City of Tshwane's ongoing struggle with Melgisedek buildings: A decade of neglect
Residents of dilapidated Melgisedek buildings in Riviera are still waiting for the City of Tshwane to relocate them.

Nearly a decade after the City of Tshwane deemed the Melgisedek buildings in Riviera unfit for habitation and had planned to relocate occupants, people still live there illegally.
The buildings continue to deteriorate, with locals complaining they are a haven for crime and drug infestation, making them uninhabitable.
In 2015, when the city condemned the buildings, concerns arose about rescuing the thousands of residents. The city announced plans to audit the residents and develop a relocation strategy.
A crèche was closed and informal traders were ordered to leave, but the traders have since returned.
A year after the buildings were deemed unsafe, the Pretoria News reported that the city formed a task team to assess the buildings' condition, structural integrity, and residents' social circumstances. The team's mandate was later expanded to investigate other potentially dilapidated or illegally occupied city properties.
However, it transpired this week that the city is still exploring options to rehabilitate Melgisedek and convert it into student accommodation, a proposal that originated from the previous DA-led administration.
Meanwhile, the buildings continue to deteriorate, being surrounded by a foul odor, mosquitoes, and flies. A nauseating mixture of water and human waste flows through the area.
Toilets have been converted into makeshift homes, leaving residents without proper ablution facilities.
Some relieve themselves behind the buildings, while others use toilets at nearby shopping centers or petrol stations.
Former DA MMC Kingsley Wakelin, now an MPL, had pledged to address hijacked and illegally occupied buildings in Pretoria's CBD, with Melgisedek prioritised under the Tshwane Sustainable and Better Buildings programme, aimed at regenerating the inner-city.
This week, MMC for Shared and Corporate Services, Kholofelo Morodi, said the city is still moving forward with plans to develop Melgisedek into student accommodation.
'As part of the Bad Buildings programme, the city has met with the University of Pretoria to explore collaboration and partnerships and the Melgiesedek is part of this process,' she said.
She cited illegal occupation by vulnerable groups, including women, children, and the elderly, as a major reason for the delay in developing Melgisedek.
She said the exact number of occupants wasn't known, but estimates suggested between 400 to 500 people were living on the property.
She also cited the property's current zoning as educational as a development constraint, limiting potential opportunities for the building.
'During the State of the Capital Address, the Executive Mayor announced that the City is undertaking several land preparation measures on earmarked strategic properties,' she said.
Despite previous commitments to relocate the inhabitants, Morodi said measures are underway to clear the property, including identifying suitable alternative accommodation for the occupants.
She said rezoning the property is necessary to secure a broader range of development rights before putting it on the market.

City of Johannesburg councillor allegedly used municipality's BMW X3 for political activities in KZN, says DA
A court ruling this year stripped most members of the mayoral committee of their bodyguards and luxury official vehicles. The DA in Johannesburg is requesting an urgent investigation into the use of a city-owned luxury vehicle by one of the members of the Government of Local Unity (GLU) for party activities. The party claims that one of the members of the mayoral committee travelled to KwaZulu-Natal last weekend using the City's BMW X3. This vehicle was part of the security detail for members of the mayoral committee before the South Gauteng High Court put an end to the City's controversial VIP Protection Policy. In a statement, DA shadow MMC for Public Safety, Solomon Maila, said the mayor should investigate if the implicated councillor is in contempt of court. 'The DA in Johannesburg has written to Executive Mayor Dada Morero to ensure that a full investigation is conducted into allegations that a member of his Mayoral Committee travelled to the eThekwini area in KwaZulu-Natal for party-political activities during the weekend of 30 May to 1 June 2025 using the City's official BMW without consent. 'The DA understands that this vehicle was procured as part of the City's implementation of the VIP Protection Policy that was declared unconstitutional and invalid Gauteng High Court on 2 January 2025,' he said. The municipality bank card is used for fuel Maila said whistleblowers had informed them that the BMW X3 had been refuelled twice over the weekend when it was in use at the ratepayers' expense. 'Which suggests that it travelled for more than 1000 km in that period. 'According to the DA's sources in the city, the First National Bank (FNB) card linked to the said vehicle was used for the refueling and the payment of tollgates to and from KwaZulu-Natal,' Maila said. He said this was an abuse of municipal resources if the allegations are true. 'These allegations point to a possible unlawful use of a motor vehicle without the necessary consent. If proven, these allegations would mean that the said MMC has also acted in contempt of the High Court, which is another criminal offence,' he said. The DA says it wants the mayor to investigate the movements of the vehicle between May 30 and June 1, 2025. 'The DA will not rest until there is full accountability. Criminal charges must be laid against the implicated MMC and every municipal official in the city who aided and abetted the MMC in the commission of these alleged criminal offences. Image: Supplied The SAPS and Police Ministry say they are not aware of the disappearance of Major-General Philani Lushaba, the chief financial officer of the SAPS Crime Intelligence unit, who allegedly vanished as the National Prosecuting Authority (NPA) was preparing to question him about his involvement in financial misconduct linked to over a multi-million Rand property scandal. The unit allegedly spent more than R45 million on irregular property purchases without proper approvals, triggering an investigation by the Inspector-General of Intelligence (IGI). The DA said Lushaba failed to report for duty on Friday and was unreachable. The party said Lushaba's disappearance followed closely on the conclusion of an investigation by IGI into unlawful property acquisitions by the unit. However, both the Police Ministry's spokesperson Kamogelo Mogotsi, and SAPS spokesperson Athlenda Mathe, said they are not aware of Lushaba's disappearance. Video Player is loading. 'I think you should know where to direct inquiries in the SAPS,' he said. NPA spokesperson, Mthunzi Mhaga, did not respond to a request for comment. On Sunday, DA member of Parliament, Dianne Kohler Barnard, said the party had asked about Lushaba's whereabouts and had heard nothing in response. At the centre of the scandal are two expensive acquisitions - a R22.7m Pretoria boutique hotel and a R22.8m Durban commercial property, allegedly approved by Lushaba and Crime Intelligence head Maj-Gen Dumisani Khumalo without Treasury or Public Works oversight. 'The scale of spending, the lack of transparency, and the irregular process raise serious questions about possible corruption and abuse of public funds,' said Barnard. Barnard said that the DA has submitted urgent parliamentary questions to the Minister of Police to determine the contents of the IGI's report and to establish whether further misconduct has been uncovered. Barnard said the party would also write to the chairperson of the Joint Standing Committee on Intelligence to demand that the SAPS leadership, including Crime Intelligence's top officials, be summoned to account before Parliament. 'The IGI's report must now serve as a turning point. Without urgent action to remove corrupt elements from senior management, there can be no hope of restoring credibility to SAPS' intelligence function - or protecting South Africans from organised crime and criminal capture, said Barnard, adding that law enforcement must treat this matter with the urgency it deserves. Lushaba is not new to controversy. He lost his state firearm and laptop after he was allegedly robbed by a sex worker in 2022. Barnard said the SAPS Crime Intelligence division has a long, troubling record of corruption. 'For too long, this vital unit has been plagued by looting, political interference, and lawlessness." The division has also suffered from repeated leadership instability, internal leaks and operation failures. This was highlighted in a parliamentary committee in March 2025, where issues of persistent political interference and resource mismanagement were raised as weakening the division's ability to combat crime.
