Govt continues to fund retirees, underprivileged at IJN

KUALA LUMPUR" The government continues to finance retirees and underprivileged patients who require treatments that are not available at government hospitals, enabling them to seek care at the National Heart Institute (IJN).
Health Minister Datuk Seri Dr Dzulkefly Ahmad said that the government sponsored a total of 44,257 patients at IJN last year.
This includes 26,782 retirees, 16,303 government officers, and 1,172 underprivileged patients.
"The treatment cost for these patients at IJN last year amounted to RM595 million, where RM358 million was for retirees, RM200 million for government staff, and RM37 million for underprivileged patients.
"This data clearly shows that the government is still financing retirees and underprivileged patients who require treatments that not available at government hospitals to seek care at IJN," he said in a written parliamentary reply.
He was responding to a question from Datuk Seri Ismail Sabri Yaakob (BN–Bera), who asked whether IJN still has a welfare fund to assist underprivileged patients, as it is understood that the fund has since been abolished.
Dzulkefly explained that the patient must first seek treatment at a government hospital and be referred by a general physician/cardiologist/emergency medicine specialist at the government hospital to IJN.
"In emergencies, retirees and government staff may seek treatment at private hospitals, including IJN, subject to the terms and procedures stipulated in the applicable circulars.
"Additionally, for underprivileged patients, approval for government subsidies is subject to a socioeconomic assessment by the medical social welfare officer from the Health Ministry," he said.
Last year, it was reported that the Health Ministry was discharging all civil servants and pensioners to cardiac centres operated by the ministry due to the government's cost-cutting measures.
The ministry acknowledged that prudent cost control measures were necessary due to the annual increase in expenses resulting from patient referrals to IJN.
However, it said that patients were only discharged from IJN when their conditions were stable, with a monitoring period of at least six months to a year for adults, and one to two years for children.

Bung, who is also Kinabatangan MP, welcomed the directive as a reasonable way to correct the imbalance of healthcare personnel across the country, but stressed that the plan will only succeed if Sabah is ready to support the officers on the ground. 'It's not that officers are unwilling to serve here. The real issue is the lack of proper infrastructure, such as damaged roads, rundown quarters, unreliable water and electricity supply and poor communication networks. 'These challenges not only demoralise healthcare workers but also affect service delivery in rural and interior areas. 'Over time, this could erode public confidence in the healthcare system and widen the service gap between regions,' he said in a statement. He said Sabah does not lack in public service spirit, but often fails to provide the basic necessities required for quality service. Bung called on the State Government to draw up a clear action plan to improve staff quarters, road access to interior health facilities and basic utilities in clinics and district hospitals. He also proposed the formation of a special task force between the State and the Health Ministry to identify high-priority areas needing urgent upgrades. 'This is to ensure new appointees don't feel like they're being sent to forgotten or neglected zones,' he said. He said if Sabah is serious about closing the gap in healthcare staffing, attention must go beyond just the number of placements. 'Without a proper support system, making Sabah a compulsory posting could end up being a forced move with no long-term value. KUALA LUMPUR, Aug 2 — The Health Ministry (MOH) has inspected 281,381 premises throughout the country under Op Selamat Paru-Paru (Op Selamat PaPa) conducted since Oct 1, 2024. Its minister, Datuk Seri Dzulkefly Ahmad said that 459 investigation papers were opened under the Control of Smoking Products for Public Health Act 2024 (Act 852), 340 for advertising smoking products, 68 for selling smoking products not according to set prices and 51 for manufacturing, importing or distributing smoking products not according to proper packaging and labelling. 'The operation is a significant step to protect the young generation from the dangers of smoking products, including electronic cigarettes and vape,' he told reporters after attending the launch of the national level Op Selamat PaPa here yesterday, after joining an operation at the area around KL Traders Square, where he distributed flyers on Act 852 to traders. Act 852 came into effect on Oct 1, 2024 and was introduced to strengthen controls over the sale, advertising and promotion of all smoking products and is specially for non-adults aged under 18, who are prohibited from being involved with the sale, purchase or use of any smoking product. — Bernama
