Former IPS officer Sunil Kumar may face disciplinary action
Vijayawada: The State government has decided to initiate disciplinary proceedings against PV Sunil Kumar, IPS., formerly Director General, Andhra Pradesh State Disaster Response and Fire Services, now under suspension, in accordance with the procedure laid down in Rule 8 of the All India Services (Discipline and Appeal), Rules, 1969.
Chief Secretary K Vijayanand issued orders to this effect on Thursday.
PV Sunil Kumar is directed to submit a written statement of defence and also to state whether he desires to be heard in person, within 30 days of receipt of this order. Sunil Kumar is informed that he should admit or deny the charges.
The government has noticed that he deviated from the rules of the police department rules and visited other countries without taking consent from the higher authorities. He was informed that if no written statement of defence is filed within the time specified in Para 3 above or if he fails to appear in person before the Competent Authority or otherwise fails or refuses to comply with the
provisions of Rule 8 of All India Services (Discipline and Appeal) Rules, 1969 or the orders or directions issued in pursuance of the said Rules, action will be taken against him on the basis of the material available on record, on the ground that he has no explanation to offer.
The CS said unauthorised foreign travel by an IPS officer raises serious concerns as their position grants them access to sensitive operational information, intelligence reports, and details of ongoing investigations. Such unauthorized travel to foreign countries is against the interest of national security.
Thus, PV Sunil Kumar, now under suspension by his above mentioned acts, exhibited gross misconduct and indiscipline and acted in a manner that is unbecoming of a Government Servant and thereby, violated rules of All India Services (Conduct) Rules, 1968.
During his service as Additional Director General of Police and Director General, AP Disaster Response from October 2019 to March 2023, made several foreign visits by deviating from the actual itinerary for which he sought permission of Government and Orders were also issued by Government.
He also made some other foreign visits without taking government permission. If Sunil Kumar fails to respond and appear before the authorities, disciplinary action will be initiated against him.

Agra: Three persons were arrested for allegedly running a fraud Territorial Army recruitment racket that duped 24 youths from Punjab and Jammu & Kashmir through bogus advertisements, fake medical tests, and forged selection letters. Cannot go against court orders to demolish slums, says Delhi CM
Delhi Chief Minister Rekha Gupta said on Sunday (June 8, 2025) that the Government cannot go against court orders to demolish slums or remove encroachments. She promised the slum dwellers that there will be no unlawful demolitions. Responding to criticism from the Aam Aadmi Party over the demolition of Madrasi Camp on June 1, Ms. Gupta said the court had ordered its demolition as the Camp had encroached on the Barapullah drain causing waterlogging in the area, and hindering silt removal. Speaking at an event to launch the construction of a Jan Sewa camp at a slum cluster in Haiderpur, Ms. Gupta told the residents not to worry as they are lifeline of the city and the Delhi government would not demolish their homes. 'There were three recent demolitions. The first at Madrasi Camp was on the orders of the court. The second was at Wazirpur where a railway line was being encroached upon, and the third at Jailorwalabagh, where flats have been handed over to residents.' she said. 'If a railway line is being encroached, and there is an accident, then who will be responsible for it?' she asked. 'In Jailorwalabagh, if slum dwellers are rehabilitated and new people come and settle in the slum demanding compensation, the government will have to act.' Protest path AAP Delhi State president Saurabh Bharadwaj said the party held meetings with slum dwellers and had decided to launch a major movement against the demolitions on June 29. 'I appeal to all jhuggi residents — join this movement and raise your voice for your rights. We will gather at Jantar Mantar on June 29 and appeal to the Central government to take appropriate action on this issue,' said the AAP leader who visited the Madrasi Camp. District Collectors to have wide powers in registering new Waqf properties and deciding on Waqf claims on government properties
The District Collectors will have a crucial role in registering new Waqf properties and looking into complaints of government properties being identified or declared as Waqf, according to the draft Waqf rules. The Union government has sought the views of the State governments and the State Waqf Boards on the draft rules for the Waqf (Amendment) Act 2025, which was passed by Parliament in April. The Rules will come into force once they are notified in the Gazette of India. The Collector shall inquire into the genuineness and validity of the application for registering a new Waqf in accordance with the revenue laws and confirm that the Waqif (the one who is making the Waqf) is a lawful owner of the property and competent to dedicate it as a Waqf. The Collector will also ascertain that the proposed property is not a government property, a protected monument or protected area under the Ancient Monuments Preservation Act, 1904 or the Ancient Monuments and Archaeological Sites and Remains Act, and does not belong to Scheduled Tribes, according to the draft rules. Kerala had been keenly awaiting the introduction of the Rules as Kiran Rijiju, the Union Minister for Minority Affairs, had stated earlier this year that the enactment of the Rules would help the Munambam residents in their legal fight for restoring the revenue rights of their holdings. The residents had opposed the decision of the Kerala Waqf Board in notifying the land as a Waqf property. Two petitions challenging the decision of the Board are pending before the Waqf Tribunal. The residents, who claimed that they had purchased the holding from Farook College, Kozhikode, have been protesting for 240 days. Portal, database The 15-point Rules also speak about setting up a portal and a database for filing the details of Waqf and registration of new Waqf. There shall be provisions for real-time monitoring of registration of new Waqf and filing the details of the Waqf, court cases and dispute resolution and resources management. The District Collector can order an inquiry when it comes to the notice of the official that any government property has been identified or declared as a Waqf. The designated officer shall hear all persons concerned or any person having any interest in the property, including the government and mutawalli of the Waqf and ask them to submit their claims and counter-claims within a specified period. The inquiry should be completed within one year, say the draft rules. Kerala government has sought time to file its response.
