DTCP team razes illegal structure inside Gurugram condominium
They said that the meeting hall was constructed without any permission from the department, and it was also not part of the approved plan of the condominium.
Amit Madholia, district town planner, enforcement said that the department had received a complaint on the CM Window, in which it was mentioned that an illegal structure had been constructed inside the condominium in violation of the rules by the Palm Hills Condominium Association. 'The matter was probed and notices were issued to the RWA to take corrective measures but no satisfactory reply was submitted. On Friday, a team of the enforcement wing demolished the meeting hall as it was in violation of rules,' he said.
Madholia also said that there has been a tendency among the RWAs to approve construction of structures, or make changes in the condominiums without any permission from DTCP, which is the competent authority. 'These illegal constructions or changes are in violation of the approved layout plan of the project and are carried out without any permission. We will take stringent action against such violations and request the RWAs to approach the department before making any such change or construction inside the condominium,' he said.
The complainant also alleged that this illegal construction has been carried out in close proximity to a high-speed diesel (HSD) storage facility, which significantly heightens the risk of a fire-related disaster. 'This is a direct violation of safety norms prescribed by the Petroleum and Explosives Safety Organisation (PESO) under the Petroleum Rules, 2002, which mandate specific safety distances, restricted access, and emergency provisions for diesel storage near residential structures,' the complaint said.
Amit Mudgil, president, Palm Hills Condominium Association, Sector 77, however refuted the allegations and said that they had not received any notice from the department regarding the violation. 'A small meeting hall was constructed by the RWA for senior citizens as there is no facility for them inside the condominium. We did not receive any notice and the enforcement department demolished it suddenly,' he said.

New drinking water pipeline to be laid in Janakpuri: DJB tells NGT
The Delhi Jal Board (DJB) has informed the National Green Tribunal (NGT) that a new pipeline is being laid in southwest Delhi's Janakpuri A-1 block after residents had been complaining about contaminated drinking water in the area for over five months. The NGT bench will hear the matter next on September 15. (HT Photo) Residents' Welfare Association (RWA) of the block had approached NGT in March this year with complaints of impure drinking water. The DJB informed NGT that the work began on August 4 and will be completed within 60 days. Water samples from the neighbourhood – collected at least thrice by the Central Pollution Control Board (CPCB) at different times in June and July, revealed the presence of both total coliform and — indicating sewage being mixed with drinking water supply. The latest samples, gathered on July 20 from 12 households, revealed at least six samples had either some form of or total coliform. Two days after these samples were collected, the DJB temporarily fixed the defects in the pipeline on July 22, officials said. Work order for a long-term solution to provide clean water – laying down a new 730-metre pipeline, was issued on August 1. 'In terms of the order, the work is to be completed within 60 days from the date of starting the work,' a bench headed by NGT chairperson Justice Prakash Shrivastava said. The DJB will also submit an affidavit by November 15, detailing that the work is complete, the bench added. The bench has further sought an update – at least a week ahead of the next hearing on September 15. 'The RWA will extend full cooperation to the DJB in laying down the new pipeline,' the order stated. CPCB's first sample testing in the last week of May, had revealed six out of the 20 samples from the neighbourhood were contaminated. The DJB informed the tribunal this was due to the pipelines — which were nearly 40 years old, being corroded. In June, the NGT had rapped the DJB for inaction, observing that even after three months of deliberation – since the plea was filed, the water utility has failed to take meaningful remedial measures. Locals, meanwhile, said a permanent solution was long overdue. 'Several households have been buying water bottles from outside — to cook, wash clothes and even bathe. It was simply not feasible. Old pipelines like these should be replaced at the earliest, but it took several months to even get the work started,' a resident of A-1 block said.

Robert Vadra-Linked 7 Firms In Delhi Named By ED As Accused In money Laundering Case
Businessman Robert Vadra, husband of Congress MP Priyanka Gandhi Vadra, used as many as seven firms linked to him and registered at an address in Sukhdev Vihar in Delhi in a tainted land deal in Gurugram in 2008, shows a prosecution complaint filed by the ED. All the seven firms have been named as accused in the case. In its complaint filed in a Special PMLA court, ED has shed light on Vadra's several alleged illicit acts like false statement with regards to receipt of sale consideration, under valuation of the land and loss of stamp duty caused to the state government. While alleging that Vadra received received Rs 58 crore as proceeds of crime (PoC) of the involved money laundering, the ED said its investigation led to the provisional attachment of 43 immovable properties, totaling Rs 38.69 crore, identified as direct or value equivalent to Proceeds of Crime. The Special PMLA court has fixed August 28 to take cognisance of the ED complaint filed on July 17 and issued a notice to Vadra. In the ED chargesheet, Vadra has been named as Accused Number 1 along with 10 others, including seven companies. The ED alleged that Vadra's company Skylight Hospitality Private Limited, despite having less capital, bought 3.5 acres of land in Shikohpur, Gurugram from Omkareshwar Properties Private Limited for Rs 7.50 crore. The probe agency claimed that Vadra virtually got the land for free. It said he had never issued the cheque to the seller of the land and the cheque mentioned in the sale deed did not pertain to the buyer, implying that Vadra never paid the money mentioned as sale consideration in the deed. 'Moreover, the cheque mentioned in the sale deed was much lower than the prevalent market rate which is evident from the fact that the seller itself was selling its other land in the nearby vicinity at much higher rates as compared to the rates mentioned in the sale deed dated February 12, 2008,' it said. The probe agency said that despite the application stating 3.53 acres, only 1.35 acre were available for commercial licensing, below the 2-acre minimum. 'Nevertheless, Directorate of Town and Country Planning (DTCP) officials in Chandigarh proceeded with the application by including land designated for a sector road. Statements from DTCP officials revealed pressure from higher authorities to accelerate the process. The file also showed backdating and alterations to the sector road plan to help M/s SLHPL qualify for the licence,' said the ED complaint. The other accused named in the ED prosecution complaint are: Satyanand Yajee; Kewal Singh Virk; Sky Light Hospitality Private Limited (now converted into Skylight Hospitality LLP); Sky Light Realty Private Limited, Real Earth Estates Private Limited (now converted into Real Earth Estates LLP), Blue Breeze Trading Private Limited, Artex, North India IT Parks Private Limited, Lambodar Art Enterprises India Private Limited (now converted into Lambodar Art Enterprises India LLP) and SGY Properties Private Limited (earlier known as Onkareshwer Properties Private Limited).
