the Light Rail Transit Mutiara Line, while the cross-border Rapid Transit System Link is expected to improve connectivity with Singapore. In East Malaysia, the Pan Borneo Highway and a feasibility study for the proposed Trans-Borneo Railway are expected to enhance inter-state transport infrastructure in Sabah and Sarawak. CIMB Securities said the higher DE is expected to drive renewed momentum in public infrastructure spending starting from the fourth quarter of 2025. This momentum is likely to accelerate further in 2026 and 2027 ahead of the next general election scheduled for 2028. "We also anticipate increased DE spending in East Malaysia, where both Sabah and Sarawak are due to call for fresh state elections by 2025 and 2027 respectively," it added. Affin Hwang Investment Bank Bhd said the DE allocation is a positive catalyst for construction firms, driven by expectations of increased infrastructure spending. This is especially beneficial for larger contractors with strong balance sheets that are well-positioned to undertake public-private partnership projects such as Gamuda, IJM Corporation Bhd and Sunway Construction Bhd, which typically works in collaboration with its parent company, Sunway. RHB Investment Bank Bhd said the DE is expected to continue supporting infrastructure growth in the country. The firm maintained its "Overweight" call on the sector, citing expectations of a stronger pipeline of development projects under the plan.

RESORT-CENTRIC property developer Tanco Holdings Bhd has unveiled the inking of a supplemental agreement with Menteri Besar Negeri Sembilan (Pemerbadanan) (MBINS) through its indirect subsidiary Tanco Land Sdn Bhd. This follows both parties' earlier joint venture agreement per their collaboration for the proposed development of the Port Dickson Free Zone (PDFZ) project, the incorporation of their JV vehicle (PDFZ Sdn Bhd) and the purchase of the first 300 acres of the land by MBINS. This latest agreement further enhances and clarifies both parties' JV relationship as well as the land acquisition process in respect of the development of the strategically important Port Dickson Free Zone (PDFZ) project. Under the terms of the supplemental agreement, financing/funding for MBINS's direct purchase of the first 300-acre portion of strategically located land in Mukim Pasir Panjang, Port Dickson at a purchase price of RM88.5 mil will be supported by advances from Tanco. The agreement also establishes a clear framework for future growth. Negotiations are actively being pursued by MBINS for a second 300-acre parcel with a commitment to secure the remaining land for the project and for the JV to be the exclusive developer for the entire PDFZ project, hence cementing its pivotal role in this large-scale development. Tanco inks supplemental deal with MBINS for Port Dickson Free Zone project

"This agreement further strengthens and clarifies the JV relationship and the land acquisition process for the development of the strategically important PDFZ project,' Tanco said in a statement today. Under the agreement, MBINS's direct purchase of the initial 121.41 hectares of land in Mukim Pasir Panjang, Port Dickson, for RM88.5 million, is being undertaken on behalf of the JV, with the financing supported by advances from Tanco. "This mutually beneficial arrangement reflects strong public-private collaboration and marks a key milestone in accelerating the project's implementation.
