Gurgaon: The department of town and country planning (DTCP) has intensified its crackdown on illegal constructions in stilt parking areas and unauthorised commercial activities in residential colonies — key contributors to the city's deepening parking crisis. DTP (enforcement) Amit Madholia said that regular surveys in areas such as DLF phases, Sushant Lok (I–III), South City, Suncity, and Palam Vihar, reveal large-scale misuse of stilt parking spaces has been detected in licensed colonies, where residents often convert designated parking areas into servant quarters, storage rooms, or additional living spaces, forcing vehicles onto already congested streets. "Wherever construction is found in stilt parking areas, notices are issued to property owners. If illegal structures are not removed within the stipulated time, sealing and demolition follow," he said. He confirmed that more than 1,000 notices and restoration orders have already been served in DLF and Sushant Lok alone. In many licensed colonies, residential properties are being used for commercial purposes such as offices, salons, and boutiques. Many municipal colonies have narrow lanes and no provision for in-plot parking. Madholia, while noting that this does not fall directly under his jurisdiction, suggested that the solution lies in developing community parking zones on vacant government land or other available spaces. He also recommended regulated roadside parking through proper marking and time-slot systems. Complaints have also been received about illegal constructions in the parking basements of malls and group housing societies. Gurugram: The enforcement wing of the department of town and country planning (DTCP) on Friday demolished an illegal meeting hall built in the common area of the Emmar Palm Hills Society in Sector 77, which had been constructed by the Residents Welfare Association (RWA) of the society, DTCP officials said. (HT PHOTO) They said that the meeting hall was constructed without any permission from the department, and it was also not part of the approved plan of the condominium. Amit Madholia, district town planner, enforcement said that the department had received a complaint on the CM Window, in which it was mentioned that an illegal structure had been constructed inside the condominium in violation of the rules by the Palm Hills Condominium Association. 'The matter was probed and notices were issued to the RWA to take corrective measures but no satisfactory reply was submitted. On Friday, a team of the enforcement wing demolished the meeting hall as it was in violation of rules,' he said. Madholia also said that there has been a tendency among the RWAs to approve construction of structures, or make changes in the condominiums without any permission from DTCP, which is the competent authority. 'These illegal constructions or changes are in violation of the approved layout plan of the project and are carried out without any permission. We will take stringent action against such violations and request the RWAs to approach the department before making any such change or construction inside the condominium,' he said. The complainant also alleged that this illegal construction has been carried out in close proximity to a high-speed diesel (HSD) storage facility, which significantly heightens the risk of a fire-related disaster. 'This is a direct violation of safety norms prescribed by the Petroleum and Explosives Safety Organisation (PESO) under the Petroleum Rules, 2002, which mandate specific safety distances, restricted access, and emergency provisions for diesel storage near residential structures,' the complaint said. Amit Mudgil, president, Palm Hills Condominium Association, Sector 77, however refuted the allegations and said that they had not received any notice from the department regarding the violation. 'A small meeting hall was constructed by the RWA for senior citizens as there is no facility for them inside the condominium. We did not receive any notice and the enforcement department demolished it suddenly,' he said.

Gurgaon: For the third consecutive week, the district town planner (enforcement) team carried out the 'office on the spot' drive in Sushant Lok phases 2 and 3. Around 266 notices were pasted on homes violating building norms, zoning laws, and OC rules. Of these, 183 were in phase 3 and 83 in Phase 2. In total, over 650 notices have been issued in the past three weeks. The team led by DTP (enforcement) Amit Madholia conducted a door-to-door survey in Sectors 55, 56, and 57 to identify properties being misused for commercial use. Madholia said many homeowners who received initial notices either did not respond or submitted unsatisfactory replies. "We are now preparing to issue restoration orders against such properties," he said. Gurgaon: Department of town and country planning (DTCP) has intensified its crackdown on unauthorised constructions and illegal commercial activities in residential colonies under its 'office on the spot' campaign. A 12-member enforcement team, led by district town planner (enforcement) Amit Madholia, has served notices to nearly 250 houses in Sushant Lok 3 for violating building norms and land use regulations. Madholia said, "We have asked for a reply within seven days. If responses from these 250 properties are unsatisfactory, restoration orders will be issued followed by sealing actions." The notices were served on Friday following a detailed six-hour-long survey in A, B and C blocks. During the survey, DTCP teams clicked photographic evidence and signed notices on-site to speed up the legal process. Madholia told TOI, "The objective of this campaign is to address multiple complaints in one go by surveying entire blocks, thereby saving time and ensuring faster enforcement." During the inspection, officials identified several residential properties being misused for commercial purposes such as real estate offices, guest houses, beauty parlours, dental clinics, yoga centres and salons. Alongside, numerous cases of unauthorised construction were found, including rooms built in stealth parking areas, servant quarters in zoning areas, covered cut-outs and illegal structures erected on rooftops. The initiative follows similar action in Sushant Lok 2 last week, where around 150 properties were served notices. Many homeowners have since started removing unauthorised structures, particularly those created in parking zones. DCTP officials said strict directions have been given to residents against any deviation from approved building plans. DTCP already took similar action in DLF 1 to 5 and is now widening its net to other residential areas witnessing growing commercial activity. According to Madholia, this misuse not only violates zoning regulations but also disrupts the residential character and infrastructure of these colonies. The department has clarified that no illegal construction or commercial operation in residential premises will be tolerated. Officials have urged residents to either stop commercial operations or regularise constructions as per norms. Those who fail to comply face sealing, fines, or even demolition orders in the coming weeks.

The move comes amid rising complaints of unauthorised construction and illegal commercial activities in licensed residential colonies. The surge in complaints has been seen through district town planner (enforcement) office, CM Window and public grievance camps. Most complaints involve homebuyers converting stilt parking into rooms, constructing unauthorised structures in open spaces and even building five to seven-storey buildings without sanctioned plans. In several cases, basements were illegally developed or used for commercial purposes. While announcing "a targeted enforcement drive", DTCP officials said they would address residents' complaints, conduct on-the-spot inspections and issue show-cause notices on the same day. The focus areas include prominent colonies such as DLF 1 to 5, Sushant Lok 1, 2 and 3, South City 1 and 2, Malibu Towne, Palam Vihar, Vatika India Next, Greenwood City, Nirvana Country and Bestech Amstoria, among others. After receiving a notice, property owners will be given 15 days to submit a response. If found unsatisfactory or if illegal construction is not removed within seven days after notice expiry, sealing proceedings will be initiated. District town planner (enforcement) Amit Madholia, confirmed that the department took serious note of illegal extensions, misuse of stilt areas, basement constructions and residential properties being used for commercial purposes like showrooms, restaurants, grocery shops and guest houses. Madholia said, "Every camp will include a planning assistant, junior engineer and assistant town planner. Complaints will be verified on the spot and if violations are found, show-cause notices will be pasted the same day."
