CARLSBAD, Calif. (FOX 5/KUSI) — The City of Carlsbad is moving forward with its plan to put five new traffic circles at several key intersections in the Barrio neighborhood in an effort to improve traffic safety and walkability for residents in that area.
The plan is moving forward after the Carlsbad City Council approved at their meeting on March 4 the plans, specifications and authorization to bid for the Barrio traffic circle project.

The five locations of the new traffic circles will be:
Oak Avenue and Jefferson Street – traffic circle
Pine Avenue and Madison Street – traffic circle
Pine Avenue and Harding Street – traffic circle with public art
Chestnut Avenue and Roosevelt Street – traffic circle
Chestnut Avenue and Madison Street – traffic circle
Construction on the new traffic circles is expected to begin in 2026.
The traffic circle at Harding Street and Pine Avenue will feature public artwork by Mario Torero, who was selected in 2024 by a public art advisory subcommittee. Torero and his team will gather more community input to help shape the public art design concept in early 2025.

The City will also be installing curb extensions and crosswalks at Palm Avenue and Harding Street, and at Magnolia Avenue and Madison Street.
Crosswalk striping improvements at the existing 4-way stop will be taking place at Oak Avenue and Roosevelt Street.
After phase 1 was approved last week by the City Council, the next steps for the project include relocating and replacing aging water and sewer utilities to comply with current standards before construction on the traffic circles begins.
The project is part of the Village and Barrio Master Plan, which was approved in 2019, and aims to discourage speeding and improve safety in the residential neighborhood.

Traffic circles were chosen over roundabouts in those areas as traffic circles tend to be used in residential neighborhoods while roundabouts are for larger, more heavily traveled intersections, according to the City.
The City also noted that based on parking studies that were conducted, the traffic circles are not expected to impact parking availability in those areas.

SAN DIEGO (FOX 5/KUSI) — Caltrans crews are planning to temporarily close the last exit on southbound Interstate 5 before reaching the U.S.-Mexico border for construction work. The overnight closure to the Camino De La Plaza exit will begin Tuesday, June 17 at 9 p.m. and last until Wednesday, June 18 at 6 a.m. During that time, Caltrans says it will be installing a pipe in the area as part of ongoing infrastructure improvements. Signs will be posted to alert motorists to the closure. Those headed southbound but do not intend to enter Mexico at the San Ysidro Port-of-Entry will need to get off at the Via De San Ysidro Boulevard exit. 'Please plan ahead, allow extra travel time, and use alternate routes when possible.' A map of the detour can be found below. DMV officials say the latest scam uses social media posts to advertise help that could save people up to 50% on vehicle registration renewal fees. Those who respond are asked to give their license plate, Vehicle Identification Number and the customer's full name, as well as to make a payment through an online platform like CashApp. System error may have affected traffic court notices in California. Are you impacted? According to the department, requests for these details or payments will never be made through unofficial channels. They further encourage drivers to only conduct business with the DMV or with an authorized business through the Business Partner Automation Program.
