City of Tshwane's ongoing struggle with Melgisedek buildings: A decade of neglect

Residents of dilapidated Melgisedek buildings in Riviera are still waiting for the City of Tshwane to relocate them.

Nearly a decade after the City of Tshwane deemed the Melgisedek buildings in Riviera unfit for habitation and had planned to relocate occupants, people still live there illegally.
The buildings continue to deteriorate, with locals complaining they are a haven for crime and drug infestation, making them uninhabitable.
In 2015, when the city condemned the buildings, concerns arose about rescuing the thousands of residents. The city announced plans to audit the residents and develop a relocation strategy.
A crèche was closed and informal traders were ordered to leave, but the traders have since returned.
A year after the buildings were deemed unsafe, the Pretoria News reported that the city formed a task team to assess the buildings' condition, structural integrity, and residents' social circumstances. The team's mandate was later expanded to investigate other potentially dilapidated or illegally occupied city properties.
However, it transpired this week that the city is still exploring options to rehabilitate Melgisedek and convert it into student accommodation, a proposal that originated from the previous DA-led administration.
Meanwhile, the buildings continue to deteriorate, being surrounded by a foul odor, mosquitoes, and flies. A nauseating mixture of water and human waste flows through the area.
Toilets have been converted into makeshift homes, leaving residents without proper ablution facilities.
Some relieve themselves behind the buildings, while others use toilets at nearby shopping centers or petrol stations.
Former DA MMC Kingsley Wakelin, now an MPL, had pledged to address hijacked and illegally occupied buildings in Pretoria's CBD, with Melgisedek prioritised under the Tshwane Sustainable and Better Buildings programme, aimed at regenerating the inner-city.
This week, MMC for Shared and Corporate Services, Kholofelo Morodi, said the city is still moving forward with plans to develop Melgisedek into student accommodation.
'As part of the Bad Buildings programme, the city has met with the University of Pretoria to explore collaboration and partnerships and the Melgiesedek is part of this process,' she said.
She cited illegal occupation by vulnerable groups, including women, children, and the elderly, as a major reason for the delay in developing Melgisedek.
She said the exact number of occupants wasn't known, but estimates suggested between 400 to 500 people were living on the property.
She also cited the property's current zoning as educational as a development constraint, limiting potential opportunities for the building.
'During the State of the Capital Address, the Executive Mayor announced that the City is undertaking several land preparation measures on earmarked strategic properties,' she said.
Despite previous commitments to relocate the inhabitants, Morodi said measures are underway to clear the property, including identifying suitable alternative accommodation for the occupants.
She said rezoning the property is necessary to secure a broader range of development rights before putting it on the market.

Image: Doctor Ngcobo / Independent Newspapers A State witness has identified a Phoenix tavern owner in video footage as the one who gave instructions to someone to put pallets on top of the July unrest victims who had been allegedly assaulted and placed next to their burnt taxi. The pallets were intended to aid in burning the victims alive. The witness pointed this out during re-examination at the Durban High Court on Friday. Four men, Ravine Naidoo, Trevor Gopal, Tyreece Govender, and Timothy Govender, are on trial for murder, two counts of attempted murder, public violence, and malicious property damage. Gopal, the owner of Tees Tavern, is also charged with incitement to commit public violence. During court proceedings, video footage introduced to the trial by the defence was played. The State witness, whose name cannot be revealed for security reasons, told the court that Gopal in the video was giving instructions. He stated that a man in a blue T-shirt, positioned on the ground floor, received instructions from Gopal, who was upstairs with others. He pointed out the man in a blue T-shirt, looking up at Gopal. After that, the man disappeared from the video footage and appeared again carrying pallets, which he placed on top of the victims, Njabulo Allen Dlamini, Nkosikhona Madlala, and Sandile Sambo. Next to the victims was the burnt taxi that they were driving. The three victims and two others had come in a taxi to Phoenix to buy from Gopal's tavern. According to the two males and one female who alighted from the taxi and went to the tavern, they came back running. They got into their taxi, which was bearing the logo Touch Africa. The witness said a lot of cars came at this stage, and Gopal's brother blocked the taxi, and its occupants were told to get out of it. He said one male and one female were able to run away, but the three others were caught by the crowd that was incited by Gopal to put the heat on black Africans coming to Phoenix. He reported that the victims were assaulted, with Tyreece and Timothy striking Dlamini on the head with a hammer and a rock. Dlamini later died due to blunt force head injuries. Before the witness gave the court this information, there had been numerous objections from the defence counsels, citing that the conduct of the State prosecutor, advocate Thabani Buthelezi, was unacceptable as he asked the witness leading questions. Gopal's counsel, advocate Jimmy Howse SC, said the State was given the video footage, but it did not use it. 'The State cannot ask questions that did not arise from the cross-examination,' Howse objected. He said the State was now seeking to lead evidence in re-examination, which is not allowed. Joshlin, now seven, disappeared on February 19, 2024, while living with her mother, two siblings, and her mother's boyfriend in a shack in Middelpos While police were tight-lipped on the new lead they were following, they assured the public that Joshlin's disappearance remained a priority in the Western Cape and that the investigation was never closed. 'SAPS teams led by detectives with K-9 members, search and rescue teams, and local police have been scouring an identified area in Saldanha Bay. Whether the ongoing search will yield any success remains to be seen. Joshlin is still regarded as a missing person. All leads and information will be pursued'. During the landmark trial, the State relied on former accused turned state witness, Laurentia Lombaard's testimony to seal the deal. Lombaard admitted to originally being part of the conspiracy after she heard Kelly's plan to sell Joshlin for R20,000.

A suspect accused of killing the late uMngeni municipal councillor Nhlalayenza Ndlovu was his uncle. According to Zululand Observer, Ndlovu was gunned down at his Masosheni home near Mpophomeni in December 2023. The uncle (56), who is an iNkosi (a Zulu word for 'chief'), was arrested on Wednesday and appeared alongside a 34-year-old accomplice in the Howick Magistrate's Court yesterday. The arrest by the SAPS Political Killings Task Team brings the total number of suspects to five. The matter has been postponed to next Friday for a formal bail application. DA leader Francois Rodgers said the iNkosi is allegedly implicated in a separate case involving the murder of his cousin. 'While the DA welcomes the progress in this case, we remain deeply disappointed by the delays in the arrests. The information that ultimately led to the arrests was already available to the authorities by the DA's independent legal team, yet it was disregarded,' said Rodgers. 'The disbandment of the Political Killings Task Team by Police Minister Senzo Mchunu has further weakened the state's ability to address politically motivated crimes. 'The presence of senior SAPS intelligence officials during court proceedings only deepens concerns about whether our intelligence structures are being used effectively and impartially in such politically sensitive matters.' Cogta MEC Thulasizwe Buthelezi commended the SAPS on the arrest, saying it was a 'significant breakthrough'. Buthelezi praised the task team for their diligent work, which led to this progress and the arrest of more suspects.
