Kerala Governor spurns reconciliation efforts by LDF govt, reappoints Ciza Thomas and K. Sivaprasad as DUK, KTU interim V-Cs
The decision defies the reconciliation efforts spearheaded by Chief Minister Pinarayi Vijayan and other State Ministers.
The reappointments also effectively undermine the State government's attempts to ease growing tensions with the Governor, who, in his capacity as Chancellor of State-run universities, has been at odds with the administrative dispensation over various issues.
Supreme Court judgment
The appointments come in the wake of a Supreme Court judgment, which the State government firmly believes, mandates that the Chancellor should consult the government before appointing Vice-Chancellors.
State Law Minister P. Rajeeve told mediapersons that the move amounts to an 'open challenge' against the Supreme Court judgment. Notably, the move has been made by a person holding a Constitutional position, he added.
'The appointments have not been made in accordance with specific provisions cited by both the Supreme Court and the Kerala High Court. It also violates the requirement of consulting the State government,' he said.
Raj Bhavan stance
However, Raj Bhavan has maintained that the reappointments of Ms. Thomas and Mr. Sivaprasad comply with the Supreme Court's directive and the relevant provisions of the laws governing the universities.
According to the Raj Bhavan notification, the interim Vice-Chancellors will hold office for six months or until regular appointments are made.
The State government had previously submitted panels of three nominees for each position in accordance with a Kerala High Court order regarding temporary Vice-Chancellors. However, this marks the second time that Raj Bhavan has disregarded the government's recommendations, the first instance being when Ms. Thomas and Mr. Sivaprasad were initially appointed on November 27 last.
Higher Education Minister R. Bindu reiterated her criticism of the Governor's actions, accusing him of undermining the government's authority in the management of public universities, a day ago.
She alleged that the present Governor and his predecessor, motivated by political interests, have both functioned in blatant violation of their Constitutional duties.
Indicating the possibility of further legal wrangles, Mr. Rajeeve said the government will apprise the apex court of its apprehensions when the case is taken up for consideration.

Stalin's attack comes amid a heightened standoff between the governor and the Tamil Nadu government. It also comes days after Ravi, in his speech on the eve of Independence Day, expressed concerns over challenges faced by the state. Ravi had said Tamil Nadu was facing four major challenges: Educational and social discrimination of the poor and marginalised; alarming rise in suicides; fast spreading drug abuse among youth; and steep rise in rape and other sexual offences against women and girls. The DMK reacted sharply, accusing the Governor of making false allegations to malign the state government. 'Tamil Nadu is the forerunner in India. It's not just our claim, even the BJP-led Union government has released data that shows that our state is doing way better than BJP ruled states. Unable to accept this fact, he is angry and irritated, so the governor is whining against us in public events,' Stalin said. 'Tamil Nadu is the number 2 state in the school education system in India. Only because our state is peaceful, we have been able to sign ₹10-crore worth of investments in the last four years. As regards women's safety, citing National Crime Records Bureau statistics of 2022, he claimed BJP-ruled Uttar Pradesh tops in crimes against women. Therefore, the governor should target BJP-ruled states, Stalin said. Stalin said Ravi should continue in Tamil Nadu 'as it is good for us'. 'He is effectively ensuring that our fire for the language, race and ideology burns bright. Let him talk, I am not bothered. During the event, the CM launched a Cooperative department initiative to provide interest-free crop loans to farmers applying online. An official release said the government had earlier announced that the pilot scheme will be launched in Dharmapuri before expanding it across the state. The effort involves disbursing the loan the same day it is applied online. The Stalin-led party and its allies had also boycotted the Governor's 'At Home' reception hosted on Independence Day. Names Of 65 lakh Voters Excluded In Bihar Draft Roll Posted On District Websites: Election Body
New Delhi: The list of names deleted from Bihar's draft electoral rolls following special intensive revision has been posted on the websites of district magistrates following the Supreme Court's orders, Chief Election Commissioner Gyanesh Kumar said on Sunday. Hearing a bunch of petitions challenging the special intensive revision (SIR) of electoral rolls in poll-bound Bihar, the Supreme Court had last week asked the Election Commission (EC) to publish details of 65 lakh deleted names from the voters list with reasons of non-inclusion to enhance transparency in the process. Addressing a press conference here, Kumar said that within 56 hours of the top court directive, the names of voters that were not included in the draft electoral roll have been posted on district websites. He also underlined that the election system for parliament and assembly elections in India is a multi-layered, decentralised construct as envisaged by law. Based on the guidelines issued by the Election Commission, Electoral Registration Officers (EROs), who are SDM-level officers, prepare and finalise the Electoral Rolls (ER) with the help of Booth Level Officers (BLOs). EROs and BLOs undertake the responsibility for the correctness of Electoral Rolls, it said. After the publication of the draft electoral rolls, their digital and physical copies are shared with all political parties and put on the EC website for anyone to see. Following the publication of the draft electoral rolls, a full one-month period is available with the electors and political parties for the filing of claims and objections before the final ER is published, he explained. The draft electoral roll was published on August 1 in Bihar and it will be available till September 1 for claims and objections under which parties and individuals can seek inclusion of eligible citizens or exclusion of those they believe are ineligible. The CEC defended the SIR at the press conference on Sunday and said it is a matter of grave concern that some parties were spreading "misinformation" on the exercise.

Election Commission releases list of 65 lakh voters deleted from Bihar draft rolls
The Election Commission has released the list of voters whose names were deleted from the SIR draft voter list. The list has been made available on the Commission's official website for public list was published by the Election Commission following an order by the Supreme Court on August 14. Meanwhile, on Sunday, Election Commission rebuked Congress leader and Leader of Opposition in the Lok Sabha Rahul Gandhi over his 'vote chori' (vote theft) allegation and accused political parties of targeting voters while placing the blame on the Election Election Commissioner Gyanesh Kumar also asked Rahul Gandhi to submit an affidavit within seven days with proof or render a public apology for his allegations against the Election Commission.- EndsTune InMust Watch
