RM1mil intervention plan to ease UMS water woes

KOTA KINABALU: The federal government has allocated RM1mil for an intervention plan to alleviate serious water supply issues in Universiti Malaysia Sabah (UMS).
This comes after Deputy Prime Minister Datuk Seri Fadillah Yusof visited the campus during a one-day working visit here on Monday (July 14).

Fadillah, who is also Energy Transition and Water Transformation Minister, said this is a short-term plan to address the problem and is expected to benefit over 3,000 students, especially those living in the Tun Mustapha and Tun Fuad hostels.
He said the plan involves the construction of a specific distribution channel connecting the underground water supply system developed by UMS, among other things.

It also involves adding underground water tanks for a 130,000-litre additional capacity, and installing automated modulating valves to stabilise water levels in the UMS service tanks, he added.
'To ensure sufficient water pressure to student hostels, the Water Supply Department is providing in-line booster pumps and service tanks to UMS, using the existing bypass pipes built by UMS,' he said.

He said the intervention works would take about a month to complete.
Fadillah thanked the Federal Government, the Higher Education Ministry, the Water Supply Department, Sabah Water Department, and other technical agencies for implementing the intervention plan.

Deputy Prime Minister Datuk Seri Fadillah Yusof said the Langat 2 Water Treatment Plant (LRA), developed by Pengurusan Aset Air Berhad (PAAB), showed local capability in building large-scale water infrastructure. Fadillah, who is also energy transition and water transformation minister, said the Langat 2 plant is equipped with the latest technology, making it a facility of international standard. However, he said building modern water infrastructure involved high costs. "In this project, PAAB acts as the financier and implementer, allowing the project to be carried out at a more optimal cost compared with other commercial financing models. "This is because, under the National Water Services Industry Restructuring, PAAB is the agency responsible for financing water supply infrastructure in states that have entered into the Water Services Industry Restructuring Agreement. "One of the main objectives of this financing model is to enable water utilities to focus on the operations and maintenance of the water supply system to ensure efficient management. "Additionally, it will also help ensure that the financial position of water utilities remains more resilient and stable," he said at the opening of the Langat 2 LRA here today. The plant was opened by Prime Minister Datuk Seri Anwar Ibrahim. Fadillah said under the Water Sector Transformation Roadmap 2040 (AIR2040), the government also planned to introduce alternative financing to strengthen the sustainability of the water sector while reducing reliance on government funds. He said climate change and extreme weather, including droughts and floods, made water management critical. "Therefore, water management cannot merely be viewed as a technical or utility issue; it must be made a central pillar in the country's development agenda and climate change adaptation strategies.

KUALA LUMPUR, Aug 20 (Bernama) -- Malaysia is now moving into the second phase of the Water Sector Transformation Roadmap 2040 (AIR2040) under the 13th Malaysia Plan (13MP) to develop local technology that meets international standards, says Deputy Prime Minister Datuk Seri Fadillah Yusof. He said that in addition to ensuring an affordable, sufficient, clean and quality water supply for the people, AIR2040 was a national agenda to transform the water sector into a dynamic economic sector as well as to drive the development and innovation of local water technology through strategic collaboration in research, development, commercialisation and innovation. He said the Langat 2 Water Treatment Plant (WTP), developed by Pengurusan Aset Air Berhad (PAAB), was among the manifestations that proved the local capability to build large-scale water infrastructure equipped with modern water treatment technology as a benchmark for a facility that met international standards. 'However, the construction of such water supply infrastructure using modern technology involves high costs. In this project, PAAB played the role of financier and implementer, enabling its construction to be carried out at more optimal costs compared to other commercial financing,' he said. Fadillah, who is also the Minister of Energy Transition and Water Transformation, said this when speaking at the opening ceremony of the Langat 2 WTP by Prime Minister Datuk Seri Anwar Ibrahim here today. He said under the National Water Services Industry Restructuring, PAAB was the agency that managed the financing of water supply infrastructure for states that had entered into the Water Services Industry Restructuring Agreement. 'One of the main objectives of the financing model under this restructuring is for water operators to focus fully on the operation and maintenance of the water supply system to ensure management efficiency. 'This also helps ensure that the financial position of water operators is more resilient and stable,' he said. According to Fadillah, under AIR2040, the government plans to introduce alternative financing to strengthen the financial sustainability of the water sector, thereby reducing dependence on government funds.
