NEW DELHI: The Haryana government is going to hand over the probe into the death of a 19-year-old teacher last week in Bhiwani to the CBI following public outrage.
The Haryana govt and police administration are committed to ensuring justice for Manisha from Bhiwani and her family, Chief Minister Nayab Singh Saini said on Wednesday, adding that he has been continuously seeking updates about the case.

"Based on the family's demand, the Haryana govt is going to hand over this case to the CBI for an impartial investigation. Full justice will be ensured in this matter," Saini posted on X in Hindi.
Earlier, the Haryana govt on Tuesday ordered the suspension of mobile internet, bulk SMS and dongle services in Bhiwani and Charkhi Dadri districts for 48 hours from 11 am Tuesday amid public outrage over the death of the teacher.
Manisha's body was found in a field in Bhiwani on August 13. She had gone missing on August 11 after leaving the school, purportedly to enquire about admission at a nursing college. On Monday, police claimed that the investigations indicated the teenager died by suicide by ingesting poison.
However, her father, Sanjay, on Tuesday rejected the finding and refused to cremate the body, demanding "justice." He said, "The administration is saying that my daughter committed suicide.
But I can say that she can never commit suicide. I want justice." While protests over the teacher's death continued and politicians waded into the matter, alleging a breakdown of law and order, the emergence of a "suicide note" in the death case on Monday turned the investigation on its head.
Bhiwani Superintendent of Police Sumit Kumar said the purported note was found near Manisha's body in a bag, which also contained her Aadhaar card and other documents.

He also stated that there was proof of Manisha buying insecticide. "In the viscera sample, the presence of insecticide has been confirmed in the body. So, there is self-purchase, there is a suicide note, there is poison in the body," he said.
Police also said that the post-mortem reports have ruled out the possibility of any sexual assault. Villagers questioned the latest findings and continued to block a key road in Bhiwani in protest, stating that Manisha's cremation would not take place until "justice" is done.
The death caused massive outrage, with people blocking key roads in the district and opposition parties, including the Congress, demanding a CBI probe.
The opposition parties criticised the BJP-led state govt, claiming that the alleged murder was proof of a "breakdown of law and order" under the saffron party. Congress leader Bhupinder Singh Hooda said the role of the state govt and the police had been "negligent and irresponsible", and an "unfortunate attempt is being made to prove the whole case as a suicide."

The Opposition BJP on Wednesday accused the Congress government in the State of unleashing 'tax terrorism' in the last 27 months of its rule, which resulted in price rise of several essentials, and demanded that it stop raising additional taxes or quit. Leader of the Opposition R. Ashok, who initiated the debate in the Legislative Assembly on 'halted developments' in the State, said the government has increased taxes, user fees and hiked fares/prices, and mobilised ₹52,422 crore annually against the requirement of about ₹50,000 crore for funding five 'guarantees'. The tax hike was unprecedented in the State, he said. Additional taxes Mr. Ashok said that, for instance, by imposing additional taxes on fuel, the government earned additional revenue of ₹6,500 crore. He also cited bus fare hike (₹1,000 crore), vehicle registration fee hike (₹3,300 crore) and so on — together generating an additional ₹52,422 crore annually. The fee for a birth certificate doubled from ₹10 to ₹20, the stamp paper price from ₹10 to ₹100 and now the government is 'extorting' money in the name of e-khata and charging for car parking space in apartments and individual households, he alleged. He demanded to know why we should pay to computerise (e-khata) property documents which already exist and called it a 'scam'. He said the Congress government had imposed 'tax terrorism to burden the common people'. Hike in 'commission' The Congress party, which labelled the previous BJP regime as a '40% commission' government, has increased the 'commission rate' to 70% for issuing commencement certificates (CC) for buildings. More than ₹35,000 crore SC/ST funds had been diverted to funding guarantees, the BJP leader alleged. The Leader of the Opposition said the ruling Congress members, such as Raju Kage, B.R. Patil, Basavaraj Rayareddi, Home Minister G. Parameshwara, have themselves exposed Chief Minister Siddaramaiah's failures in funding the development works. State of roads 'Everywhere you look, there are potholes that have turned our roads into death traps. Continuous rains only expose government apathy,' said Mr. Ashok, criticising Deputy Chief Minister D.K. Shivakumar's leadership. The bad roads reduced the speed of BMTC buses from 15 km per hour to 9 km per hour. More than ₹5,000 crore was spent on 874 km of arterial and sub-arterial roads around Bengaluru. The number of digital arrest cases, where victims are held in 'virtual arrest' by fraudsters impersonating law enforcement officers, alleging that victims have been involved in crimes, has come down drastically in Karnataka. While the State reported 1055 cases in 2024, it reported only 210 cases in seven monthstill the end of July in 2025 , shows data presented by Home Minister G. Parameshwara in the Karnataka Legislative Assembly on Tuesday, while responding to a question raised by Mangaluru (South) MLA D. Vedavyas Kamath. However, a closer analysis of the data shows that while the average money lost in a digital arrest case in 2024 was ₹20 lakh, it has risen to ₹29.5 lakh in cases registered till the end of July in 2025. Significantly, 2025 has recorded two cases where victims of digital arrest fraud ended their lives under pressure from fraudsters - a senior citizen couple in Belagavi and a Bescom employee in Channapatna, a first in the State. Growing awareness Cybercrime police attribute the decreasing number of such cases to rising awareness among people regarding the modus operandi of digital arrest and several proactive measures taken by law enforcement agencies. Even Prime Minister Narendra Modi himself clarified in his monthly radio programme Mann Ki Baat on October 27, 2024, that no law enforcement agency has the concept of a 'digital arrest' in the country, and neither do any agencies question people online. 'In cybercrimes, every modus operandi has a life cycle. As awareness about that particular modus operandi rises, fraudsters look for new ways to defraud people. Initially, digital arrest cases started as courier scam, and fraudsters made several tweaks to the modus operandi and, in the process, came up with the idea of a digital arrest. Now, most people seem to be aware of this fraud. Those who are still falling prey to it are either mostly senior citizens or those who are not exposed and are unaware,' said Raja Imam Qasim P., Deputy Commissioner of Police (Crime2), Bengaluru police, overseeing cybercrime probes in the city, which records the highest number of cybercrimes and digital arrest cases in the state. Proactive measures 'Our coordination with other States like Tamil Nadu, Telangana, and some of the States that house cyber crime hotspots has improved, leading to several of these syndicates being busted,' an official said. The Central Crime Branch (CCB), Bengaluru, has recently busted two SIM box cases, which were converting overseas calls from cyber fraud call centres in Cambodia to local calls to make them more believable. 'Most of the cyber fraudsters speak in Hindi. So we carried out a campaign asking people to only speak in Kannada to ensure a communication barrier. This has also worked very well,' a senior police official said. However, the State police have been able to crack only around 10% of these digital arrest cases and recovered money in around 23% of the cases in both 2024 and 2025. 'In cases reported within the golden hour - before the fraudsters have laundered the money stolen from the victim - there are more chances of recovering the swindled money. Delayed reporting creates challenges difficult to surmount,' a senior official said.

Tamil Nadu Chief Minister M.K. Stalin on Wednesday strongly objected to The Constitution (130th Amendment) Bill, 2025, introduced by Home Minister Amit Shah in Parliament, which seeks to provide a legal framework for the removal of the Prime Minister, Union Ministers, Chief Ministers, and Ministers of States and Union Territories who are arrested and detained in custody for 30 consecutive days on serious criminal charges. He said the BJP government at the Centre has decided to defile the Constitution and its democratic foundations by turning India into a dictatorship under the Prime Minister. 'The 130th Constitutional Amendment is not reform. This is a black day and this is a black Bill. This is how dictatorships begin: steal votes, silence rivals and crush States. I strongly condemn this Bill, which strikes at the very root of democracy, and I call upon all the democratic forces to unite against this attempt to turn India into a dictatorship,' Mr. Stalin said in a post on X. 'After the exposé of vote theft, the very mandate on which the Union BJP government was formed is in serious question. Its legitimacy is doubtful. Having stolen the mandate of the people through fraud, the BJP is now desperate to distract public attention from this exposé. To do that, they have brought in the 130th Constitutional Amendment Bill,' Mr. Stalin alleged. 'The plan of this Bill is clear. It allows the BJP to foist false cases against political opponents in power across States and remove them by misusing provisions that treat even a 30-day arrest as a ground for removal of an elected leader, without any conviction or trial. This unconstitutional amendment will certainly be struck down by the courts because guilt is decided only after trial, not by the mere registration of a case,' the Chief Minister said. 'This is a sinister attempt to intimidate regional parties in the NDA, whose leaders are CMs or Ministers in various States — 'stick with us or else…' The first move of any emerging dictator is to give himself the power to arrest and remove rivals from office. That is exactly what this Bill seeks to do,' Mr. Stalin added.
