NHRC directs Odisha government to submit ATR on old age pension fraud in two districts

KENDRAPADA: The National Human Rights Commission (NHRC) has directed the Odisha government to submit an action taken report (ATR) regarding alleged misappropriation of old age pension funds in Kendrapara and Jajpur districts.
Acting on a petition filed by human rights activist and lawyer Radhakanta Tripathy, the commission issued a second notice on May 16 seeking the ATR within two weeks.
Tripathy had alleged that welfare fund allocated for old age pension scheme was being grossly misused by people with connection and influence in Aul block of Kendrapara and Binjharpur block of Jajpur districts. He said that without proper verification, individuals below 60 years of age were receiving old age pensions, thus depriving the eligible beneficiaries of the welfare fund.
The commission had previously directed the principal secretary on March 3 to investigate the allegations and submit a report within four weeks. Despite the directions of the commission, the authority had not submitted any report.
The NHRC has now cautioned that it would invoke its coercive powers under section 13 of the Protection of Human Rights Act, 1993 if the report is not submitted within the stipulated time. Old age pension scheme provides financial assistance of Rs 1,000 monthly to elderly individuals aged 60-79 years and Rs 1,200 to those aged 80 years and above.
Last year, police had booked around 65 individuals from Argala gram panchayat under Aul block in connection with an alleged scam related to disbursement of old-age pension to them on the basis of fake documents under sections 319 (2), 318 (4), 336 (2), 338, and 340(2) of the BNS following a complaint by Minati Jagdev, block development officer of Aul.

The first gang-rape incident took place in Jan in which the girl was assaulted inside a car while her mother was present, said the SHO of the police station concerned. The abuse continued until March, when the accused trio took trips to Agra and Vrindavan, he added. "The girl was gang-raped around eight times, all in the presence of her mother," said the officer. The teen was also assaulted at a hotel in Haridwar that is leased in the name of her mother and her boyfriend, police said. Subsequently, he filed a complaint on Tuesday and after conducting an initial probe, a case was registered on Wednesday under BNS sections 70(2) (gang rape), 351(3) (criminal intimidation), 3(5) (criminal act by several persons in furtherance of common intention) and relevant sections of the Posco Act against the three accused. Visakhapatnam: Andhra Pradesh will begin distributing energy-efficient induction cooktops and compatible utensils to 11,400 across the state on Thursday, 5 June, marking World Environment Day. The switch to induction stoves is expected to reduce recurring LPG costs, with annual savings estimated at around Rs 25 crore. It is also projected to prevent approximately 28,327 tonnes of CO₂ emissions each year. The NECP was formally launched a few months ago in Andhra Pradesh by chief minister N Chandrababu Naidu in the presence of Union minister for housing, power, and urban development, Manohar Lal Khattar. The distribution of stoves and utensils will commence on Thursday. Led by the AP dept of women and child welfare, the initiative aligns with the Union govt's 'Go Electric' campaign and the NECP, championed by the Bureau of Energy Efficiency (BEE) and Energy Efficiency Services Limited (EESL). The large-scale distribution programme will be inaugurated by minister for women, child welfare, and tribal welfare, G Sandhya Rani, alongside public representatives in Vijayawada on Thursday. They will oversee the distribution of energy-efficient induction cooktops and compatible utensils to Anganwadi centres. Minister Sandhya Rani, secretary (department of women and child welfare) Surya Kumari, and director M Venu Gopal Reddy expressed gratitude to chief minister Naidu and Union minister Khattar for their continued guidance. They also acknowledged the contributions of chief secretary K Vijayanand, BEE, EESL, and other state designated agencies for their collaborative efforts. "Currently, the NCRP complaint system relies on manual complaint submission through self-registration on the portal or through the 1930 helpline. It lacks intelligent classification, real-time tracking and streamlined investigation capabilities for complex fraud cases," said the startup's founder, Meet Bisht, a BTech in cybersecurity from Parul University and a cyber expert who worked closely with Gujarat Police. "Manual data entry is prone to human error. Often, minute details are missing from complaints as cyberfraud victims are often unaware of what is needed like the crime category or subcategory or transaction IDs," Bisht said. "As this process is time-consuming, by the time a complaint is lodged, the stolen funds have been layered through multiple accounts and recovery either becomes difficult or is only partial. There is also workload duplication for LEAs as the same fraudsters/accounts appear in multiple cases with no linkage," Bisht added. Crime AI was proposed as a solution at the IndiaAI I4C Cyber Guard AI Hackathon — the national competition organized by the India AI Mission in collaboration with the I4C. "The OCR-powered document analysis feature extracts text from screenshots, PDFs and images uploaded by complainants and auto-fills in the fields of the form from the evidence files," he said. Through audio transcription, voice complaints are converted into structured text. This feature detects and extracts entities like names, amounts, banks and fraud types, among others," said Bisht, adding that currently, the AI model supports more than 15 Indian languages. "With this model, law enforcement agencies, including those at district, state or national level, can even ask banks or payment gateways to freeze funds or put liens on accounts if there is a complaint of fraud," said Bisht.
