Chandigarh: The MC house meeting on Wednesday is set to be a stormy affair, with both AAP and Congress ready to corner the BJP on the issues of
property tax hike
and the proposed increase in parking rates.

spokesperson and councillor Yogesh Dhingra said, "AAP demands a full rollback of the property hike. The small reduction in the rate is just a political stunt by the BJP. Now the BJP wants to put an additional financial burden on city residents by increasing parking rates. Rates were already increased under the guise of introducing smart parking, but it is still to be done. AAP will take a strong stand in Wednesday's house meeting on these issues."
Congress has also demanded a complete rollback of the property tax hike. In a pre-house meeting of the Congress councillors held under the leadership of Chandigarh Congress president H S Lucky on Tuesday, party councillors decided to voice their protest strongly and unequivocally during the house meeting.
Stating it was BJP's strong opposition to the property tax hike and its subsequent efforts that led to a decrease in property tax rates, mayor Harpreet Kaur Babla, on the proposed
parking rates increase
, said, "It is up to the house to decide parking charges. A revision in parking rates will facilitate the introduction of smart parking."

As per the proposed increase in parking rates, the first 15 minutes shall be free across all parking lots. Thereafter, four-wheelers will be charged Rs 20 for up to four hours of parking, Rs 25 for 4 to 8 hours, and for above 8 hours, an additional Rs 10 per hour. Two-wheelers will be charged Rs 10 for up to 4 hours, Rs 15 for 4 to 8 hours, and above 8 hours, an additional Rs 5 per hour.
In addition to this, the MC is proposing to impose a compound penalty/interest on water bills. "A consumer who fails to pay the water charges, including arrears and surcharge/penalty thereto, if any, should be liable to pay a penalty at the rate of 10% of the total amount of water charges due, including surcharge, if any, due on the date from the consumer," said the agenda.
Also, the MC is planning to revise the licence fee for erecting or re-erecting hedges and fences on municipal land. It has been proposed to increase the licence fee, to enhance revenue, from Rs 0.25 per sq ft per year to Rs 2 per sq ft per year for erecting/re-erecting hedges on municipal land adjoining residential areas on the road berm of V5 and V6 roads.

UT renews case for add'l MC grant before Centre

During the meeting, the finance department of the UT administration presented a detailed PowerPoint presentation outlining the financial condition of the MC, including income, expenditure, and fiscal challenges. The administration urged the Centre to release additional funds in line with the recommendations of the 4th Delhi Finance Commission (DFC), citing the need for improved civic services and infrastructure. The financial discussion was led by the chief secretary and finance secretary, who highlighted the urgency of the grant and the rationale behind the request. Apart from financial matters, the meeting focused on reviewing the implementation of 30 flagship schemes currently operational in Chandigarh. Senior officials from various departments presented updates on programmes related to education, healthcare, nutrition, sanitation, social security, and more. The administration showcased progress in key national missions such as Ayushman Bharat (AB-PMJAY), Jal Jeevan Mission (Urban), Swachh Bharat Mission - Urban 2.0, Smart Cities Mission, PMAY-U, NHM, Samagra Shiksha, POSHAN Abhiyaan, Ease of Doing Business, and Digital India. The review also included an assessment of the rollout of three new criminal laws and associated digital platforms like e-Sakshya, Nyay Setu, Nyay Shruti, and e-Summon. A live demonstration of the Interoperable Criminal Justice System (ICJS) was presented, followed by a visit to CENCOPS in Sector 18 to observe its on-ground functioning. Himanta visits Bilasipara to explore site for new power plant
1 2 Guwahati: Assam CM Himanta Biswa Sarma on Tuesday visited Chirakuta Charuwa Bakra in Bilasipara co-district, Dhubri, a proposed site for a new thermal power plant aimed at boosting the state's energy self-sufficiency. The inspection comes amid protests by Bodo villagers in the nearby Bodoland Territorial Council (BTC) area, where the govt is reportedly planning to acquire several hundred bighas of land in Banshbari-Paglijhora for the project. Protesters have expressed concern that the plant may be allocated to the Adani Group. The CM said once operational, the plant is expected to create 20,000 of direct and thousands of indirect employment opportunities for local youth. He also assured that eligible residents on the site would receive compensation and rehabilitation as per govt policy. He also sought cooperation from the people to ensure the successful implementation of the project. Interacting with locals in Dhubri, Sarma promised rehabilitation grants according to govt provisions. As per the CMO release, with Assam's energy demand projected to reach 5,000MW by 2030 and 7,000MW by 2035, the govt is pushing to establish the state as a regional hub for thermal power generation. The state cabinet approved the Assam Thermal Power Generation Project Promotion Policy 2025 on May 5, aimed at attracting large-scale investments to the sector. Speaking to the media, Sarma said, "The project involves an investment of Rs 40,000 crore and will transform the local economy wherever it is implemented." He added that other potential sites, including Chapar and Goalpara, are under consideration. "Somewhere we will have to build the plant, otherwise we have to face a power shortage after 2029," he said. When asked about the concerns of the people of BTC, Sarma said he is aware of protests, but power supply is vital. Regarding questions over land acquisition in tribal areas, Sarma said, "We haven't finalised any site. We're still identifying suitable land so the layout can be included in the tender document. Chandigarh: In a move that could dramatically reshape the city's political landscape, Punjab governor and UT administrator Gulab Chand Kataria has approved a game-changing amendment to the Chandigarh Municipal Corporation (Procedure and Conduct of Business) Regulations, 1996.
